This is blowing my mind. How can people quote a hit/miss ratio that doesn't add up to 100%?

I have a question for Castle. When you say "You have the default To Hit value (ie no buffs)" do you wish us to take into account accuracy enhancements? For question 1 i would say 50/50, however if the question was "You have the default To Hit value (ie no buffs), your attacks are slotted with 2 accuracy SOs, your target has no Defense value. How often do you WANT to hit him? Conversely, as the defender, how often do you expect to be missed?", I would say i would want to hit 85% of the time. Since it is so easy to get high accuracy I feel the game is balanced around hitting most of the time when there is no defense involved. I don't want to hit 50% of the time, i want the base value to be 50% so i can hit most of the time once i slot accuracy enhancements.

By capped defense and tohit i think he means the ultimate cap. Isn't it around the 400% mark? It's like if you cap perception and stealth you can still only be seen from 10 foot if you are a stalker. If you had 100 FFers backing you up, and your opponent had 100 thermals casting forge on them, how often would you want to get hit? Of course the cap is really high so this situation almost never arises. With the current system the amount you can get is much more important than the cap.

Guys, i don't think the question is "Do you know the current defense values?" like some people seem to be answering. It's more "If you designed the game, what chances to hit would you design in these situations?"



As for my answer: What it is now except cap it at 90% both sides comapred to the current 95%.

Yeah, i think it's just that it's too easy to get tohit. Play against an SR scrapper without using tohit. It's fairly well balanced in my experience. However i think the defense cap is a little too high. When a resistance set hits their tier 9 they can at least be slowed down by debuffs and holds. However when an SR hits elude they can get away with just about anything if there isn't an empath forting people or something.

What I do with the PvPEC:
I am working on a new PvP event type for the arena currently, working on testing the new patch for base raids, and I look over all the planned events to make sure that villain interests are considered. I do a lot of graphical and promotional work for the committee, as well. You'll be seeing some of my work very soon. Oh, and I like to tag Rift with heat exhaustion just for fun.

Hey this is some pretty good fan art/scrrenshots of City of Heroes.

Also, you can stack Vengeance still. You just have to both start the animation before the other guy finishes his animation. A good was to do this is to queue Vengeance and TP the 'bomb' into range. If you immediatly hit vengeance as soon as you finish TPing you should get yours off before the other guy finishes his.
