For me, I guess it boils down to a sense of purpose. An all-white outfit might not be as "exciting" as a bunch of colors, but, for better or worse, it's focused. The designer has a point he's trying to make (which might be inappropriate for the character's concept, but that's another issue).
Making your blue with orange stripes just because they're complimentary colors is, well, pointless.
Superman wears bright colors because he's a symbol, originally of America, but also just a symbol of clarity, honesty, and responsibility. His colors reflect that purpose.
Batman is a creature of the night. He wears dark colors not because of Wayne's attitude's and personality, but because dressing in black or dark colors is tactically beneficial.
Spider-Man originally started out as an entertainer, so his costume is a little frivolous. When they introduced the black costume back in the 80s, a lot of people liked it simply because it made more sense than his red & blue one (which was red & black, originally, but then the 60s happened to it). It didn't make perfect sense, because of the big white spider, but it was better.
When I design a character in CoX, I try to think about the practical use of his costume. Why is he running around in blue spandex? Who in their right mind would do that? Why the hell does Superman wear red underpants over a blue leotard. Were I deconstructing the character, I'd take the hint suggested by the first movie and have his costume be derived from some kind of Kryptonian fashion or uniform.
Why does your character want to dress the way he dresses? To grab attention? Okay, but why does he want to grab attention?
If you woke up tomorrow with super powers, would you suddenly start wearing green and red spandex? Maybe your powers can only be contained by your outfit, a la Positron. So then your outfit should at least suggest that it's some kind of containment system. Maybe some cooling pipes, or vents, or reinforcement, or something.
When I see a CoX character all in white, regardless if it's traditional or "pretty," I think that that character is well-integrated. The player obviously has a concept in mind that is supported by the all-white costume (I could be wrong, the player could have just done it arbitrarily, but that's my first impression).
When I see a CoX character in red/blue/yellow primaries and a very standard "superhero" underpants-on-the-outside style costume, I think the player has no real idea what he's doing and only did that because that's what superheroes are "supposed" to look like. -

I almost never pick a primary/secondary mix. I usually go with a strong central color and then use shades of that color as accents.

Ravenstorm! That was the guy I kept getting the "illegal target" error on. I actually mentioned it during the fight and he backed off and went after someone else. I guess heroes like a fair fight. -
We know Jack was States, but who was who else?
I bumped into War Witch right away (for me, not right away for her, I'm sure). She came at me like a rocket and took me down quickly. I couldn't even hit her (aren't our to-hit calculations supposed to equalize in PvP?).
Like many, I charged Positron over and over, only to be sent to the infirmary over and over. I seemed to be able to hit him better, not that I did any damage.
Along with a few others, I found myself getting an "invalid target" error when trying to attack some of the heroes. Was that an artifact of lag?
Oh, and Statesman hax! He has Fly but not AS or Hover! I'm tellin'! -
Couple things about the Spider-Man analogy.
First, Spidey in the movies is different from Spidey in the comics. Comic-Spidey doesn't get nicked nearly as often as movie-Spidey. They do this in the movie so they have an excuse to lose his mask and let the audience see Tobey McGuire.
Comic-Spidey is nigh-untouchable. Granted, this may be too much to base an RPG class on, but that's what he is. Maybe Spider-Man isn't the best example of SR to work with. Kinda like using Superman for an Invul example (when CoH Invul is more like Power Man or The Thing).
Second, if +RES is supposed to represent a SR hero reducing the severity of the blow, then it should be on all the time to some degree. The powerset should be rebalanced so that the +RES is more important in the set, rather than being this last-ditch (and virtually pointless) boost you get when you're about to die.
The problem with it activating at 40% and 20% of your health is that, especially at 20%, you're in one-shot city. A small boost in RES there won't help, and a large boost will seem... odd. Unless they mean it scales and hits its max when you're at 20%.
Still not happy with the idea. Seems to somehow neuter the SR concept (SR was too powerful, so we made you more like Invul). -

Howabout instead of a resistance boost, we get more defense? I mean, so that at the boost's maximum, our defense has been boosted to pre-ED levels? It would feel more "right" somehow.
Just a thought.
EDIT: Or, alternately (and more appropriately?), instead of a def boost, a global recharge boost? So as we get whacked more we get more desperate and start hitting faster?
There was a great old Spider-Man comic from the 80s where he was being chased by Firelord. Firelord just kept pushing and pushing, Terminator-like, and Spidey finally wigged out, and we were treated to a great panel with all these ghosty Spider-Mans as he went apesh... er, nutzo on poor ol' FL. It was very satisfying to read, and really showed how powerful the character could be when pressed. -

It's not that I thought the older one was better. The new one is very well-written and well-drawn, but it's kinda generic. Standard modern Image art, standard modern Image character development, standard modern Image plot structure.
If I wanted that, I'd buy Image comics... -
I agree, too. The new one's well-made, but it now looks like 99% of all the other Image crap out there that I've been not reading for the past 15 years.
The old one had a hokey charm. A uniqueness. It wasn't quality, but I'll miss it... -

This observation underlines a fundamental difference between literature and games. In literature, a quality character has weaknesses to offset his strengths. In games, it's just strengths.
Games that don't try to have one leg in the world of literature don't run into these kinds of problems.
