Thing is that its about 7 people that have said it to me and it was not exactly said towards to me , its either they have been talking about it in a team i was in or just talking in local chat.

There will probably be an uptick in the user population for Going Rogue, and again with I19 when the Incarnate system and the new endgame content are released, so it's unlikely this would be in the cards for the foreseeable future.

The devs have made no announcements about any merges or even the possibility of merges. Of course, that could all change next week for all I know, but for now, no planned merges.

As you can see, the subject comes up often... almost too often.
Right now NCSoft has no plans to merge the servers for multiple reasons. Most of them I discuss at some point in those threads.
The quick shot is that right now we are only a few weeks away from a Major Expansion release. This expansion will be selling through the Christmas Season. NCSoft will need to wait for 3 to 4 months after the Holiday Season is over to accurately determine what the stable subscriber base is looking like in all markets. This means that any decisions to merge servers, focus on a new game, or whatever, will be made next year.

Not heard anything myself, but as a guess the EU servers would most probably merge 1st, as you have most likely heard also the EU will not be recieving GR box shipped, thus we will have nothing on our shelves to advertise game to beef up our numbers, all we can hope for is old timers returning, and pray to god that DCUO isn't as good as it looks.
