The only way I see you being able to get that much recharge and keep your defense and run that chain is to have put one or two sets of superior sets in your build.

I'd definitely suggest reading the thread in my link. It has a lot of dark/shield builds in it. With a Dark/Shield passive regeneration isn't so much of an issue with SL, it like having 40hp/sec. Also you slotting in SD isn't optimal for soloing any +4 enemies. You also lack the global recharge in order to run the MG > SM > SL chain. The only way to use that chain is to have Hasten.

Your best bet is to slot for positional defense and not typed defense.
This is a higher end build but it will give you some ideas and a push in the right direction.

(for those just tuning in, you used to be able to slot for higher damage, and there used to be no AOE cap on how many critters you could taunt OR how many critters you could hit with an AOE. I've personally seen over 300 badguys get roasted by one Inferno. ) -

As to the build - I wouldn't sacrifice the 3/3 HO slotting in SL for 10% recharge. Really, the difference in downtime for SD between having that 10% and not isn't going to affect your performance noticeably, yet the loss of optimal slotting in SL would likely be noticeable. -

My DB/SR and DM/SD were easily over 5 billion: Gladiator's Armor unique, Shield Walls, multiple purple sets, 5 LotGs, a bunch of procs...my MA/Regen is probably close to 5 billion at today's prices, although I tricked her out for about a billion back in the day and actually made about a billion selling off IOs when I respecced her during the AE heyday of i14.
I have yet to use a respec recipe though. I still have level 50 Scrappers that have never done a respec trial and actually taken the respec. -

Consider the differences between Golden Dragonfly and Headsplitter in PvP: GD takes only 66% of the time that HS takes to animate and yet deals 83% of the damage. In the time that you could get off HS>Dis, you could get off GD>SD>SotW, which, along with having better proc damage thanks to a higher number of attacks and the exact same mitigation capabilities, would deal 456.19 base damage compared to the 407.95 from HS>Dis. -

A simple example of how Regen can benefit more is by simply adding more global recharge. Since pretty much all of Regen's powers are click-able's, more recharge would mean they'll be up more often. Regen as a whole benefits a lot from global +recharge whereas WP isn't going to benefit anything from global +recharge...even its tier9 suggests so :P
Of course, WP can make an argument for getting more global +res as well as global +def, but Regen still seems like it'll pull ahead just because BOTH primary and secondary will benefit from global +recharge whereas WP will have to chose between +recharge or +def/+res. -

Regeneration is still very good, the only problem with Regeneration is it takes skill, where as WP is just a set and forget secondary. Not to mention Regeneration destroys WP in PvP by a long shot.

As of this moment, this build is about 80% complete, only big things I still need is most of the ragnarok set and the numina's recovery unique. Once it is done I will have to see if there is any dark armor build with enough endurance recovery to satisfy me!

Now i'm really considering something like that as a second build, though not fitting Hasten in there makes me sad. Going back to the crap slotting in Impale would be enough to put Hasten instead of maneuvers but i wouldn't be happy with lower ST damage and lower AoE compared to my current build.
I wonder if it's really worth it and if the survivability is awesome enough to make up for the loss of AoE dmg, as i currently run with 105% global rech + hasten and energy torrent.

The "big burst" that many players talk about with BS doesn't really have much of an effect on gameplay because it's really just based on single attacks hitting hard. Neither PvP nor PvE is about a single attack hitting hard, so the fact that Katana can generate better performance over the short term, the long term, and against multiple enemies means that BS isn't really a PvP set either: it's simply outclassed by Kat in everything except for the aesthetic of "smash".
If/when MA gets fixed, I expect for there to be some impetus for the devs to look at BS compared to Kat. Personally, I think that it would work for the set to be more of a "defensive" version of Kat by providing some or all of the attacks in the set with some chances for KU/KD (to go along with the "smash"). Kat could keep the speed and greater offense while BS gets to be a bit safer and toss enemies around a bit. -

Wit'ch Fire, my FM/SR fireball build has no PVP IOs, but has three sets of purples, so I'd guess maybe 4.5 billion for her.
Lady Caladria, my wife's BS/Invul has two sets of purples and no PVP IO, so I'd guess maybe 3.5 billion for hers.
Those are the only fully IO'd out toons I've done.
When I bought everything for my dark/shield build and do to smart marketting and buying purples and pvps when they were cheap I've only spent around 5 billion but that is at passed market prices, if I were to calculate it at today's well it'd be a lot more lol. -
I am going to have to agree with Andferne, if you want extreme survivability I'd go with Dark/Shield. It is absolutely one of the toughest/strongest combinations in PvE.
