I don't even think healing is the major time problem for Emp. Past a certain point, you aren't going to be healing much at all. Fort causes many more problems for me. Once you have 4 people (or even 5 with enough global) in the fort rotation, you have to stop what you are doing every 20-30 seconds to drop a fort on them. Miss your timing and you get a cascading dead period going through your rotation order until you catch back up.
I'd give anything to have Fort work like SB (even if it did work on fewer people), as buffing everyone in order every 2 minutes and being done is easier than spacing it out every 25 seconds. -
If you're going with 4 slots and the perf shifter proc, you might as well go all 4 perf shifter and put in both End Mod/anything. It knocks you just below the red ED cap, but the 4th set bonus is 2.5% recovery, which more than makes up for the amount you lose. It's really close, so I'm guessing it wouldn't work for QR, but for stamina, 4 slotting perf shifter is slightly superior (I think only by 0.01/sec compared to 3 50 common IOs, but still...)

This would lead to the to speed boost or not to speed boost debate being extended to every buff it was applied to - and that's just an imagined debuff and not even a real, mechanical one.

My current main is Emp/DP, and I like it, but it does bring up another point you have to consider - animation time. Sets with quickly animating powers are better than those with longer powers for the simple reason that heals are reactive, so the longer the animations, the better chance you're stuck in one when you need to heal. (not to mention the re-draw, which would also hit /Arch)
That becomes less important as you go up in levels and heals get thrown around more infrequently, but it is something to consider. My Emp/DP has to more carefully assess and consider the situation before using some attacks than my Emp/Elec ever did. -

If booster powers are often strong, anybody who wants to maximize their power has to buy every pack that comes out, which adds up to a ton and sends us down the path of pay for performance. It can also make data mining of certain powersets weird if the power especially favors a particular type of set, as this booster does.
I know you are going for "def based builds", but it's just flat not true. For a positional defense build, the typed defense power is completely worthless (except for a little psy def), and once they cap, both defense powers are worthless. So, for all the speed TF running stuff that they are really data mining for to make changes, it's far more likely that the defense aspects of this power will have little to no effect. And since it's unreliable, no one will be able to alter their build to focus on something other than def with the assumption that it will always be there.
Add to that the fact that I have plenty of builds - ie all of them - that will benefit more from added end recovery or recharge speed. The power may be too strong, but it really isn't strongly biased towards any particular build or powerset. -
Yea, while I like +30 recharge slightly more, I would not complain about getting repeated Pain Tolerances.

A character built purely for utility can become cookie cutter. A character that's pure theme can be dull or even unplayable. Not all utility powers are necessary, so you can leave them out if there is a major problem. And themes are created by you, so they can be adapted by you as well. -

I shelved my MMs for this very reason. The "go back to last zone and dismiss" trick worked for a while, but eventually they got stuck when I zoned several times in a mission thread and I had to log off long enough to reset everything to get them back. Way too much of a hassle.

I can read it. And it doesn't contradict a thing I said. In fact, it agrees with the fact that fire/kins tend to not take sb. And no one has said SB isn't taken, only that the standard fire/kin player doesn't take it. You do realize not every character with kin is a fire/kin, don't you - hell, there are two whole other ATs that might occasionally take it.

He never said that fire/kins never take speed boost, only that speed boost is not the reason people make fire/kins. Fire/kins are as popular as they are because they are a good farming build, and SB is worthless for that. They may take the power for the occasions when they want to group, but it is not the reason for the popularity of that particular combo. -

good buff = 20 minutes
bad buff = 1 minute
It's not something you use in the middle of combat and have to keep up all the time. If it's not up, hit it at the end of a mission when people take a break to sell and it will be up through the next mission or 2. If you get the 1% monkey, then everyone laughs at and taunts as you hop around before the next mission.
If you die because of this power, there is no one to blame but yourself. -
If you're worried about losing a listing fee 2 months from now, consider it a "list at a more reasonable price" tax.

From Marvel or DC? Hmm... Spidey, Superman, Hulk, just about everyone who has ever had superstrength. The concept of Tank doesn't exist in comics, so every hero who punches things hard is basically a scrapper with super strength.

For controllery attacks (tesla, electric fence, shocking bolt), does the end drain/end drain over time still take effect if the mag isn't high enough to affect the target? Basically, would those serve to keep a harder target low, even if they couldn't control it?

Well, with all the negative comments, let me chime in as someone who loves the chance of turning into a Rikti monkey. The only weakness I see is the fact that you don't get the monkey attacks when you lose your own - if they did that, you could double the price and I'd still consider it a bargain. That would change it from being a novelty to being fun.

It's hard enough to make a power imbalance work in a tabletop roleplaying game where you can constantly adjust for the different characters - but to do it in an impersonal computer game where the enemies react indifferently to you, it's a very different story.
Just imagine that Superman/Green Arrow crossover where Superman's enemy spends the first three seconds of the comic punching GA's heart out the back of his chest and then spends the rest of the comic taunting superman with his new skull shaped sock puppet.
And while people might not read a comic because the hero is balanced, many will read superhero comics because the characters are badass. And video games don't have the luxury of making a sub-par hero appear badass. -

Did people on this board really not learn about comparisons in school? The big wide alligator mouth eats the bigger number and the little pointy fish mouth eats the smaller number - only the relative values matter. It's not that hard a concept to grasp. Getting a prostate exam is also more pleasant than getting a catheter inserted - doesn't mean I have to enjoy either.
I already place everything on the market for 1 and bid the highest I would be willing to pay. I don't see a way to minimize market time more than that, and it's already orders of magnitude more time that I would like to spend in the market.
