I agree wholeheartedly with cleaning out the "dead" arcs and with revamping the rating system. Both of these however are not required to adjust HoF. As far as I can tell fixing HoF would be as simple as removing one zero from the number required. I feel this could easily and quickly be implemented.

The current Hall of Fame requirements are ridiculously out of proportion considering the current level of plays AE arcs are receiving since I15 was released. The current HoF requirements are 1000 or more plays with a 5 star rating.
Some data:
There are 7 HoF arcs. All were published between 4/8/09 and 4/19/09. AE was released on 4/8/09.
Currently there are only 10 out of 67,901 arcs with over 100 plays that have maintained a 5 star rating. Of those, 6 were published during 4/09, 2 in 6/09, 1 in 11/09 and 1 in 2/10. So 8 of 10 were published pre-I15 (June 30 2009).
The arc closest to reaching HoF status was published within the first week of AE's release and currently has 903 plays. It has been averaging 10 plays a month over the last six months. This means we can expect it to reach HoF in about ten months.* The second closest is a year away and the third is 3.74 years away.
In contrast the arc published post I-15 that is closest to reaching HoF currently has 239 plays. At an average of ten plays a month it will reach HoF in about 6.34 years
In summary, it appears that any arc not published before I15 has no real chance of achieving Hall of Fame status and even those published before will take a long time getting there. Seeing that this is the only way other than receiving a Developer's Choice that a player is granted another free arc slot, I feel it needs to be adjusted to a more realistic and achievable goal. My suggestion is this:
100 plays 5 star average = Hall of Fame

I ran your arc on my level 47 scrapper. I can tell you worked very hard on your mission. You did many things right, but as a first timer also made beginning mistakes. No worries, we have all made them and they are definitively fixable. Feedback follows:
- Add some color to the mission briefing text
- Instead of "Accept" change it to something more fitting of the mission
- Set your level range. You now have 1-54. I would set the minimum to 25-30
- Witches should have a witch hat rather than a stocking cap
- Many of your characters (that look great and have nice bios) are overpowered. You should be careful about giving out build up, aim and the tier 9 powers at the very least especially to minions and Lts.
- 3 EBs guarding one person is way too tough
- People tend to hate chain objectives when they are overused or if they seem pointless
- Your helper characters are too strong. Once I freed Stuperman he one shotted most baddies before I even got near them.
I also just want to mention some things I really liked. The bios and overall look of the customs were great. Having clues tied to several objectives was a nice touch. The dialog was good and I thought the information about the contact was great.

In my opinion anyone non-exploit farming in AE or anywhere has too much time on their hands since they are not being efficient in generating income. I spend less than 5 minutes a day setting up bids and listing items on the markets. This generates on average 100-200 million a week. If I really cared and played more I could easily increase this number. No need to farm anything.
I only see two arcs you have written, both were done well over a year ago and in total there is 4 missions between your two arcs. In contrast, I spent close to 80 hours alone on creating/testing/updating/improving my last arc alone. I find it hard to take seriously someone that has so little experience/time with the AE system.

By selecting the powers of your customs you can get them up to 100% exp. I would go with story first, but work to get the exp as high as you can.
The customs in all of my arcs give 90% or better exp to that of standard foes. If someone won't play an arc because they are getting 5-10% of exp less than a non-AE arc then what can you do?

Also, I have had arcs creamed by bugs that sometimes pop up with patches or new issues. I found out that the customs that were key to my final mission had been broken by the patch that came out that day. I fixed it quickly, but that one incident erased at least 20 5 star ratings the arc had gotten before the patch.
We all know what the problems are, but without Dev support we are just shouting at the wind.

It definitively feels like it's on life support and I keep hoping for some word from the devs since MA is the addition to the game that stopped me from leaving when I reached near burnout. It is a wonderful and fun creative outlet.
I personally have been out of arc slots for many months. There have been no DC's since March and no Non-contest DCs since near the beginning of the year. Add to that the fact that Hall of Fame (the only non-DC way to get beyond 8 arc slots) is broken too and you have people like myself being locked out of MA authorship.

Back when I still had available arc slots to create new arcs it was when an idea would strike me that felt right. Depending on the idea, I might work through until I had it done over the course of a few days to a week or I might start it, get stuck and set it aside. My most successful arc was one that ideas came slowly over the course of two months before getting it releasable.
In total each of my last two arcs I have ultimately invested around 60-80 hours a piece. I would say at least 15 of those hours were post publication changing stuff due to feedback or correcting problems that have come with some game patches. I guess, considering the crazy amount of time spent you have to make them you should do it because you enjoy it.

Monthly update time again.
As of September 1st we now have the following breakdown of arcs with 100 or more plays and that are still rated at 5 stars.
Arcs Published Pre-15 - 7 (6 of these were published in April 09)
Arcs Published Post I-15 - 4
Total Number of arcs out of 67,340 arcs - 11
Put another way: .0001633% of the arcs in the system have more than 100 plays while still maintaining a 5 star rating.
If .0001633% doesn't equal the best of the best as selected by the players, what does? Remember this number includes 7 arcs that all had the benefit of of being published in the crazy early days of MA. To give everyone an idea of just how much of how insane of an advantage that is, there is an arc rated TWO STARS with 199 Plays from that same time period! If you don't include those 7 arcs that leaves a measly 4 arcs out of 67,340 arcs or .0000594% of the arcs in the system.

Now, 20 Billion in prizes, that's worth it imo so I used my last arc slot and spent about 20 hours writing/testing the arc for the contest. I really don't feel that considering everything people put into their contest arcs it was asking too much to at the very least tell people the contest was not going to happen or better yet, award the prize money in some way to the people that invested their time in the contest.
My plans for my contest arc is to move it to my husband's account as is since he has an open slot he has no plans of using and then rework the arc on my account so it's a "normal" soloable arc.
