Stealth, Grant Invisibility, Invisibility,Combat Flight, Weave, Maneuvers, Vengeance, and Combat Jumping will grant a Defense bonus to Smashing and Lethal Attacks in addition to Melee and Ranged attacks.

I added the same to Controller/Illusion/Group Invisibility.

The result of this is that ALL defense builds will benefit from Pool powers. Previously, Ice Tankers suffered somewhat because the Pool defenses did not stack with their defense powers. This is now rectified.

    [/ QUOTE ]

I am sorry you are incorrect.

If an attack is made by the user of a power with these, or is attacked then the defense bonus is negated(supressed) as per the latest patch.

In addition a user who uses these powers on another or is under the effects of these powers.....if they are currently using specific powers(such as toggles or ones that are considered attacks which is many of them in this game), then the stacking as you like to call it, will also be supressed.

In essence you need to read your own notes.

The Tanks will suffer due to....

    BAh bah bah bah...

The inhearent taunt effect from their own shields which is considered an attack...therefore......those powers mentioned will not stack at all.

Unless of course this is an added defense that does not supress....but i somehow doubt that.

    SOOOOOO

The Ice Tanker still suffers as do all other Tanks.

    Thank you for playing.

QFlight's a panic button now, no more/no less. It's basically the same thing as being able to get Phase Shift without having to get 3 other powers first. AND you get max flight speed. It's not a completely useless power, but unless you were the type of person who wants that short duration oh crap power, it's not worth taking. It's certainly not worth slotting anymore.

    [/ QUOTE ]

Wasn't it intended as an "oh, Crap!" power?

    [/ QUOTE ]

With the time it takes to activate...with the time any phase power has ever taken to activate.
    I think not.

A Panic Button type power would activate regardless of you being hit...and would not stick you in an animation pose or keep recycling its start animation over and over when you get hit.

A more Panic Buttony type power would be area of effect holds which will activate no matter what and will hit and effect things whether you are dead or not and dont have a big animation start up for them.

The true defenition of panic Button powers is something you can activate super fast and escape with.

Q-Flight, Nebulous Form, and Phase Shift never met those qualifications...you always had to think ahead and then activate them, and hopefully you would not be dead before they activated fully.

And now you better have your escape route planned in advance....beacause now you have a time limit during which bad guys will chase you or players will chase you and then defeat you no matter what if the power eneds before you escape.(i have this happen too many times this latest patch to a point i gave up using nebulous form and phase shift)

At least with Q-Fly the time limit can be made much longer...but not the case with Nebulous form.

And think about the places where most people would activate these powers anywise.....60 seconds isnt even enough time to use them...not even close.(I tended to use them in the hive, and in the abandoned sewer, a number of missions towards the end of them or in places i could see i was so outmatched it wasnt funny...and i also used Nebulous form combined with my other kheldian power to create an invisibility effect...since i was trying to have a character with only kheldian powers)
  3. [ QUOTE ]
    I'm partial to this one:

Have phase cut out at 45/60 seconds and leave the rest of the power (the stealth/travel part) intact and working till toggled off. Recharge of 60 seconds after power is toggled off.

    [/ QUOTE ]

You know i like that suggestion as well.
  4. I am confused....

so basically if you use the Invisibility power from the stealth pool....and you get hit....then the power basically becomes suppressed...not only no more defense but also no more Invisbility....and that also means you cant turn it on to run.

So in this case since you cannot attack with it on...it drains more energy then even flight....what exactly is the purpose to the Invisibility Toggle Power out of the Stealth pool?

Also...Steamy Mist is also basically turned of....supressed if you get hit as well or attack?

So basically since it no longer will give resistance or defenses becasue that gets supressed and it no longer will give stealth becasue that gets supressed...

Then i cannot use whirlwind with it...becasue that will auto supress me...i cant use blizzard because that supresses me...

My own buff and debuff powers basically will supress each other.

So basically I guess what I am asking is what powers can my Storm/Psychic defender Kitty use?

Right now she gets clobered so much its not funny...and with the next issue....sounds like it will be worse.

I always felt her powers never worked very well...but thanks to this post i know if they did work...they definately dont work now.

oh well...I admit the toggle invisibility was never that good...heck couldnt even hide you from snipers...but I just thought wow maybe someday it would actually work...

    Guess i was wrong.

The costume contests all follow this format. Someone announces a costume contest under Atlas. People line up facing away from City Hall. Lots of talk goes on, a person announces that finalists will be invited to a team, people break up and leave.

"But how," you're probably asking, "do I win a contest?" Well, the #1 thing that you should know about these contests is that they're all fake. None of them are real. Your leg is being pulled. Your chain is being ganked. In all my time, I've never seen actual winners announced. Sometimes, out of about 20 people standing there, I've known 15 of the people there and they all say that they didn't win. The finalists are supposedly "chosen" and people start asking, "Is the contest over?" "Who won?" "Why are we all still standing here?"

Don't waste your time. When a costume contest is announced, just continue on your merry way, secure in the knowledge that you're not going to be made a fool of. Of course, if you're a paranoid twit, you might think I'm trying to get you away to win myself. Rest assured that such is not the case -- however, if you truly desire to waste your time, you won't find me standing in your way.

    [/ QUOTE ]

    Um....ok i have been in many costume contests...some i win...some i dont....

If some where pre-planned or fake....well who knows.....

My super group always says things on the chat channel about how the judges are blind or have bad taste.

That coud be true sometimes...who knows.

I have been given enough influence for costumes and other things.....that i sometimes just turn around and give the influence to the other people in my super group who didnt win.

My point is....most of the time the contests are not fake.

YOu wont know unless you try.

I noticed one poster saying most of the winners have a background.

Thats very true...if you have a good background...most of the time thatwill contribute to you winning.

Also not just the costue but the attitude is important.

Some people are lame dorks who show up....are rude...use powers to annoy people...etc. etc.

Thats to be expected....unfortunately some of those same people runt he contests...and its those people who usualy run fake ones.

Now i wont say he legit contests are inocennt either.

Most of the time....the people who run them...do them to see ideas......to see what people have done...and also believe it or not they look for concepts.

Sure they are spreading wealth...being nice and having fun....but its also true many of the judges have other motives.

If anything i find it flattering to be copied.

And it gives me a chance to see what other players have done, because even though i love participating i also like to get ideas on different looks and power combinations.

    Oh well...i rambled a bit.
But anywise...never be bitter...and try...you will never succeed if you dont at least try.
And never give up....if you give up....you will never know if you will win or if someone else will win.

Some one PM'ed me about this issue - and I've talked about Defenders a bit at conventions - so I thought I'd at least post something on them.

Basically, we've already committed to looking at several Archetypes and builds for I5 and afterwards, but I've said nary a word about Defenders. Why? Because of all the Archetypes, we're happiest with them. There are certainly issues with individual sets and powers - and those we're always looking at. Defenders, however, don't have any overarching problems.

BUT....I'm extremely concerned about the perception that Defenders "aren't needed" and thus "can't find a team" at high levels. Defenders should fill a valuable role at ALL levels and help Archetypes achieve levels that they can't reach by themselves. After all, Defenders are all about buffs (and debuffs). Every Archetype should be extremely happy when the Defender provides a resistance or defense buff...

Anyway, just wanted to post our view on Defenders right now.

    [/ QUOTE ]

    Um I have an Idea....

Go make a Storm/Psychic defender and play on the main public servers.

That will give you and all the other developers a quick view of what you are hearing about defenders.

In fact try to get in a task force of somekind....that will really let you see what the defender community is refering too...very quickly.

Of this i know too well.

Make sure the players dont know who you are either...or else the experience wont be very helpful.

Oh and make sure you appologize for your powers when you have to......other wise you wont stay in the groups long enough to hear people give you orders...and tell you not to use certain powers.

And also dont quit....play the entire task force if you can...no matter how many times you die.

Thats just a suggestion....infact keep the defender just online and see how many tells you get asking if you can heal or bubble people....
If they ask for your help make sure to tell them you cant heal very well or bubble....and see if they still want you.

Thats my suggestions for you Statesman and the developers.....that should give you some nice information to help you.

When my real life friend complained about the difficulty of the mission by e-mail, he was told that he should have more people in the group or that he should talk to members of his supergroup to get help on the mission. He was also told that door missions need a minimum of 5 people now. This is the kind of attitude that led us to leave Everquest and if it continues we will leave City of Heroes.

Stop the missions with disarm x number of bombs simulataneously. This contradicts your published statements in the manual regarding being able to solo and is false advertising.

Stop tailoring the game toward uber supergroups and adrenalin-addicted teenagers. Remember us older adults who are casual players who do have a life.

    [/ QUOTE ]
I don't know who told you that you need a minimum of 5 people for door missions, but they don't have any idea what they are talking about. I play probably 90% of the game solo, on all kinds of ATs, all kinds of powersets. The lower levels on all of them can be a real challenge, but they are doable. The only time I team is TFs and AVs, either my own or my SG mates. It is easier for me at this point, since my main is an INV/SS tank, but it wasn't easy at lower levels.

A couple of people on our SG duo constantly. They create the characters together, then take them through the entire game. They do most of the AVs with the 2 of them, and have done most of the TFs with just the 2. And they have done it with a couple of different sets of characters. (They do hate the Hollows, but they love Striga Island.)

You are an Ill controller, which means that from 32 on, you won't need teammates anymore, but you don't say what your teammates are. When you are taking on large numbers of mobs in missions, a tank is really useful. If you have one, then you may want to look at your tactics, and double check your difficulty settings.

    [/ QUOTE ]

Actualy there are number of missions that require a certain number of people to complete them. Normally they say in the mission text now, but some of them still do not.

If you have played 90% of this game solo you would know this.

Your statement sounds more like you sat in a wolves mission too long or where on hydra killing teams alot, so you didnt actually play this game.

Also for your information an illusion controller could solo starting as low as they want

They dont need phantoms to be great, infact people who rely too much on pets die alot or sit around at level 50 and do nothing but hamidon raids, because they are too weak to do anything else.
  8. I have one suggestion....

That Epic Power a controller can get from t he Psychic Epic Power pool that is described as giving you 90 seconds of resistance to holds and knock downs and imobolization and psionic defence.

How about make it last as long as the scrapper super reflexes power that does the same thing and make it so it recharges about as fast.

Right now i think it lasts 40 seconds not 90 and it recharge is slower then tar...even with recharge enhancements you cant keep it up very well.

I personally dont think increasing its duration or making it recharge faster would over balance the game.

Right now its not that great..since it wont be there when you need it very much.

Anywise thats just a suggestion i have.
  9. So um...are you ever going to remove the accuracy penalty from group flight..or just leave it the gimped power it is.
I would really like to use it as a combat aid for my team, instead of a power i get laughed at for using or told to turn off.

Also are you going to fix Invisibilty and Superior Invisibilty or just leave it so only two stealth powers which use practically no energy and have no real penalties will work better.
You know i like these Invisibilty powers, but it seems the higher level i get the more things see me with Invisibilty.
I thought wow maybe they would give a good defense bonus..., but they give less then stealth, and it looks like everyhting targets me first, even if i dont attack.

    So anywise...just some questions.....
  10. I personally like turning on Invisibilty going in fairly close and using spectral wounds on some target.

As long as I do not attack again while something is facing me, and as long as I use an un-noticable power like spectral wounds or blind, then i can take any target i choose.

Some people like using sniper shots and things...and cant understand why everything sees the shot and goes after them.....well gee a big lightning bolt is noticable so is a huge shot of energy.(High level things are not fooled by those things)

Hate to say it...But.... some powers are lame for pulling.

Anywise...pulling tsomething requires that your group is not idiots and trying to run up or help shoot....but are the types who will wait for you to return.

Every bad pull i have ever had was due to some idiot tanker/scrapper/blaster/defender who wanted to try helping.

Or worse they try to pull as well....

I tell you some people cant pull worth beans.
They think they can..but make bad pulls alot.

And when someone like myself shows up...who can pull anything including that boss from the middle of a group to another area....these bad pullers go so far as to sabotage pulls.

Like the one player who must have been miffed becasue i could take any mob i wanted singly and bring it to the group. So what does he do...he follows me and attacks as well, or follows and gets in the way.

By the way....this is off topic...but here is a secret.....
You want to beat a sniper with invisibilty.....it does not take only one invisibilty for these bad boys....its takes two....in my case i use superior invisibility and Group invisibilty which can be used at the same time(Illusion controller powers).

Anywise, I am considered by alot of people as an incredible puller.

By like you post said all it takes is a little knowledge about the mobs and a bit of knowledge about you powers.

    And for whats its worth:
What they say isnt imporatnt, as that just makes them turn, its what they see thats important i find.

I have run too many missions while invisible...and mobs litterally say things to me...but wont attack....they just turn towards me.

Oh and nother little thing off topic but useful for an elite puller.......
the only things that foil stealth, invisbility and intangibilty....I mean make it so the powers dont work....
There are two items...both are destroyable...and sometimes in a mission.
One is called a Ward the other is a Detector.
If one of these is in a mission, then those powers i listed even though you might have them going...wont work.

Never seen one...then you either where power leveled or you have not gotten to 25th level.

NOTES: The "solo controller" according to the press. Why, because they get a few damage focused attacks and an extra pet. They trade a lot of control for those things though. Still they're easier to solo pre-32 and post-32 they're good.

    [/ QUOTE ]

I personally would not use this build...I find my Illusion/Empath far more effective, with my recovery aura and regeneration aura.

But then again I also use superior Invisibility and Group Invisibility, becasue 2 minutes does not cut the mustard, and slotting group invisibilty is a waste of slots for the end game.

Whilei was in Steel Canyon while my server was still up, every so often i woud get one of the Boss Eyeballs...it was colored orange on its iris not bue like the minion ones.

Are you paying off any debt?

    [/ QUOTE ]

no i am not paying off debt.

Like i said I raised peoplealot of people...and after i raised 3 of my team mates i noticed when i looed at my badges that the guage on one raised it was described as ???...so i was not sure what it was.

After raising 4 mor times I confirmed my raising was causing the meter to go up.

I also healedalot, but there was no meter showing on the healing badge which is also displayed...but is not completed.

I noticed badges you start working onare shown but unless the picture is an actual badge picture then you get a question mark picture and usualy a name.

    Soanywise i hope that helps.
  14. Oh yeah and the ones i fought where located south of the Tram in skyway. Under the over passes about where that run down building is.

They where level 14s....pretty easy too...the eyeballs at higher levels must definately be a pain to tackle.
  15. No the Rez count i have is to a badge labled ???

and the healing badge has no meter what so ever, its just sitting there with the question mark symbol for the badge becasue i am working on it I am guessing.

I only noticed the ??? ones meter going up becasue i was in terra Volta and had to Rez some people alot.

I think i just got through doing about 50+ REZs.
  16. Quick note to everyone on this post or reading it....I looked at the site but did not see this listed.

II have this unknown badge i my listing rigt now that is building up via a meter...the meter is going up every time i rez someone...not by much though.

So I am assuming this is a badge for doing lots of REZs.

Also I am guessing if you kill a bunch of the dimensional beings all over like the Soldiers of Rularuu then I assume you will also get a badge.

Anywise noticed these two things where not listed.
