I haven't heard bad things about Invuln since they buffed it a while ago. Even before then, even if it was arguably the worst Scrapper secondary, it was merely so-so, not bad. The buff wasn't huge, but it didn't need a huge buff. It's now a very good secondary.
Your endurance problems are likely because Fire is so very efficient at putting out the damage, and there's a relationship between damage caused and endurance burned. That said, I believe Fire gets a discount in that department since its secondary effect is even more damage. Your other big problem is that you are pre-Stamina. Almost everyone is sucking wind pre-Stamina.
Don't worry. The teens in particular suck for most Scrappers I've played. You're almost done with the worst of it. It'll keep getting better as you level up. You'll be fine. -

ps: i know they are "optional", but most of us want to do the best we can as fast as we can, while SOs work "just fine" why would anyone cut their own throat and gimp themselves unless the game wasnt hard enough for them anymore.... -

It took me three months to finish my most recent build. Technically, I'm still missing two IOs, but they have very little impact on my performance. But that's NOT the marketeers fault. I'm buying from other players, and nobody OWES me a quick sale at a cheap price. I'm lowballing and bid creeping. That means I'm in the back of the line behind people willing to pay more. Duh.

(Edit: Well, I probably could blame the ebil marketeers. Much of the marketeering brings up the low end price while lowering the high end price. If I'm lowballing, that's bad for me, because many marketeers are willing to pay more than me. But if I'm trying to get something fast at a reasonable price, the ebil marketeers are my friend. When prices spike, they'll rush in with supply. That makes them some nice influence, and I don't have to wait as long as otherwise for the spike to go away. Win win.) -
I accidentally crashed a price a week or so ago when I missed a zero putting something up for sale. It immediately went for less than half of the going rate, and I was cursing myself for losing so much money on it. Then the next couple sold for that low price as well, so I put in a few lowball bids of my own. Got three of them for significantly less than what recipes were going for and flipped them once everything corrected. It wasn't intentional market manipulation, but it was amusing to me that I profited from my mistake.
Alas, I'm too afraid of forgetting my price points, or that the market will have shifted in the past few days (I haven't hit the market for a few days). I'm waiting this out like the wimp that I am. -

This may sound flippant, but to get the most effective usage of it, slot it in an another character or sell it. The Regeneration secondary doesn't get much benefit out of additional regeneration. It's already swimming in regen and healing. What Regeneration needs is damage mitigation (resistance, defense, active things like knockdown). By the same token, what builds with lots of damage mitigation need is more regeneration and healing. So if you have an alt with lots of damage mitigation, I'd probably put it there.
To answer the question as I assume you intended it, slot it in the passive or toggle with the highest health enhancement. The Regenerative Tissue unique is one of several unusual IOs that are actually enhanced by the enhancement in the power. The passive or toggle with the highest health enhancement SHOULD be Integration. If it isn't, then you need to put more health enhancers in Integration. On the other hand, if you plan on using just SOs or common IOs for your career, there's a good chance you have three each in Fast Healing and Integration and do or will have three in Health. In that case, I'd probably stick it in Fast Healing, but it wouldn't really matter. -

What's the experiment? Looks like what you'd want out of a DM/Invuln - soft capped Smashing/Lethal with one target, FCEN with more (6 targets here). Really good Smashing/Lethal resistance, passible FCEN. Perma Dull Pain for capped hit points. Just enough recharge to run the top chain, healing from Siphon Life dwarfs regeneration, so regeneration is left "low". Reasonable to-hit from multiple sources. Needing to slot Confront as a set mule makes me sad, but maybe tanking with a scrapper is part of the experiment. Endurance looks like it would be OK on first glance.
Should shine against smashing/lethal targets that can put out fantastic burst damage, such as a team of AVs. Expecting a team of AVs to try to take you down?
(Edit: Grrrr, now I want me one of THESE too. You're not helping my altitis! My doctor says I need to stay away from you!)
(Edit: If you're going to blow the bank anyway, the +3% resistance unique would be a big boost against smashing/lethal enemies.) -
This probably isn't news, but With Nemesis, I target the bosses first, finish off any minions, toss out a few single target attacks to even out the lieutenants hit points at a low level, then Build Up, The Lotus Drops, and if any lieutenants are still standing, try to clean them up before Build Up wears off. Quite effective, at least with I think +2x8. Can't remember for sure what level(s) I've run them at. But that's Kismet (+6%) Tactics (+11%) and Build Up (+25%) for +42% total to-hit, plus very likely some defense debuffs. I'll have to crank it up to +4x8 and see how much worse it gets. I'm guessing I'd just have to run if any lieutenants are left alive, come back, and do it again.

It turns out I needn't have feared. I beat the double RWZ challenge on my second attempt. I feel better now. Video uploading. It's not a solo, no-inspiration MoSTF, but I'll take what I can get.

Yeah, you won't be doing Smite -> Midnight Grasp -> Smite -> Siphon Life, as it requires +235% recharge in Midnight Grasp. You also won't be doing what I consider the next best thing, which is Smite -> Shadow Punch -> Midnight Grasp -> Smite -> Shadow Punch -> Siphon Life, as that still requires +128% recharge in Midnight Grasp. Still, with Quickness, and maybe settling for a couple level 50 recharges in the slowest power, you can shoot for something with around +103% recharge.
How about picking up Shadow Maul instead of Shadow Punch, and chaining Smite -> Midnight Grasp -> Siphon Life -> Smite -> Shadow Maul? +93% recharge in Midnight Grasp, +82% in Smite, +27% in Siphon Life, and +19% in Shadow Maul. You're giving up about 13% DPS, but you should be hitting multiple targets with Shadow Maul, so it might work out about even in practice.
Might be something better.
There is probably someting better to do with slots than putting two endurance reducers in what are fairly cheap toggles like Focused Fighting and the like. One seems like plenty. I'd take a couple of those slots and throw them in Tough for better smashing/lethal resistance. Since you're in Leadership anyway, I'd probably grab Tactics instead of Focused Accuracy. It'll burn less endurance, still probably be plenty most of the time, and will benefit the whole team.
You'll get significantly enhanced performance for not much more influence if you take the time to frankenslot your attacks. Pick up cheapo multi-aspect set IOs in maybe the 35 to 45 range, but don't worry about trying to make a set out of them. Just pick and choose whatever is available for cheap and that will add up to decent accuracy, high damage, enough recharge to run whatever chain you choose, and as much endurance reduction as you can pack in. First priority on Siphon Life is usually to slot it as an attack, but frankenslotting may allow you to get a little more out of the heal for better survivability.
I definitely wouldn't leave a gap in Practiced Brawler (build 2). You don't have to get nailed in those three seconds to have a problem. You can still be suffering from effects, and as soon as it drops, so do you. There are also a lot of recharge debuffs out there that can stretch those three seconds into enough more to be a serious issue.
Some people love Touch of Fear, but I'd rather take an attack that does damage, or some other useful power. I'm not specifically recommending Energy Torrent, but just as an example, I'm guessing that a cone knockdown would be better mitigation than a single-target fear in most situations, plus it does a little damage. Or maybe Physical Perfection and Conserve Power won't be enough to handle your endurance needs, and you'll want Dark Consumption. The good news is that fiddling around is pretty cheap with a common IO build, so there's not as much need to get it right the first time as there is with some set IO builds.
Oh! Soul Drain! That's what you want. Yeah, it's not AS good without any good recharge in the build, but it's still a really nice buff when you really need a spawn to be dead dead dead. -
Does it say something for how high the bar has gotten these days that I took my first stab at a double RWZ challenge this morning with Alexei, failed, couldn't find another two groups of 54s, and am now depressed about all the effort I put into a toon that sucks so bad that he can't even do a double RWZ challenge on the first try?
But seriously, solo MoITF with RWZ challenge rules? That sounds like the land of make believe. Now I REALLY think Alexei sucks. Grats, mang! -

Even if they aren't resistant to fear, I suspect Oppressive Gloom would be slightly better. It ticks every two seconds instead of every five, so there's a better chance of it preventing some of the alpha debuffs, and of course it's more likely to stay up, other than when they wander out of range. But I hate the wandering, partially because if I target a minion in a big crowd, they can easily wander out of range, leaving me stranded looking for another target while my nice Divine Avalanche stack drops.
So yeah, I don't think either would be very effective.
Oh, believe me, I'm not saying any of this took me by surprise. But I'm an empirical evidence kind of guy. Testing to failure and all that. -

OK, I figured why not dive right in, so I cranked it up to +4x8 with bosses and took a timed mission.
Went to a contact to buy a bunch of purples and yellows. Not all purples and yellows, but maybe half of my inspirations, which is more purples and yellows than I normally carry. Took a medium purple and spawn dove the first group. Got the Surgeon and several others before cascading defense failure, then ran ran ran. I managed to get away. Went back, got a couple more, cascading defense failure, ran. Went back and managed to take out the rest of the group. Tried pulling on the second group, but pulled the entire group. Again, hit and run between cascading defense failures, and managed to take out the group. Went back to spawn diving, and hit and ran the third group into submission. But after three groups, I was pretty much out of purples and yellows. Spawn dove my fourth group raw, and strangely managed to last for a bit before cascading defense failure. I think I took out a couple. Ran.
Oh, and when cascading defense failure happens here, it happens FAST. You're at full health and over 45% defense, then you see the red negative base defense of that first debuff, and then another hits, and in a second or two you register that it's starting to go south, by then, you're at half health and all of your positional defenses are red, and you're running like mad. You're still taking damage, though. Burn a precious green or chance it? You're almost to that corner. Decide quickly!
Back to the fourth spawn, no purples or yellows. I managed to take out a minion, and then a wandering group plowed into me, and I ran immediately rather than wait to see what happens when you have a double spawn of +4x8 Cimerorans. Even running immediately, I think I was below half health before I got away. I really wanted to finish that spawn, because they were standing on top of a glowie. Snuck past the wanderers (thank you Cloak of Darkness, and though probably not needed, Celerity +stealth). There were no minions left, so I targeted a lieutenant, figuring I'd just try to take him out and run. Almost immediate cascading defense failure, but I got a case of scrapperlock "I'm taking you with me!" and didn't run. I... uh... didn't take him with me. So that was my first death. Ran back from the hospital, snuck past the wanderers, targeted the same lieutenant (now almost dead) and charged in. Managed to take out the remaining lieutenants and was making good progress on a boss when the wanderers showed up again to spoil the party. I ran before they saw me, but they certainly saw me as I ran by, Death Shroud blazing. They gave chase. I lost them, snuck past them yet again, and found that they'd left their Surgeon busily healing the boss I'd almost taken out, who was now almost healed. Went back in, took out the Surgeon and then the two bosses. Clear! Clicked on the glowie. One down, three to go. Ugh.
Well, there wasn't enough time left to do it the hard way, so I went ninja and slealthed the remaining glowies, none of the rest of which were solidly in the middle of a group. One was no problem. The other two got javelins flying my way while I waited for the timer, but in each case, my soft-capped ranged defense let me get the glowie, and then I just ran.
Mission complete. But now that the time pressure was off, I wanted to see if I could clear it. Uh, that would be NO. In the very next group I got cascading defense failure, had trouble disengaging due to the tight quarters, and died while I was running. Since the mission was complete, no going back in to finish the job.
CONCLUSION: PAINFUL BUT POSSIBLE. Buy a lot of purples and yellows and a handful of greens. The greens are only to keep you alive when you run. While I didn't try it, Dark Regeneration will probably get you killed. If you're taking enough damage for it to be worthwhile, you're going to be dead in a few seconds anyway unless you run NOW. Stealth the mission objectives, probably leaving a last safe glowie for when the timer runs out, allowing you to return to the mission from the hospital, or from an inspiration run.
Me, I've seen enough. Alexei won't be running Cimeroran missions on +4x8. -
Heh. I try to avoid set mules as much as possible. They're a useful tool, and I do use them, but at the same time, they always feel like failure to me. I should be getting primary benefit (a useful and enhanced power) as well as a secondary benefit (set bonuses) out of everything. (Except for Boxing. *bleh*) Obliterations are good, but I play so many swords that melee defense isn't usually what I'm short on, and 5% recharge bonuses are usually easy to get.

I'm with Umbral - both are good to take while leveling, then keep at least one later if possible. My preference is Whirling Sword since I don't exemplar. To me, about the only excuse for dropping them both is if you're going to be a single-target or AV specialist, and really need that extra power pick and slots for something important to support that primary role.

It's hardly a comprehensive test, but I ran a single mission against Cimerorans last night at +2x4 (reminder for people skimming: on a soft-capped Katana/Dark). I was careful to attack Surgeons first and get my defense up with Divine Avalanche ASAP, and spammed it if my defense started dropping. I was also doing my normal inspiration use, which is to say keeping a few slots free and using what dropped as it dropped, and only dipping briefly into the rest where required before replenishing it. I was not otherwise careful, and gleefully chased runners into the next group.
I had only one case of cascading defense failure. It was the only spawn in which I had to use Dark Regeneration. By the time they had me back down after that, everything was dead or running, so they weren't able to capitalize on my -50% defense for long. I can see how their own defense might be a problem if I crank up the level, and how cranking up the numbers will make cascading defense failure much more common. That's something I plan to try today to see how bad it can get. -
People might be surprised how often I skip Hasten. It's not that it isn't a great power, but that there are only so many power pools I can take, and I don't mind middle of the road attack chains while leveling. I wouldn't want to see Hasten nerfed, because I think the Speed pool is reasonably well balanced with the other power pools, being somewhere in the middle of the pack. Plus I like the idea that it CAN be made permanent for an insane investment, since I like having full time buffs rather than part time buffs.
As for buffing Quickness, OK, I'll buy the argument. Or at least I won't complain about a Quickness buff. Since Super Reflexes itself doesn't really benefit from additional recharge, it will probably only have a minor affect on just some builds. As long as it isn't a huge buff, I'm not thinking of big balance concerns.
