As far as slow-downs go... well. That's hard to answer given that my own internal network is a bit complex, and from a purely practical standpoint I can create situations that will bring network performance to a crawl.
That being said, I'm not exactly a normal user. I accept that.
So, let me give you the tech details on this question.
This particular router is a Class 802.11g router and offers a maximum wireless transfer speed of 54Mbps. The wired switch is a classified as 10-T/100-TX switch, which means it offers a transfer speed of 100Mbps.

Unless you are paying out megabucks, you probably won't have one of these ultra-high speed packages. It's more likely your internet connection speed will be between 12Mbps~18Mbps. This means that your wireless speed is going to be several times faster than your actual-internet speed, and your internal wired speed will be even faster.
Now... can you create a slow-down on the setup you've mentioned? Well, depends on who provides your internet.
From a purely numerical point of view, you can saturate your internet connection long before you can saturate what the router can handle. -

Given my experiences with Trendnet, Zonet, and Belkin I would not recommend their router products to anyone. Most of their routers start in terms of junk and rapidly descend into more vulgar terms. Dlink, as a brand, starts off with the obscenities.
You generally won't see Motorola or Arris routers unless you are buying a VOIP Cable modem or a modem / router combination. So I think these are probably moot for what you want.
My normal shortlist of routers you'd want to buy consists largely of Linksys and Netgears. If you were buying stock with no intent to mod go buy a Linksys.
That being said, for my own personal use, I had picked up the Rosewill I had mentioned earlier because of it's DD-WRT support. The default firmware that Rosewill ships with the router is, well, almost as bad as what Dlink packages in their routers.
The reason Rosewill ships a junk system is because they don't actually expect anybody to use the firmware included with the router. There's a reason the DD-WRT support is listed as part of the Router's title. It is, as of right now, the cheapest way to get a DD-WRT routing system.
As far as installing the router-firmware, the installation consisted pretty much of:- Plug router in.
- Plug ethernet cord into Port 1
- Plug ethernet cord into laptop network port
- start. run. cmd. ipconfig.
- input default gateway into browser address bar.
- Login with username and password specified in manual
- go to upgrade-firmware tab
- point to DD-WRT file.
- follow on-screen prompts.

Defenders' base value for Tactics is 12.5% ToHit.
Controller/Corruptor/VEAT base value is 10%.
HEATs get 9%, Dominator/Masermind get 7.5%, all other ATs get 7%. These are the archetypes where the final numbers start looking anemic.
At high levels Arachnos also shred to-hit amounts, and Nictus can shred as well. Now, I haven't actually run the numbers, this is just from playing experience. First, To-Hit buffs are Schedule B enhancement, which means an even con SO will deliver a 20% buff. If you cap this into ED you'll be pushing a 50%~60% boost.
On SO builds, even if you slam tactics into ED (on a tank) you'll only have about an 11% boost. This is actually a lot of to-hit. Only thing is, in my play experience, it does not replace slotting powers with an accuracy boost. There's also another reason I would not skip putting at least one acc boost in acc-check powers: most builds have no protection to to-hit debuffs.
This is one of the key differences between Focused Accuracy and Tactics. FA offers a high to-hit debuff resistance, which means that powers that lower your to-hit are much less effective. In high level play you'll encounter multiple enemies with accuracy / to-hit debuffs. Tactics lacks this protection.
That being said, on SO builds, there are very few powers that I'd invest more than one accuracy enhancement in to begin with. For the most part I wouldn't try to push the performance envelope of an avatar on SO's, so I wouldn't be looking to get into situations where I would need an extra to-hit or accuracy buff.
Against SO's, on it's own, Tactics won't change your base states enough to drastically change most of your personal slotting choices.
On IO builds most powers that have an acc-check also have IO sets that combine accuracy checks with recharges, endurance reductions, and effect boosts. Ergo, if you are slotting for sets you'll pick up some accuracy boosts anyways on most powers that have acc-checks.
Against IO's, on it's own, Tactic's again won't really change most set choices.
That being said, one of the problems with IO's is that you may not get the enhancements you actually want, or you may want to focus on a different aspect of a power. Say, you have a set like this:- Effect / Accuracy
- Effect / Recharge
- Effect / Recharge / Accuracy
- Effect / End
- End / Recharge
For these types of situations I like to use the term Edging.
Tactics, from my point of view, is an Edging tool. On it's own it's not a replacement for any particular slotting choice.
When coupled with the possible boosts from IO sets it enables me, on a situational basis, to round out a build for the effects I want to have.

I'd go for either Fire Aura / Fire Melee or Shield Defense / Fire Melee.
Fire Aura / Fire Melee will give you the greatest benefit of Fiery Embrace.
Shield Defense / Fire Melee will have a more consistent higher damage output while still maintaining decent AOE damage in the form of Fire Sword Circle, Combustion, and Shield Charge.
Now, if you are dead set on taking one of the two builds you mentioned, as of right now, Shield Defense / Super Strength will give you the better average protections and a slightly higher damage throughput as you won't be able to leverage Fiery Embrace. -

As you can see, the subject comes up often... almost too often.
Right now NCSoft has no plans to merge the servers for multiple reasons. Most of them I discuss at some point in those threads.
The quick shot is that right now we are only a few weeks away from a Major Expansion release. This expansion will be selling through the Christmas Season. NCSoft will need to wait for 3 to 4 months after the Holiday Season is over to accurately determine what the stable subscriber base is looking like in all markets. This means that any decisions to merge servers, focus on a new game, or whatever, will be made next year. -

On my Ill / Storm I have no fly enhancements on Hover and two crafted fly enhancements on Swift. Flight speed is around 17mph.
Group Fly: hard to say. I haven't ever taken one to 50. It's slower than normal fly though.
That would probably be a trial code. As far as I'm aware Intel never included the full-game with any of their product releases. ToHit is the direct answer to Defense, and thus is more important than Accuracy in determining whether or not you actually hit something.
However, because of the way the game engine works you'll always have a 5% chance to hit something and a 5% chance to miss no matter what your accuracy and to-hit numbers are. This means that there is a practical limit on how much to-hit and accuracy can help you hit something. -

Anyways, from what Castle said, it seems that the developers are open to de-signing the respec system so that you are not completely unslotted.
The idea, as I understand it, is that the developers are looking at a UI solution where you'll be able to change what levels you got powers, without having to go through the complete re-leveling process. For example, let's say you picked health at 16 on a regen scrapper, but you could have had Integration. The "new" respec system would allow you to specify taking Integration at 16 and Health at a later level, by drop and dragging, or clicking assigned level ranges.
Now, is this what is going to happen? I don't know.
I do know that there are no plans to increase the number of enhancements that can be unslotted and held at once. -

Why yes, I do talk about Tabula Rasa a lot. It's why the PvP in this game is a lower priority than a bondage themed mastermind summoning set with cat-girls.
I'll go over it again:
As Tabula Rasa entered late beta it was built similar to CoH with a focus on a play experience balanced against players working with each other to over-come the inherent inefficiencies of their classes. It was a game built to focus on large scale Player versus Mass Environment challenges.
As Tabula Rasa exited beta and into retail launch, Richard Garriott proceeded to leave Destination Games and head to Russia to begin his space flight training.
The people Richard Garriott left in charge of Destination Games were not familiar with the Lore of Tabula Rasa. They were not familiar with the design of Tabalu Rasa.
A vocal minority of the game began to demand a focus on PvP play for the game.
The developers in charge capitulated.
The. playerbase. Left.
The reality was this: there wasn't a player-base large enough to make the game profitable in a PvP-centered environment. NCSoft's net income was down 42%.. almost entirely because of Tabula Rasa. Lineage and City of Heroes saved NCSoft's collective rump. By the time Richard Garriott got back from space and was in quarantine, the damage was already done and the writing was already on the wall. The decision had already been made to sever ties to Tabula Rasa as quickly as possible.
Richard Garriott's unceremonious removal from NCSoft was merely a loose-end to tying up the abject failure of the game and inability of Destination Games to accurately judge their player-base and potential market.
The fall-out from Tabula Rasa is still affecting NCSoft's business practices to this day. NCSoft would much rather fund and develop games that are built from the ground up for PvP play, such as AION, then pay to have an existing PvE focused game commit to a PvP focused system. -

They do. AION is a huge money maker in Korea. As to whether or not it will affect City of Heroes... the effects of Tabula Rasa has already been felt in the development. NCSoft, at the very least, is skittish about allowing games to change their development focus. Case in point with City of Heroes, PvP content is a decided down-play. The Tabula Rasa debacle was largely caused by the development staff capitulating to a very vocal minority demanding PvP play. The result was a dissociative experience with players doing one game on the road to level 50, then doing a completely DIFFERENT game at level 50. Before Garriott even got off the ground and into space Tabula Rasa had already knocked NCSoft's income down 42%.
One of the big problems that Tabula Rasa faced was the saturation of the multi-player shooter market with games that cost nothing to play online: Call of Duty, Battlefield, Unreal Tournament, Quake, Prey, AvP, F.E.A.R., and so on. The only successful MMO shooter was Planetside, which was also wrecked largely due to developer incompetence in understand the lore and focus of the game.
Granted, CoH isn't a shooter, but it is an MMORPG... and again... the market is flooded with competitors that offer dedicated PvP focused experiences. Guild Wars, AION, Lineage, Dark age of Camelot, Ultima, and WarHammer just off the top of my head offer some of the most extensive competitive experiences.
Given that some of the best-reviewed PvP focused MMORPG's to make a commercial release are from NCSoft, it's not like one can claim that NCSoft does not know Player-versus-Player design. They do. They also understand the mechanics behind what draws a player-base.
For NCSoft, they "allowed" Destination Games to radically change the scope and direction of the game post launch, essentially pulling a SWG:NGE right as the game launched. They paid for that hard. Richard Garriott's dismissal, while rotten, was merely a loose end to be tied up. I still think that with the right help (me, for example), Tabula Rasa could have recovered.
From NCSoft's perspective then, even though CoH is now the odd-game-out in their stable of ongoing franchises, it does have a predicatable and sustainable player-base. As the publisher and owner, NCSoft isn't likely to allow the Paragon Studio Developers to mess too much with the base mechanics and focus of the game. Unfortunately, that means that PvP content, as paid to be developed by NCSoft, largely won't happen.
This doesn't mean that Castle or the other devs won't work on a PvP experience on their own time. It just means that when they are on the clock at the office, it's not going to be a priority. As it stands, that is pretty much the only direct fallout City of Heroes will experience from the Tabula Rasa debacle. -

They have looping modes and will render through OpenGL (same API as CoH uses).
Theoretically, they should run against your aging graphics card... I actually haven't tried it since I don't have any x1x00 series cards on hand. -
one of the reasons they are so cheap is that Nvidia PhysX is not AGEIA Physx.
Games that support Nvidia physx, such as Mirror's Edge, will only accelerate physics on Nvidia GPU's.
Games that support AGEAI Physx, such as City of Heroes, will not accelerate physics on Nvidia GPU's.
So, basically you bought two cards that only a literal handful of games from 5 and 6 years ago will actually use to process physics. -

As far as EVGA goes... well... when I bought my own GTS 250's, they were EVGA's. With BFG now gone from the market, EVGA and XFX are pretty much the only brands that are really "trustworthy" on the Nvidia side.
From ATi manufacturers... well... outside of Diamond Multimedia... none are really bad. That's also because they don't have to cut corners on production costs to make a profit on currently selling cards. That being said, very few are very good.
If it was my money on the line, I'd go for either Asus, XFX, or Sapphire.

Greetings Citizens of Paragon City. Tonight's breaking news is the city-wide rampage of one Golden Girl from Galaxy City. So far the Police have been quiet about exactly what caused the rampage breaking through 4 different War-Walls and causing complete and utter havoc through Perez Park, Atlas Park, Steel Canyon, and ultimately spilling into the bay of Independence Port.
Eye Witnesses Report that a Hero, known only as Primal, was seen making jokes about only one NPC Critter having animated hair, thus enraging Miss Golden Girl and driving her to cause the destruction.
Miss Golden Girl's finance, Mr. Yin of Faultline, has refused to comment so far on the incident. His daughter, Penelope Yin, has also refused to comment. In a possible bit of related news, reporters asking questions of Miss Penelope Yin have been found skipping around Atlas Park in Sun-dresses.
At this time no remains of the Hero Primal have been located. A memorial service for Primal is scheduled to be held in Talos Island, and relatives state they'll scatter some ashes in the Striga Island cemetery plot.
Elsewhere in Paragon City, the Giant Squid Lusca struck again, breaking into a cargo ship docked in Independence Port. The shipping company, Dewydro Papianio Onamorrismarina, reports that nothing of considerable value was lost as the ship's only cargo consisted of pallets of Pepto Bismol and Maalox. -

newegg doesn't sell a whole lot of it's own computers since most computer purchasers buy the parts and build it themselves.
If you want something pre-built, well, I'm probably not the person to ask... unless you want to commission me to build to something. -
If you were looking at a GTX 260 that would have been around $200 US.
For that price today you can get either a RadeonHD 5830 or a Geforce GTX 460.
