    That's been suggested to me before, and I am aware that people used to do level 4 PvP quite a bit, but a long time ago. I'm certainly not opposed to it, but it would require a different level of coordination than what I can bring myself. So, if people are interested, let's toss some ideas around. One thing I was told was that Radiation Emission can be pretty OP at low levels with team-oriented play.

    Back-to-back MoG, maybe, but certainly not perma. The power you're thinking of is on something like a 15 minute cooldown.

    If your defense brings the enemy's to-hit value to lower than its base, DR will lower your defense. Having 21% chance to hit is the same as having a 29% to-hit debuff. The number is reduced to bring the to-hit value closer to its base value.


    The slotting of the defense power is DR'd. Then, slotting of the to-hit debuff is DR'd. Next, the slotting of the foe's to-hit buffs are DR'd. Lastly, all those values are totaled and that value is DR'd. So, if you give -20% to-hit, but they have +20% to-hit, the values cancel before DR, and the DR'd value is your defense. So, if you have 64.5% melee defense, it would be DR'd to about 40.5%. That value is then reduced by accuracy slotting and bonuses. How accuracy and elusivity work with DR... I don't really know. I imagine it is similar.

    Note that everything I'm saying is understanding I gained from trying very hard to understand the things Arcanaville has posted on the subject, so if I'm wrong, it's likely because I misunderstood her posts. I would suggest to anyone interested that you see the above link to her post on diminishing returns and also this one:

    Also note that this is an exceedingly complex system and the devs have made little to no effort to help their community understand it, so if anyone does not understand it, they really shouldn't feel left out. You are with the majority on that.

    DR works on totals. To-hit and defense are part of the same total.

    ITF Times

    That's about as good as it gets unless there is a better time from when Interface was applying on every tick of Rain powers. There was also a bug when people would randomly get ported into the last mish of the ITF, and some people took the liberty of running it, which net them a 5 minute complete or something. Aside from that, it's a damned fast time.
  12. Shadow Shard would be horrible for PvP. And to all of you saying PvP is dead, just because you don't like it doesn't mean its not there.

  14. Level 2 PvP will arrive on Freedom at 9:00 PM EDT (6:00 PDT) on Wednesday August 10th! We come with prizes of PvP recipes and Inf. Make a new alt, level up to 2, then hop into arena (Pocket D if you can make it). The first match of the night will be a Free For All. Following will be 4v4 matches, so bring some friends! If you do not have enough people for a 4 man team, you may offer to be placed on a team with others that do not have a team. If you would like to take part in 4v4s please try to show up early to give a count of how many teams will be there. Following 4v4s, we will close the night with a last FFA. Winners will receive PvP recipes or Inf as prizes. There will also be random Inf prizes for participation.

    General Rules:
    • Level 2 only.
    • Stalkers are banned.
    • Level up enhancements (from the Going Rogue pre-order) are banned.

    Match Settings:
    • No Travel Suppression
    • Max recovery
    • No Heal Decay
    • No Travel Powers
    • No Inspirations Allowed

    The later part of the power...+res to status effects. +damage, +Recharge rate increase and +perception seem to stack breifly.

    However since on of my mains is a faithful Empath who uses clear mind often, I have noticed the primary effect, Which is to "Free the ally" does not seem to work like clear mind.

    We were fighting Family Consierge with singularities. Im firing this off a lot. When it works it turns the hold and the imob into a slow (Which is normal) as with web grenades etc.

    What I am saying is that Im not able to bust the actual hold. My friends are still held even if I stack EM, and use it when they first get held. Soemthing is wrong here.


    I tested this on a second account before I made that post.. The target of the buff went from 0 Hold protection to 10 Hold protection. I don't see how that is not working as it should.

    I also tested this in RWZ with another pain corr.. EM does free you from holds and stuns.
  17. I thought fiteklub means 2 people fight each other until one dies. Correct me if I'm wrong, but a ranged toon can fight to the death too.
  18. Maybe you're thinking about PvP.... EM does in fact give hold protection in PvE.

    Eh. PvP is pretty damn far down on the priority list. I'm not holding my breath for it being treated properly and balanced.
