This is basically my live build right now, except I wound up grabbing SoW at 49 instead of Water Spout. It's a fun PvE build too, except without LR Thunderstrike is the only AoE option. High HP, high recharge, and pretty high defense/resist numbers.

I agree that for normal play you don't need to go for soft cap but for higher diff, incarnate trials and big game hunting soft cap and higher makes your life easier. Heck my Fire/Fire/Ice dom went with zero defense and went muscular alpha and huge amounts of +rech to kill things before they can kill me.
The sleep and sap strategy is something I've loved to use since I made my first elec/ troller. Static Field and Conductive Aura will drain quickly and even faster with Chain Fences.
I typically have around 60% defense on my elec/time when running Incarnate trials from all the team buffs, but I might eventually try and tweak this build so that I have more than just smash/lethal sitting near the soft cap. -
Here's my current live build. I'm not super happy with Ice Mastery since I've never really had a need for Hibernate as an escape power - this is easily the safest toon I've ever played. I had Stone Mastery at one point with perma-Earth's Embrace (and perma-capped HP), I may go back to that or try out Mu Mastery to get another pet.
Anyways, I've never found a need to pursue the defense soft cap on this toon for a couple of reasons:
1) My defense numbers plus hitting mobs with -tohit means I rarely get hit anyways.
2) I can sleep a mob, then run in and drain their endurance in seconds. That means they don't use their hardest hitting attacks too often.
Nearly capping my own recharge with Ageless is nice, too.

Here's a build I used to run with the Stone APP. It gave me perma-Earth's Embrace which kept my HP capped. I'm running Ice Mastery now and have a few other differences, but it's fairly close. I'm sure the build could be tweaked in a few ways, but I'm pretty happy with it. Accolades/Incarnate powers aren't shown here.

I've got a 50+1 elec/time that I'm currently running Incarnate content on, and it's easily the safest toon I've ever played. I can sleep an entire group, run in and drain their end in a matter of seconds, lower their to-hit and slow them, stack two holds on a boss alone (thanks to primary and secondary each having one). Complete lockdown. Sitting at well over 200% recharge all the time with Hasten/IOs/Chrono Shift is always fun, too.
Damage is it's weak point, but that picks up once you get Gremlins. I don't roll controllers expecting high damage anyways, that's why I team. -
I view HoE as a nice buff for one of my pets, with an extra bonus in terms of the Hellfire Imps. I'm probably going to slot the 4 def/res aura uniques and a pair of recharge IOs in HoE to free up slots for my "real" pets. I'll be running Assault/Tactics, so the Hellfire Imps shouldn't have a problem hitting.

I looked at this in Mids, even with 3 KB IOs in Acro I'd only get up to 40.5 points of KB protection without the Kinetic Crash set. -
I'm signed up for the Manticore TF tomorrow, but was curious if anyone would be up for a different TF tonight? I need to start working on TF Commander on my rad/psi. The only one I wouldn't want to run is Posi, just because I'm waiting for the i17 update to run it again. I don't think I've ever run Citadel in all my time playing this game...

I tweaked the first build a bit and think I might be getting closer. It now has 44 points of KB protection. Also with SJ, SS, Tactics, Stealth, Acro, and the epic shield running it uses 1.5 end/sec while recovering 2.3/sec. Not great but workable especially with an Emp on the team. Less global damage than the first build but more HP, only ~3% less recharge. I decided I'd rather slot Rad Infection with 4 Lady Grey and 2 DWD for the Regen, instead of the reverse for more Recharge. It also doesn't have the Apoc set at all, which would help a few things if I were to slot it.

I have to say I didn't like the idea of a Staminaless build but it does work pretty well in arena. and if you can get used to it it works fine in zone.
If you really wanted to zone with stam. I'd say it would be better to drop the stealth pool over leadership. that +perc helps keep your toggles on longer if something tries to run. You can always pick up a temp phase some where...
Its not so bad in arena either assuming your emp is pretty decent. if you have one on your team anyway. -
Alright, here's an adjusted build. Looking at my end usage vs. recovery, I also decided I would be more comfortable with Fitness in the build. Plus then I could always 1v1 or zone if the mood struck. Just under 43 points of KB protection, but less global damage global recharge.
