Hm, last I checked those last ten years saw pretty much nothing come out from the guy you're talking about (because he was "in hiding!") aside from remix tapes and I keep up with that stuff quite regularly.

He's more like Dr. Doom if Doom kept his ego in check and never took credit for anything he's done. And, he shouldn't be.
Allow me to explain.
Nemesis is supposed to have this grand self-importance, like all good megalomaniac super villains.
Despite the fact he's probably the individual that has had the most impact on the affairs of the CoH world, he makes little impact with the player.
We don't get to see him hijack television broadcasts and proclaim his superiority and make his "rule you all" speech. The most 'face time' we get of him is in the RWZ arc where he's talking down to Lady G. He spends so much time in the shadows pulling the strings that we forget about him. And that should be intolerable to him.
He's now a joke, a meme. He comes off less active than other villains of his stature like Recluse, when in fact he obviously isn't.
Yes, from a logical perspective he can do way more damage if he keeps operating like he has been, mostly in quiet and by proxy. But, I don't think that fits his character. As you said, he's Dr. Doom, not Loki. He should be so confident that he is making public displays and telling everyone what he's going to do because you cannot possibly stop him. -

Well, last I checked, Mako already pretty much governs Sharkhead. Hell, remember that he's the dude that killed Scrapyard for stirring up trouble? Ghost Widow has that lonely tower of hers on Mercy, so she seems to already govern it anyway. Concerning Cap au Diable though? That's Dr. Aeon's turf. It's pretty much stated over and over that he "rules" it, so I don't think he'd want that ******* Black Scorpion mucking things up there.

It could be seen as being sent out to scout out Primal Earth for the coming invasion, since if you choose to go villain side, you're leaving Praetoria on actually rather good terms.

No, when Hamidon and Cole's minds melded in that psychic struggle, something unusual happened and I agree that people here are really underestimating the former. In a contest of wills between a psychic monster with legions of mutant plants spanning the globe that it solely controls and a Invuln/Super Strength tanker, my bets are on the psychic monster overcoming the tanker's personal will.
Seriously... have you ever fought a psychic mob on a Invulnerable/Super Strength tanker? The attacks make your armor feel useless. -

I also like the new villain contacts, Dean MacArthur, Leonard, and Vincent Ross where you're largely working under your own initiative. There's a few other contacts that have elements of this such as Willy Wheeler's last mission, parts of Tavish Bell's Vigilante Justice arc, and Diviner Maros (who's pretty much "someone is plotting to kill you, let me help you kill them first"). -
I'm going with the theory that Cole has become some kind of mind-controlled puppet for the Hamidon.
