Don't worry about going for +recharge set bonuses if you're just building for support in RV. Heal Decay makes it worthless outside of arena IMO. Aim for 1500 HP, 41 KB protection, and 75% resists.

This is the build I use for Justice arena and RV (loljustice, but I have a Mind/Emp on Freedom and having another would be redundant). Only 1400 hp but for a zone build that should be fine.

and the pool powers . you can drop the fitness pool on a defender - especially an emp with ras and geas to manage your end ( and if you have the num and mir procs).

I'm not sure what you mean by count to five. Count to five figuratively, or literally? Also, which powers should I get instead of fitness that would help my support toon?
Literally, count to five. Healing any more than once every 5 (or is it 8? I know it used to be 8 but maybe they changed it) seconds will cause heal decay to kick in.

you can manage a stam less build easy with geas and build for +recov +end (plus the ras). I have had HE on me on my mind emp with no stam and not run out of end. (knowing there is a thermal on the other team and blues help).
Defenders are harder to hp cap and get a decent mix shoot for 1500 ish you can do that with few if any purples - you will need the kb ios though so it can get expensive.
I'm going to make this build as cheap as possible, my only objective is to support in rv. My question is this, is Psychic Mastery worth getting, if so, which powers would be most effective for ancillary power set on support toon like this one? Also should I try and slot for recharge on heals, range, or +heal or all three. I'm also not sure which travel powers I should have for an emp def....so many questions...
My emp/dark def is already 39 which is way I've decided to make it just support toon. I don't feel like taking the time to lvl up psy def, unless you think I really won't like emp in rv and sc...
