The announcement was only completed yesterday, and is currently being localised for French and German before we publish.
As a general hint, however, the EU announcement is nearly identical, and the changes are minor (the biggest is that one of the contests will be different).

Would it have been too hard to finish writing the US announcement a day earlier, then keep it under wraps until the localisations had been done and everything could go live at once? -

If I was going to put money on it, I'd say if they are planning to better the costume creator then I very much doubt they will shy away from bettering the powers on offer.
On release anyway I'll be very surprised if they don't at least equal the power choices of their competitor, of course you can't call them power-sets per say as powers are assigned on a player-designed flexible custom framework instead of enforced sets that you subscribe to.

At least CO has Regen in from the start. So States can bring back the fond memories by nerfing that every few months. -
When you say "lag" what do you mean? Slow responses to commands, rubberbanding, etc...?
Or a low framerate? -
In an ideal world they should be things of the past, but I suspect we're looking at similar symptoms for a completely different set of causes.

There is a fantastic paper on this subject titled "The Mythical Man Month". Adding developers to software development teams doesn't speed up development (beyond a certain point) and it certainly doesn't reduce the number of bugs.

That's very likely to be true if you throw people into a single project in an uncoordinated way, and are trying to get quick results.
But while there'll always be a delay in getting anyone new to a program up to speed in key areas, for something like CoX there will be scope for splitting devs up into teams and having each work on essentially separate projects. One team on graphics changes, one on new TF/SF management systems, one on AI tweaks, that sort of thing.
With that sort of approach you can effectively speed up development by a factor of several, even if you never get the full "5 times the people = 5 times the progress" one might naively expect. -

It may well have, but as Night_Hornet says above even if it threw a wobbly it should fail safe and do no orders at all rather than put in multiple orders.
Site design isn't player responsibility at all, and it's entirely down to NCSoft to make sure it doesn't go wrong in the way it did.

Same again; if a button's greyed out, it's the designer's responsibility if it responds to clicks when it's indicating it won't. Similarly the site should be designed so the problem isn't there in the first place; that way repeated refreshing can't compound it.

That's a different issue altogether, but in any case dealing with (or making a mess of dealing with) the fallout of their earlier mistake is still NCSoft's responsibility - and not down to a generic "we" at all. -
