Fire/Fire Tank Guide 2.0
I removed Combustion from my build due to long activation and weak damage.
From your combined experience is going without combustion a mistake?
My build is posted below, I am currently level 30 and on plan. I like Incinerate for its high damage and like one big hitter attack for bosses and AVs. Burn and FSC will be my main/only AOEs.

I was in Steel Canyon the other night and my toggles where dropping a lot because of all the guys with electric attacks. Now the simple answer might be to stay out of Steel Canyon but I'm thinkin of getting Plasma Shield at 16.
Health or Tough at 16 also sound like good options. So the real questions becomes when if ever do I need taunt?

Only a few boses in Steel can put you in a hold and theyre easy to avoid. The rest are doing a brawl type of attack that has a chance to drop toggles, its not a mez attack. Just as brawl can drop toggles in PvP, these attacks have a chance to drop toggles in PvE, so PS at this point isnt really needed trust me.l

Plasma Shield vs. Taunt comes down to your playstyle, grouping or soloing. If you solo exclusively, and can choose not to fight enemies without status effects, or only disorients (Tsoo, Warriors, Outcasts, Trolls), Plasma Shield is not necessary until the 20's. If you have followed the build guide so far, and have Boxing, you could take Tough at 16 to increase your Smashing/Lethal resistance. If you group a lot, and are expected to protect the squishies, and not just contribute damage, take Taunt. There is a strong community of anti-Taunt tanks in the forums, but Taunt is a great tool for aggro management and is almost mandatory in large groups and pickup teams.
To sum up:
If soloing, take Tough or Plasma Shield at 16, depending on planned enemy groups.
If grouping, take Taunt.

My plan for 41-49:
41: Weave. I have a pretty defensive build, but I've put off Weave in favor of Hasten, so Healing Flames, Consume, Burn, and my attacks cycle faster. This will get 6-slotted, with the extra slot at 43 going into Blazing Aura.
44: Firey Embrace. I already have taken GFS, Incinerate, and FSC. Firey Embrace will help greatly with damage output, so I can take down those pesky Psionic damagers and Sappers faster. Slots from 45 and 46 will be split between this and other powers.
47: Conserve Power. I don't have too bad of endurance issues with 6-slotted Stamina and Consume, but there are times when I'm cycling attacks and need a little help on endurance. Will be 6-slotted for convenience.
49: Rise of the Phoenix. Eh, might as well. No slots in this one.
If you already have Weave, I'd bump CP up to 41, and take Incinerate at 47. The faster psionic enemies and sappers drop, the more alive you will be.

I took Combustion at 10 and respecced it out at 24. It was really endurance-sapping and frivolous before 18, and becomes obsolete once you have Burn. If you have FSC, you don't need Combustion.
Question, how do i get mobs to stay in my burn? i have followed the following template to where i am now ( lvl 33 ) and they still run out of it...

Err... um... burn has been nerfed to the point that its not a power most fire tanks invest in anymore. It might work if you pick up an Epic power at 41 that can hold. Best use for burn is to have a troller on the team.
Ugh... looking at your build you also are not slotted for ED!
ED simply means you should never put more than 3 of the same SOs in the same power.
So much has changed since I did this guide, hopefully somebody else comes up with an i7 guide for ya. My recommendations for somebody thinking about rolling a fire tank:
1 play a fire/fire brute.
2 roll a spines/regen scrapper.
3 if you really want a tank pick any other set. Fire can't tank like they can nor is its damage boost worth the reduced defense.

Do not get taunt at all. You dont need it. You are gonna be fine for drawing aggro. Get stamina and use the slot u were gonna use for taunt....well...get something more useful for your builds survival. I have had my fire/fire/pyre "taunt free" for over a year now. I havent missed it one bit. In fact I have a more survivable build without having taunt. F/F builds are too tight to waste powerslots on fluff powers like taunt. Dont build your tank "for the long haul". Build him for "the now". You can use respecs to "fix him/her" as you gain levels. 6 slot your shields with DO's til you get to SO's. Then respec back to 3 slots for your shields and place those slots somewhere they can help you in the damage department or to help feed your end-hog.
Okay, I'm on the long road from 40-50, with only a few power choices left. I've got all the standard stuff, but I wanted a second opinion on how to finish out the build.
My options:
Firey Embrace & Build Up: Don't have either of these, but I haven't really had much in the way of damage or accuracy problems, except perhaps with Greater Fire Sword (and that'll be fixed by another Enhancement Slot or two of Accuracy).
Rise of the Phoenix: I know that I could just carry Rez Inspirations. OTOH, I have died more times since hitting 40 than I did all of 30-40. Darn those Carnies and Malta Sappers.
Incinerate: I don't think I need another attack, but I'm listing it for completeness.
Flight: I bought Hover because even with Superleap, Oranbega and some cave maps were a pain without it. I like what I've seen of the Shadow Shard, and it looks like I'd need Fly to get around well. Should I just 6-slot Hover with Speed SO's instead or will Fly help me get around there?
Conserve Power: I'm pretty sure I'm going to get this one.
The Fire Epic Pool: I hadn't really considered it except for flavor, but I could use something for ranged attacks for the times when the bad guys refused to come down. I suppose I could also get Frickin' Laser Beam Eyes along with Conserve Power.
I'm thinking: Rise of the Phoenix, Conserve Power, Laser Eyes and either Build Up or Fiery Embrace.
