What does "Proc" mean? I keep seeing it used in the builds section and I can't figure it out

A "Proc" is an invention enhancement that gives a power a chance to inflict an additional secondary effect, such as the Sting of the Manticore set's Chance for Toxic damage enhancement.
Currently published Mission Architect arcs:
Arc ID# 70466: From the Abyss.
Arc ID# 403174: The Serpent's Revenge.
Arc ID# 534236: The Clockwork Angel.
And 'proc' is short for 'process.' A process would be extra damage, or a mez.
And so, 'proc' contextually means, "A chance for a special process/effect to go off."
