The patch notes say nothing about ATIOs. Nonsuch exist.
The ATOs, however, are "in game" so far as the far as the data for them is in the game, but they are not available to players yet. IIRC< they've said it will be i22 at the soonest. -
For all we know they decided that morning on how converters would drop. so that was Thursday, they would have had time to add them to the drop tables - heck they might be debating how they want them to drop (own roll? Salvage? Recipe?)

They are part of Issue 22 as far as I know.

And yeah, before you can get the A_Merits you must be a hero or villain, and done a hero or villain alignment mission where you either got the 50 Reward Merit or 1 Alignment Merit reward. -

Only way to earn Alignment Merits is via Morality Missions, SSAs, and buying them with the merit conversions. -

Because smashing/lethal isn't resisted by anything lol. Each damage type has strengths and weaknesses, with Psi being 1 of the 2 with the least amount of NPCs being protected against. I have a Mind Controller at 50, I don't remember any problems with robots. I also have Mind/Psi Doms, a psi blaster, etc, don't remember any brickwalls from certain NPC types

As far as post-a-holic-ness that would would be Noble Savage (David N.).
As for direct replacement no-one really. Synapse and Arbiter Hawk are both involved in powers, and Tunnel Rat (with husband HoneyBadger [or did we decide on a different name for him?]) and Noble both being in art (NS is concept art, the other two effects artists).
Avatea, Frietag, Zwill, and 7deCouer are all part of the OCR - Zwill hosts a weekly ustream. -

Reading Akamai's own material I believe its both. They mirror the resources and the client uses p2p tech.
I'd never heard of it until I tried installing CoX on an old XP machine. I believe it will work well for most people unless your ISP has particularly draconian throttling practices. -
As far as Katana/Shied goes - katana has several animation issues as is with how the weapons model is held.

Both. I've some characters that use full sets and others that use pieces. I have two versions of the same character and on one server he's a Magic origin, the other tech, but both are in medival armor. But then I used overplayed patterns to differentiate them.

The zones will be "available" forever, most likely - it's easier than having to deal with issues from logging into non-existent zones.

Actually in a deleted scene the human Doctor was given a TARDIS seed and instructions on how to rapidly grow a new TARDIS from it, so he does have one. Also the TARDIS has its own phone anyway. And answering machine.

Given the nature of these things, I think both possibilities can co-exist. Rularuu has been described as consuming dimensions and adding them to his being. Physical places could exist within him, including one in which he is paradoxically trapped.
And I can't recall where, but I also remember some line hinting/stating that the Shadow Shard IS Rularuu himself; he is his own prison.
