Seems to me like they're going to come along with the release of GR, but they'll be available to anyone who pre-orders the game (I'm going to assume that purchasing the pre-order will flag your account as being able to use those powersets, which would otherwise be greyed out at character creation).

He has also brought PvP back to Warburg on Freedom, as I discovered this morning. It's good to know we have such upstanding members of the community who are willing to keep activity in the zones up!

I think it's just that WP is a solid set (it's not subject to luck nearly as much as Nin or SR might be), is cheaper to build than most secondaries, and doesn't need accolades to hit the HP cap, not that it's necessarily more survivable. Though I should note that unless I'm getting tagged by someone with a lot of tohit or many targets at once, I find using Shadow Meld on its own works wonders for getting back into hide (drops hit rolls from 80-95 to the 50s and 60s).

Elec Assault was really good before they rebalanced it in I15 (they basically sped up the recharge times on the tier 1/2 blasts and melee attacks, which had the effect of decreasing their damage, somewhat changing the feel of the set). It's still good, but it lacks the punch it used to have.

4 PvP zones per server, 11 US servers. 44 zones, and the best part is only one of them is busy at any given time, and one other is busy during peak hours (I'm talking, of course, about Freedom RV and SC, respectively).

SS/Shield would be good, but the current /Shield favorite is Elec/Shield (two teleport powers + AAO = win). SS/Shield's heavy on endurance (I've got one, I know a few others with them as well.
On an unrelated note, my SS/Fire just clocked in at 642k inf/min with two people on the team. I'm sure that could pass 700-750k if I cranked up the difficulty and my teammate was actually assisting me (i.e. a Kin) instead of just doorsitting. -
1. Snipe can be useful for both set bonuses and for tagging someone who's running away and thinks they're safe.
2. Cold is your best bet for a zone (and arena, these days) build.
3. Depends on your build goals: many people use 5 Adjusted Targeting (and a Rectified Reticule +perception IO in one of the two) for the +dam and +rech set bonuses.
4. Power Thrust, Build Up, Boost Range, Total Focus (be careful about using TF in zone though, as it'll make you a Stalker magnet). Argument could be made for Power Boost if you're Sonic, Rad, or Archery primary.
EDIT: How long have you been gone? If it's been since before I13, that's a whole new can of worms. -
Literally, count to five. Healing any more than once every 5 (or is it 8? I know it used to be 8 but maybe they changed it) seconds will cause heal decay to kick in.

It has been called Freedumb, Farmdumb, etc. If you want to be on a team that tends to have no tactics, only sees red, and acts like a bull-in-a-china shop while possibly ending up with a group of players that want to run the same mission ad naseum, then Freedom is the server for you. I highly discourage any new player from playing on this server unless you have come from WoW, etc.
