Edit: Windows 7 Professional 64 bit, 12 gigabytes of RAM, ATi Radeon HD 5850 video card. Ambient Occlusion, Bloom, and Depth of Field are all disabled. Water quality is high.
I've not had any problems with the 11.9 drivers myself, running Win 7 64-bit.
As usual, I recommend following the established process of uninstalling drivers and CCC, rebooting to Safe Mode to run Driver Sweeper, then rebooting to normal Windows and installing the 11.9 drivers. -

Glad to see you've got things running pretty well now SuperOz. Those 11.9 drivers resolve several people's problems.

So far, I've played around 18 characters and none of them have been affected, whether they were old or new, had the old badges or not.
I've been told by others that they've not been affected at all or that only a few have characters have been affected. Of the ones affected, some people couldn't find any commonality between them while other people could (as tanstaafl did). Others have reported that all of their characters are affected. There seems to be no consistency.
I'm sure this is part of what is making it difficult to determine what exactly is causing the problem and how to fix it. -

I explained in as much detail as possible what happens and when. The loading screen doing a double-take is not normal in my experience, which is why I described it to the best of my ability. Our systems are fundamentally different, so it's only logical to guess that the problem seems to spring from the latest patch and not our individual systems.

I've never been of the opinion that the fault usually lies with the user and not the manufacturer. That's why I want to see logs of the output from programs like CoH Helper and HiJackThis. Without actual data, it's all a guessing game. I don't troubleshoot by playing twenty questions or shaking a Magic 8-Ball. As for the manufacturer's side of things, I've regularly reported bugs when I come across them and busted their chops about it when it's been appropriate. I also try to give as much detail as possible including technical data when relevant.
As for my signature, I'm not sure what it has to do with your interpretation that I'm trying to blame the user and not the manufacturer.
That first line is a paraphrase of something said by a game designer and it's basically just another way of saying "no matter what you do, you can't please everyone, someone isn't going to like it". It has nothing to do with anything else. I didn't have the exact quote the way he words it, or it would have been in quotes with his name attributed to it.
The second line was a thank you to Black Pebble for something he did for me a little over a year ago. One of these days I'll get around to photographing the evidence and telling the story, but until then, the signature line will have to do.
So to clarify, you've totally misrepresented my opinions as well as misinterpreting a simple signature. -

Very sad that is not shocking at all.
Before they can fix something they have to be able to identify what is causing it. Then create a fix that doesn't break more things. Since this doesn't happen to every player, and doesn't always happen to every character that a player has, it may be a bit difficult to determine what exactly is causing the problem.
But keep your hyperbole going. I guess you need the practice. -

Make sure you aren't in SG mode first. Go to the tailor, save the costume to a file named MessedUp. Back out of the tailor. Exit the game.
Go to your CoH installation folder, find the Costume folder, find the MessedUp.*** file (can't remember the extension, sorry) and open it in Notepad.
Copy the contents of the file and paste it into a reply here. Someone should be able to copy/paste that data to a new costume file and see if they can recreate the issues. That would likely eliminate it as being something entirely on your end.
If it can be duplicated, you can file a /petition about it and update the ticket with the contents of the costume file and let them know that others are able to recreate it using that same costume. -

So we need to find what is common to both systems that could be affecting them when players zone. -
Individually, those settings might be OK, aside from Ambient Occlusion. It's a resource hog itself. But combining those settings on a card released 3 1/2 years ago can add up to cause issues.

I'd also recommend cranking down or disabling Ambient Occlusion. That is using a lot of resources and has also been know to cause problems with either Anti-Aliasing or Anisotropic Filtering. And as newchemicals notes, the settings for those two are rather high as well.

I'd recommend turning Ambient Occlusion off entirely, lowering World Detail to High, turning Bloom Off, setting Depth of Field Enabled to No and lowering the Water Quality to High rather than Ultra.
Those settings are pushing the card harder than it should be run and could be having a factor in your mapserves.
EDIT: Since hubby thinks it may be a memory leak, I'll ask another question. Do you have the NCLauncher set to close once it has launched the game? Not just minimize to the tray, but close entirely. This could help a lot as well. I'd recommend following the steps in Hyperstrike's Guide: How to make the new NCSoft Launcher as unobtrusive as possible that is stickied here in this forum section. -

What is the issue with City Of Heroes and 11.10+ CCC/Drivers? With as many players as CoH has statistically half are on ATI/AMD cards, one would think this issue would be a lot more common and therefore fixed or even patched.
CoH runs on OpenGL and it's not as widely used for gaming as DirectX is. Driver support for OpenGL has been spotty for a long time, with nVidia and ATI both. Intel's OpenGL support is a barely there proposition, so I don't even count them in the equation. -
Mostly due to the fact that they are special enemies that only exist for these events caused me to wonder. Since he specifically stated the Snowmen in the title and the two Winter event missions, that left the possibility open that if didn't follow normal rules.
I'm glad to see confirmation from players that they do indeed drop purples.
Now I don't have to wonder anymore. -

If they can't recreate the bug, they can't say much. If they can't recreate it consistently, it makes it more difficult.
If people aren't filing /bug reports with enough data to work from, it's difficult to recreate it and especially to recreate it consistently.
Even when they get fairly detailed /bug reports, it's possible that it's missing a critical piece of information that allows them to recreate it consistently.
We've had several examples of them not being able to recreate something consistently (such as some of the chat bugs) until they got a report with 1 key piece of data that let them finally be able to recreate it consistently, find the cause of the problem and create a fix. And at least once it was "how did this piece of code affect that piece of code? They have nothing in common". -
This isn't a new development for support. They can only grant missing rewards when they have a clear definition of the criteria for receiving the reward.
When there isn't a clear definition of what is required to receive a reward, they have to go by what they are told is working as it was designed. In those situations they are not allowed to reward things. That participation metric isn't something that is clearly defined and able to be quantified by data in the logs apparently. Or at least, not in the data that CS has available.
Only when there is a clear definition of when something is rewarded, such as tying a reward to a specific defeat, can they grant a reward when they can see a log showing that the defined criteria was met. -
Since I really don't pay much attention to the level of the rewards that drop on these types of special missions when I run them, I really don't know.
That's why I didn't state my answers as absolutes. "I'm not sure", "I think", "makes me wonder", "I really don't know" and "if" are the words to look at in my responses that let readers know that my responses aren't stated as being definitive answers, even the ones where I'm clarifying what I said previously. -
You won't hear from the development team. If they passed it along to them, it was as a bug report.
If you look at the patch notes from yesterday's patch you will see that they have made a change to the reward.

I knew they were door missions, but I also knew that they scaled to the level of the mission holder.
That is what makes me wonder if they are using the same sliding Level scale as the Invasion mobs.
EDIT: Since it's been a year since I ran Lady Winter, I couldn't remember what Level the recipes were that she dropped. It's been even longer since I've run BNY missions.
