It's a totally seperate game.
There will be an update in CoH which will allow compatibility with CoV. (So you can fight Villians from CoV)
The update to CoH will be free.
The seperate game, CoV will not be free.
It's been said, although not with certainty, that the monthly fee for both games will NOT be equal to the sum of them individually. Meaning that you will get 2 games for just a little bit more than 1. Again, this is not with certainty, but is a "more than likely".
They're being perfectly fair about this, relax. Look at the updates to other MMPORPGs...you pay for EACH update. We've already gotten 3 huge updates for free plus more on the way. They could easily have asked people to shell out $30 or so for some of the updates they've made.

Statesman has said he does not want the price to be raised for running both accounts, but he said that he does not have the final say.
NCsoft has said they would like to raise the price of using both a little bit maybe $5, so $20 instead of $15 to cover the cost of two separate programming teams one for CoH and one for CoV, but then clarified that no decision had been made about it.
IMO there will either be no increase in fee for using both or just a small increase in fee depending if they decide on one or two content design teams...
As for the game being a stand alone or just a expansion, CoV is defiantly a Stand Alone game and not an expansion regardless as to what the CoV website infers...

I have to sort of disagree with you there. Someone coined the phrase "Expansalone" (Not sure who, someone help me out there), and that would best describe the CoV. Yes there is Stand Alone content, but according to everything that is being said, there are somethings that are included with the game that they are not sure whether you will have to buy to get or if they will simple add the content to CoH (SuperGroup Bases was the one that I remember being tossed around). So everything is still speculation on whether it will be a Stand Alone or a Expansion/Stand Alone.
What may be a real mindbender is that at some point there will people who will see CoH as the expansion to their experience that originated in CoV.
