(14.96 sec vs. 4 seconds) Every other destiny doesn't have a "PvP" value for its buffs as its covered by DR, so the +Heal (or -heal resistance or however its worded) should be staying in tact I would think. At the very least it may still be a viable option to get around HD in the zones.
Now all we need next issue is an incarnate power that makes buffs/debuffs unresistable so Kin's can get rid of TS.

then suddenly, all destiny incarnates have a role in pvp (omg omg roles, oh no!) -
pretty sure i've never used a racial slur in the boards.
it's a quick auto-ban and it shows a lack of finesse in getting people angry.
pretty sure my most successful troll was the +30 page set of replies over asking ego if she was stupid for AB'ing me on a test league match.
it still took a year for the mods to get something concrete to ban me over after that one and many others. -

i love how concentrated strike from KM isn't bugged even though it has completely different pvp damage mods on a scrapper as compared to a tank, brute or stalker.
yet that doesn't get looked at all.
then this thing comes along, which is an effective buff for every single toon in the game (as long as the player is not mentally retarded), and it gets fixed almost instantly.
gg devs.
stop playing wow.
pvp in this game. and i don't mean join the chicken nuggets and insist on running line-ups worse than ours (FAP). -

only thing broken part was the long stun duration.
breaking hiber in zone was fun.
actual fun.
you guys really have a knack for not thinking past the "it's broken! fix it!" stage and into the "how does this affect the game?" stage. -

i'm with lib mostly.
you may cry about this incarnate all you like, D, but the fact is that it makes zone pvp a hell of a lot more fun / like it was before i13. i'll happily take the hiber-breaks over HD.
i'll go as far as to say that if you take incandescence, you don't need hiber/phase in zone. and i don't know if you remember correctly, but... the game was once like that. and it was better. oh yeah and:
OMG DOMS WITHOUT ICE MASTERY/MAKO?!?!?! THE HORROR!
that incarnate is as close to a pvp fix as we're going to get, and most of you idiots are far too concerned with your little hiber to notice that as long as it keeps working as it does (hopefully as intended), there's a bit more hope of this game. -

edit: i actually played my rad/storm from i13 to about i16 with a good amount of success in both zone and small teams. that was before cardiac. i gather that the build now is gonna be far more forgiving given that stamina is inherent and things like the -to-hit interface and rebirth add to your survivability. -
grav/ta is still alright, but right now there are better things to bring to a match if you want to disrupt (think along the lines of grav/poison, and the likes).
