hmm I think psy will have more damage since its unresisted whereas the samshing portion of ice blast will be v ery resisted. On the other hand you get aim which psy lacks. Psy has better mezzes so I'm gonna have to say psy.

You should try for a build with as low downtime for elude as possible and have phaseshift. When elude drops pop a blue phaseshift till its back up.

I'm guessing bye bye will domination for aim
