lol, nothing wrong with that. One of the cathartic joys of this game is leveling up and going back to beat down the guys who used to wipe the floor with you as a lowbie.

Just like when you stab them with a katana, shoot them point blank with an assault rifle, cleave them in two with a broadsword, clobber their skull in with a mace, incinerate them, and so on... they're "arrested."
Anyone who thinks heroes with sharp objects are "arresting" bad guys, especially when the power is entitled "beheader", is in denial.
Depends on the hero, really.
Either that, or the medicom system that vanishes the badguys away are REALLY good.

To be fair, my AR-wielding main Marty makes extensive use of rubber ammo and other less-lethal weapons when dealing with most badguys (an exception being Trolls... sometimes it takes a deer slug upside the head just to get the attention of one...)
