I was thinking about this myself and decided on Mental. I figured the redraw was gonna be an issue regardless of what secondary I selected.
I really like buildup and since DP doesn't have aim either, that excludes Devices.
I really like a good endurance power, Ice doesn't have one and Fire's is too long recharge.
Since DP has a cone, a mini cone and two AOE powers, I felt I could maximize AOEs/Cones better with Mental. The only AOE powers in Energy and Electric are from Thunderstrike/Total Focus......and those are small and melee based. I also felt that with so many aoe/cone attacks throughout the primary and secondary I could have decent AOE throughout the life of the toon not just the last levels.
Mental's Shockwave has an AOE disorient component and Suppressive Fire is a disorient (or hold if you use swap ammo). Couple this with Oppressive Gloom (if going that route) and you can have some decent Disorient (bosses too).
And I love the additional survivability given by Drain Psyche if slotted for regen (also coupled with a nice resist shield late game).
Added that you can be the -regen toon if needed on AVs and EBs with Drain Psyche.
I am still happy with my choice so far to level 17 in Praetoria. AOE goodness at lower levels and ridiculous on teams. I have leveled a Mind/PSI dom to 50 so I can attest to most of the powers in the Mental set. Oh I miss the old shockwave. -

I wonder if NCSoft would let me buy it from my paypal account......kinda like I'd make a temp password and either give it to them (no worries, the account would only have the amount needed for packs). Does it matter where the funding source of the packs comes from? hmmm.
Wish we could use the time cards somehow too. -
Our VG is considering giving away packs as prizes to certain events we have upcoming. I mean the packs are perfect for prizes.....lower cost....people have their eye on one or two of them....and great way to add to the whole COH/COV experience.
Logistically, how can one purchase the packs not linked to an account?
If someone wins the prize and chooses the Mutant pack.....I already have that pack and it will not let me buy another one. Coincidentally, even if I didn't have it.....it would apply the purchase directly to my account, since I have to sign on.
Is there anyway to get the upgrade codes directly?

Spines pretty much needs lunge, impale and ripper to have a half decent single target chain. Ripper comes at 26 so, that'll take a while.
Definitely wouldn't want to run a spines in praetoria with how long it takes spines to get good.
FYI - the end drain coupled with dark armor is pretty bad if you are running and gunning. You'll have to slot and IO your way to end happiness. I am considering rolling up a new spines electric just for kicks now that you've got me all worked up and talking about it. -

This is true. If you deleted your name placeholder and someone that hasn't used the 12 slots on your server yet picks it... I guess that's tough luck. What are the odds someone will pick your name? Who knows, but lets just hope that it doesn't get taken. Most won't get taken (probably) but some might. Life "ain't" fair sometimes sadly...
That's why I was voicing my concern and my opinion about the problem. Making a toon and server transfer is a quick & easy solution.....altho you have 1-2 (lets hope that's it) days of not being able to experience new content with friends you've developed over the years. Not even mentioning the anticipation. But having a concept toon you've been working on for a long time and possibly having it squashed due to some glitch is el stinko.
It's a pretty big issue to roll out a pre-launch bonus and then stymie MANY of those long time players. -

There are still no options for tatooed female toons? Maybe I am missing where they are. Has there been any discussion on this? I cannot locate it if there has been.
