I think you're just repeating something that keeps getting repeated because people repeat it.
In order for devs to balance around IOs, they can't take a set as if it were in a vaccuum. They'd have to take into consideration every possible set bonus combination possible within that primary, and every single set bonus combination for each secondaries. Then compare all of those results with the results of all the other primaries and their bonuses, and all the secondaries. Then lets not consider adding Incarnate abilities.
The majority of the game is designed to work with SOs, outside of a particular set of Incarnate abilties being useful to smooth over success for a couple of trials (which isn't an absolute either) and the level shifts, a 50 can even go through the trials on nothing but SOs.
Tha's what people mean when they talk about new sets not being balanced around IOs, because they're not, at least in the sense of how they perform for normal play. -
I still like the idea of changing Build Up to Berserk where it grants a higher amount of damage that degrades during its effect, or better yet, down scaling chance to proc smashing damage from 100% - say 20% over a set period of time.
The other idea I head was what if a new mechanic was added to BS called Follow Through.
Follow Through: your attack was delivered with so much force that your weapon managed to strike another target nearby.
Think of it as a chance to proc additional damage, but in a small area cone like Head Splitter, and only used for single target attacks. The proc damage shouldn't be in the extreme range, but in the range of normal procs, as its meant to impart the idea that you didn't intend to hit the second or third target, but rather it was incidental because you managed to cut through your intended target with such intensity.
Sure against single targets, BS still loses out to Katana, but in area effect, may pull ahead, or even out over time between both sets vs. multiple targets depending on the proc chance, the area of effect, and the proc damage. -

The reason is so that we have a better sense of just how far we've come as Incarnates and in our power. I can't help but feel the full effect of an Incarnate character's power gets drowned out in the sea of 18-24 other players, and at the same time still have a better measure than just turning regular stuff up to +4/x8. (Especially since in regular content, we can't use all of our level shifts)
Plus, a by not having it be a trial, it could let players take the story and weight of the scenario in more, make it feel more personal. Make it feel like after wasting all of Cole's croonies, he decides to settle things with you face to face.
This also would let the individual player feel like a greater contribution to the battle than just another small tick off of HP from an endless, eroding wash of damage.
As far as trying to keep Cole from feeling like a pushover when you do invite seven other friends, a possible suggestion is to give Cole a special Self-buff aura that draws on players-characters only that boosts his max health and other stats per-player on the map.
Edit: I realize only after I posted how condescending the title sounds, I probably should of worded it: "here's why I hope the fighting Cole will not be a trial" -
Rick is certainly no stranger to confrontation, so long as it's the kind where he's "the badge" in the situation. But, the last episode had a flash back where Lori describes how she was getting upset with Rick because he wouldn't yell at her, even when she knew she was being unkind.
To me, it sounded like a vague description of passive / aggressive behavior. So while Rick could be a pretty good cop, ready, able, and willing to deal with difficult situations, when it came to his wife, he refused to engage in an argument that forced him to become negatively aggressive.
I wouldn't call that cowardice, in the classic sense. The act of being passive / aggressive in a relational situation might be viewed as cowardly by some, but usually that type of behavior stems from other emotional areas outside of cowardice (fear of confrontation if you will). Being how Rick is willing to put his life on the line to save 1 small girl, or an entire group of people, and repeatedly do so when others fail to act, I'd say is character has shown anything but cowardice. -
Case in point, if anyone has heard / read about the 2 year old girl in China. She was ran over by not one car, but two and not in rapid succession. There is disturbing video of it apparently (of which I refuse to watch). There are over 18 people who witness this occurance and do nothing. Not to mention someone could have gotten her out of the road between being struck, or at least tried to stop traffic.
She recently passed away. This is a perfect example of what makes people like Pheonix Jones more necessary. We should all of us strive to be aware of those in need in both small and big ways so that by our actions, we make the world just a little better. -
Unfortunately, I wasn't the DM for the 3rd ed campaign as such, I had to go by the rules used. Now, I'm no stranger to modding my DnD rules, by either removing, adding or changing them. But it seemed to me that 3rd edition was designed from the outset with the use of miniatures and battle maps in mind and as such, would require extensive work in order to make use of the main books and supplements.
4th edition appears to have done even worse in that regard. I understand the business stance, design a pnp game that requires the use of miniatures, put out new miniature models that go along with the new systems in order to profit further.
It really makes sense if they plan to include current technology and make the leap from table top to something akin to tablet top gaming with this next edition. At which point if they go that route, they'll be a step away from just going pure video gaming. -
I liked certain things about 3rd edition, like the ability to tailor your fighter so that it could be quite different from the next fighter.
I hated all the subsequent character branches that while it expanded on the idea of tailoring your class, it went too far imop.
I played the red box, 1st and 2ed DnD and never once used miniatures or maps. While 3rd and especially 4th really made it practically necessary to use them and it lost a lot of immersion for me at that point. Instead of a world coming to life in my mind and the shared minds of those at the table, it was the battle map and our little figurines. Where what was positioned and how many moves it takes etc... -
Ok then Berserk would be a decaying damage buff, so as to provide immediate burst damage with additional damage for a short period of time.
Throwing out immune to rechage buff issues, Werner is right, the design would need to consider:
Duration of the buff / Base Recharge: too long and non-high end recharge builds may suffer in the long run, too short and BS out performs Katana
Amount of buff and rate of decay: Is a + to-hit, + damage should be what we're looking for here, or is it a proc effect that would work better?
I'd say that if Berserk were made to copy something like Fiery Embrace with a 20 second duration and 180 second recharge. Very difficult to perma, it might be possible with an extreme high end recharge build with a set like /SR or /EnA. The endurance usage would definitely be an issue with /SR though, and there may be sacrifices for /EnA to drop some defense IO bonuses in favor of recharge bonuses. EnA would probably be able to mitigate the endurance issue better, but in turn that would lower a constant attack chain.
Otherwise the only way I could think of to make sure the damage buff is balanced against Katana is to add a penalty after Berserk wears off, like I suggested before. -
Unresistable damage in PvE was at a time an oft requested ability for quite a few ATs. It primarily popped up in the Blaster forum. Unless something has changed, the last word we have on it is that unresisted damage in PvE breaks things to the point where it can't be done.

The problem lies in making the increased crit rate apply differently for Brutes and Tanks. It's easy for Brutes by saying, add Fury gain. Tanks not so much (well, looking into the future for Tanks at any rate).
I like Arcana's idea, but perhaps with a tweak.
Broadsword Build-Up changed to Beserk. Once activated, each successful attacks adds additional damage (like Blaster attacks do). Once the Beserk effect wears off, the user is tired, and can not gain endurance for a short while and also suffers a -damage penalty.
If the + damage numbers were right Broadsword could do some incredible burst damage in a short period of time. Like Arcane mentioned, 30 seconds. If the down time between recharge were at the appropriate amount as to not allow the effect to be sustained, it would keep Broadsword seperate from Katana, except perhaps at that peak moment of performance where it would pull ahead. The damage pentalty would even this out so that over a period of time, the two sets could perhaps be identical, whereas Katana was sustained damage, Broadsword would wax and wane as it were. -

Just, you know what, forget it. You're right, clearly there is no difference between thinking a guy who goes looking for trouble with a camera crew in tow is a d-bag, and being a heartless ghoul who would watch someone kick puppies to death just to see them die. Including when a 17 year old beat a 9 year old into near unconciousness. Everyone knew who did it, where it happened, and the reason for the beating (as ludicrous as it was the 17 year old was claiming it was justice). Yet, when the police finally did arrive some 2 hours after the occurance, no one said anything.
I was that 9 year old boy. I would've been happy were someone to pop up and pepper spray that fool, camera crew and all.
When I was in highschool , a kid I knew (and by that I mean I knew his name) was getting beat on by 2 other guys that were always in trouble for fighting. They managed to turn out the lights in the hallway and ended up right next to my locker, beating him to the floor. None of my other friends were around, but I got involved. Shoving one guy out the way, and getting the attention of the other. I'm only 5'6" and at the time barely 120 lbs. They both had me on height, weight, and of course out numbered me. One threatened my life, and I told him he could have it, but only after I made sure he'd never forget the day he took it. The delay worked long enough for security to show up and stop anything else from happening.
Mind you, in this hallway, there were guys in the football and basketball team, there were plenty of other kids. They all stood by and were willing to watch as this one kid got beat senseless. He ended up in the hospital and his parents later took him out of the school.
There have been psychological and socialogical studies done that have shown that in our society, when something bad occurs in areas of high population, people are less likely to act to help. That the person who does get involved is the outlier, and not the norm. This changed for a while in New York after 911, but has slowly returned to this standard.
In fact, there have been some instances where people took videos with their phone prior to dialing 911 or while someone else called. Man, that episode of Seinfeld really hit the nail on the head with that. -
Yes, it could have been a part of any sci-fi show. Heck it could have been part of a navy / air force based show, or whatever.
But the creator(s) tied it into Voltron. The entire idea that the Voltron Force failed in it's duty done in live action is interesting. It allows the fanfic-vid to tap into the fanbase of the subject matter, and if it was done well, the majority will like it, and perhaps more will be made. I'm fairly certain that's what the creator(s) had in mind anyway. Or they simply love Voltron and said, "I'm doing this wether anyone else likes it or not."
Either way, I enjoyed it. There was one glaringly poor edit but the rest of it was done well. -
It's a trick. Their showing us a screen with a Titan Weapon, but in the spirit of Halloween, we'll be getting another powerset.

Honestly, if doing the most damage is what you're looking for then Scrappers is probably what you want, as their damage output is steadier than a Brute's. I'd say go Stalkers, but honestly, that AT's playstyle is one of particular player choice, and if you enjoy it then go for it.
If you want the potential for doing lots of damage, but a bit more survivability, then go Brute.
However, if you want to do pretty decent damage (even for a Tanker) and be really survivable, then go Tank. You'll still solo quite well, and if team tanking is something you like as a player, none of the other melee ATs do it as well as a Tank.
What I particularly like about choosing a Tank is that if you're looking to level on a budget, and want to be really survivable, it's easier to soft-cap Tanks with defense sets then it is for the other melee ATs. -
You're correct on the definition of the word. However, I'd argue that while that was the original use of the term, over the years its missuse has become more prevalant and now the accepted definition is closer to the scenario I stated than the original.

That word that you are using, I do not think it means what you think it means...
The word you are looking for here is balanced. When something is in beta it is being tested.
When something is created, tested, then changed, it's been balanced. In other words weighted against other powers in the set, and in whatever values it's meant for in use within the available character choises (in this case ATs), and weighted with its use in game.
Nerf happens only after players have been using a particular power in a live scenario and its believed to already be balanced or working as intended. Even then, since placing something in a live game environment can still end up utilized in previously unforseen ways, the devs can go in and continue to balance it.
To the devs, they're balancing the power, to the players its a nerf now, only because its been live and being used that way.
You can't nerf something when its in beta, that's what beta is for, testing things out. -
From a design point of view, I'd think that having a class system is easier to balance versus a complete sand box system.
It's rather like what happened with CoH. There were the most general class system and it was more or less an origin for role play reasons such as Gagetear (uses tech etc...).
However, I enjoy the aspect of sand box skills over those of powers for other games.
I'd probably like to see something where you choose your class, which then determines which skill categories you're better at than others.
Then I'd do away with xp and grant skill points based upon completion of tasks. Missions could have multiple tasks or side quests (wether known or hidden) within them and different classes could earn individial skill points and then upon mission completion, each member of the mission could gain a mission completion bonus. No xp, no levels, just skills. -

On ranged, there is Beam Rifle which is new.
But, I'm afraid that we may well need to get used to a preference to create melee sets. Once Freedom goes live and the freebs start playing, controllers won't be available to the majority of them. For control there'll only be Doms and they're outnumbered by melees 4 to 1, given the popularity of Scrappers currently, I'm fairly certain that the devs have assumed that popularity will continue with Freedom, and bleed over to the other melee sets as well do to their ability to solo with ease (and to an extent, play with ease on a team).
Just take a look at what we know is coming down the pipe.
Street Justice
Staff Fighting
Titan Weapons
and something for doms at some point in time.
My bet this will be par for the course with control / assault being switch out for buff-debuff / ranged with possible blaster secondary on occaision.
I'm not faulting the devs, as they're only working to appease the popular playstyle of the game. At least, that's my guess. I could be wrong. -
One thing to keep in mind (if things don't change) was that it appeared that Streek Justice seemed to use quite a bit of endurance. SJ / SR would probably have to be built with endurance management in mind. At least getting to the soft cap will be easy for SR tanks so that with IO sets, you can built for recovery instead of defense (unless you're going for the trial soft cap) but I'd also build for hp.
WP has the advantage of QR and now that Stamina is automatic it'll cover the endurance issue well.
Shield can be a nice paring as well. AAO with the SJ combo built up can probably do some nice damage.
Since I build for concept I'm thinking of SR / SJ. Though since I don't like using the same set multiple times, I'm considering holding off on an SR build for Titan Weapons. -
The only thing wrong with Costner's Robin Hood was Costner. If I recall correctly, he either gave up trying to learn an English accent, or flat our refused. Heck even Christian Slater took lessons.
I totally disargree witht he OP, I dig Untouchables.
Ocean's 12 and 13 were pretty bad films, but 12 seemed kind of fun because you got the sense that the actors were just having fun with it themselves. There are a great group of actors, with lots of talent involving just about every portion of the film industry and they made those 2 films.
Battlefield Earth is a terrible movie (won't even call it a film), but I would never place Travolta on a list of Best Cast. Forest Whitaker was in it, but at the time, the role he had was very typical. -

The only thing I can assume about them is that they are either minor or major artifacts.
Excalibur was a +5 longsword of sharpness with quick strike ability. It could only be weilded in battle by the one and true king or those deemed worthy, so it was assumed that was either part of its enchantment, or that it was partially intelligent. It may require a LG alignment to use.
Stormbringer is much more difficult to recall all of its stats and abilities. First, the sword is intelligent, so it does have that stat, it has an alignment (CE). It literally feeds on souls, heals its user, gives the user more strength as a battle goes on (don't recall how much, but the old stats only went to 25 and I think it went to max), gives more endurance (constitution) as a battle continues. It can fly, return to user's hand, and if I'm not mistaken even do so by means of teleportation, though many of those abilities are at the sword's descretion. It keans and wails as it drains souls, which can unnerve many combatants. It can harm gods, and virtually any type of creature.
The sword literally delights in killing, particularly those the user is fond of. -
I would think that in most circles, if you asked what are the top sci-fi / fantasy swords, the answers you would mostly hear are Excalibur, and Light Sabers.
Storm Bringer defintely needs to be at least #3. For any that haven't read an Elric story, you need to.
Sting should be there or at least get honrable mention since it really was a daggar but ended up a sword in a hobbit's hand.
Connor McCleoud's katana most deservedly needs to be on that list as well, and while I love Kill Bill, putting that katana above this is a crime. -
It's just that Cage seems to rely on two modes for his acting, the soft, sounds-like-someone-who-just-came-through-a-near-herion-overdose, voice. Or his YELLING 'CAUSE I'M CRAZY voice.
Otherwise, his acting seems to fall flat and lines that would do well to be given some weight to them, like some in the beginning of the trailer, end up sounding dull.
Also, the original GR is on my worst comic book films list. Heck, it probably makes my worst films I've seen list. The writing was simply atrocious, acting sub-standard, and plot even for an origin film, pathetic.
I just don't hold out much hope for GR2, or any Marvel film not done by Marvel studios, even if their two last films have been just, ok. -

Lift is alright, works fine as a single target soft control, and some damage, but it's not that great for groups.
The pairing of Grav with TA should work fine as glue arrow will add at least something for your troller to do at the early levels.
But you'll have to choose your origin wisely in order to light Oil Slick as Grav is centered purely on crushing damage and won't provide you with any other tools to light it with. You also don't want Singluarity to get caught in the burn patch as it'll run off then come back. At least Singy attacks at range.
Outside of those issues, Grav can do fun things like wormhole a mob into oil slick, if you can light it, then you've managed to set them on fire. Lock them all in place with crushing field and hide behind a corner while the mobs sit and roast. But the tricks require the right map location or terrain to pull off and on fast paced teams, the tactic will probably never have time to set up.
