What I did that solved mine was simply flushing the DNS cache.

While I wasn't getting any red bips (or they were going by too fast to see?), I was getting this on all servers.
It is working now, and all I did was flush my DNS (ipconfig -flushdns), and it downloaded a small update and started working fine. I didn't do anything else on this thread.

I just logged into Freedom, no problem.

I'd just enjoy the ability to save a costume to disk from the costume creator and then load the costume from disk later.

That is another benefit I hadn't thought of before.
I truly believe it would help the inherent out if the effect was displayed like criticals and scourge (help make it more fun that is). It would also be nice if the combat logs recorded the extra damage defiance did seperately.

I think this is a wonderful idea - right now, I treat Defiance as a power which I frequently forget about (probably gladly.) For my normal play style, which is to do my best to not get damaged, it isn't something that makes a lot of sense. -

I have little to say other than "Woo Hoo!". Seriously, I was wondering why (on some of those powers.) Looking at the list, it seems I seem to design characters which repeatably hit powers that had this problem. Sigh. -

I've been respecing my ice/ice blaster this month (decided to do something else with ED and came back to him now.) The build I had was pretty close to what you had listed here (some minor differences, but pretty much same strategy.)
I've decided to slot the bolts with 2 ACC, 3 Damage, and on BIB one range. The two holds, the same, but with Hold enh instead of damage.
Three recharges on both Blizzard and Ice Storm. I'm trying Slow enhs on Ice Storm, though I may try a 2/2/2 mix with damage/slow/enh. I may even experiment with an ACC on there on the Test server, though it's going to be tough to determine the difference.
Hasten and Stamina back to 3 slots - though I may re-add another slot to each in the 40's (or maybe not.) I had left Hasten on auto, but will probably learn to fire it when needed again.
Overall, it is different play, but still fun for me. -

If we had a bit more room for text than what we've got, it would probably be more helpful. As it is, each time I enter a bug, I spent a bit trimming the info down as much as I can to get it to fit in the field. -
