Nope. Not true. I just had to bug it 2 days ago. Didn't work in RWZ unless it was on a smooth surface. It had to be non-tiled. Not rubble. Not soil. I tested it for over an hour and then bugged it. It did work every time in missions though.

You're confusing the issue at hand with a completely seperate one. Oil Slick Arrow not lighting when the slick is attacked is a known issue; one that's 10 issues old.
The bug being mentioned in this thread has to do with the Mission Architect, where using Oil Slick Arrow in a MA mission will summon the Oil Slick target as an ally, making it impossible to light because you can't attack allies.
Also, the theory that it will only light on flat surfaces is very much false. I've spent forever testing just about every other issue since Trick Arrows was released, and while I still don't know why it won't always light (though, I believe it might be an unavoidable server timing issue), I do know the surface it's on has nothing to do with it. -
I believe Terrify did use to cause -tohit, like all fears did back when they made enemies run around with their arms flailing.
When fear mechanics changed to the version we have now, the tohit debuff was removed from all but the dark powersets' fears (and spectral terror, possibly because it was missed).
I wouldn't put any procs in it, myself, because if they ever remove the ability to slot them (which is far more likely after all this time than readding a tohit debuff), they may no longer function or they could end up deleted. -
Vega is my favorite character in the SF games, and he would have been my first choice, but he just didn't fit with any of my 45+ heroes. Unless I pretended Brightside is a dude.

They're autohit, actually. As long as:
The caster makes their tohit check (which is autohit in the case of summons)
AND
The proc makes it's own percent chance roll
Then the proc will be always hit.
The patch note I referenced before seems to have been removed from whichever patch it was in, so I guess it wasn't really fixed. Or maybe I imagined it.
Bah.
Anyway, it looks like a couple of the Purple set procs are missing the flag to not affect their casters. >_> -
This is not a bug with Lightning Storm; the ability for the damage procs (as well as mezzing and debuffing procs) to affect the caster when slotted in a 'summon' is caused by a missing flag on the procs themselves.
Last time I checked, the Apocalypse proc was the only one still missing that flag, I think.
A patch note saying it was fixed was in one of the Issue 15 patches. Whether or not it was though, I don't know. -

Adding on to this, it's also missing either the flag that makes the +Resist unenhanceable OR the whole power ignore buffs.
Because it doesn't have one of these, +Damage buffs (that include Toxic damage, so PBU doesn't work) buff the amount of +Res(Toxic) it gives.
Just tested in-game. -

Well, I want to join, but I can't think of anyone to make Trickshooter in to.
So for now, I'll put up Psydekick (kin/psy) as Cammy or Ingrid. I'll decide for sure after I see what I can do. -

The second shot is a Fire/Fire Dominator using Blaze, not a Fire/Thermal Controller. -

It was just one of the very few features added to the game in Issue 6 for anyone that didn't buy CoV. -
I've been under the impression that Going Rogue is not going to be an issue at all, it will be an expansion.
And if that's the case, it could come out at the sametime as Issue 16.
After all, City of Villains coincided with Issue 6. I know some people say that CoV was Issue 6, but it wasn't. Being here for Issue 6 did not give access to CoV, CoV gave access to CoV. Issue 6 gave access to... ED and PvP zones. >_> -

Cold is not really rare, it's just as common as the other Defender Primary sets... that aren't Rad or Kin. >_>
