Is Fly fast enough for a PvP Scrapper? If your not interested in PvP its not an issue, but if you are its something to think about.

Oh, and I don't know the answer myself, be interested to know

Well then you've slotted it fairly badly. CoF is a huge end hog and gets better if your debuffing accuracy, because it makes you much more survivable seeing as your resists are so gosh darn poor. The Acc Debuffs from Katana will go nicely alongside it.

Be warned: we already have a team of five, so don't expect to be able to team with us much, if at all.

Thats awful /DA slotting, sorry. All your resist based shields should be 3/2 with Resists/End. Don't bother slotting Cloak of Darkness with anything other than 1 End. Your going to need End reducers in CoF, if I remember I rightly I go 1 End, 2 Acc, 2 Fear and 1 Acc Debuff. Get Acrobatics. Get Tough. Get Stamina. Consider adding End Reducers to all of your attacks, the Endurance costs of your secondary are really that bad. Avoid toggle droppers like the plague.

I'll always love Dark Armor, no matter how gimpy it may be.

Don't bother with Shadow Punch, its awful. With Laser Beam Eyes, Smite, Shadow Maul and Midnight Grasp you will have a more than adequate attack chain.

Oh, and I'm not overly familiar with SR. Does Practiced Brawler give Knockback protection?

An empath remember is not a healer. Is a dual faced set with a natural progression of healer with the necessity of a switch at level 25 to a buffer. The empathy set is the only set that is so dual faced with no clear focus across all levels. As the levels increase there is a natural need for shifting the focus of the Empathy set by changing slotting and powers focus. Thats what makes empathy set so much more diverse.

Don't bother with Power Pool Defence. If you really must get extra damage mitigation, get Tough.

I'd always take Stamina on a Regen Scrapper because it gives you the ability to go on and on for ages, even when running a number of additional Power Pool toggles. I currently only really have isues when I run Super Speed in missions on top of Tactics, Assault and Integration and thats facing Arachnos, who who have a lot of Lethal resists. The two will also provide you a very small amount of mitigation towards End Drain powers.
