I make a plan to 50, but in no particular order, just seeing how the powers I want, slotted like I typically do, will work out in the final thing.
Then, I play up to around 25 picking stuff as I feel I need it. I'll usually make a plan for the next ten levels based on how the first 25 felt. I might drop powers I was planning, I might even respec the character.
I usually only stick to a plan once I get in the 40s. It's important that I not put a slot in the wrong place then. Respecs aren't confusing to me at lower levels, but the closer to 50 they get, the more they confuse me and I screw up.
I have decided not to play a toon based on how it looks in Mids. I've also chosen some to play that way. My katana/wp, my favorite toon, was chosen once I saw how she worked in Mids. I've recently made a electric/inv, katana/dark, and fire/electric based on how they seemed in Mids.
I use Mids to plan, but my plan is very dynamic. I often level without checking it, but am more likely to consult my plan if I've levelled several times that day or I'm placing slots. -

And yeah, like you say, you have to learn to deal with the kb in a team. I guess that's what I haven't mastered and I've only teamed with one who has. And, yeah, he rocked.
EDIT - Beowulf2010, yes, he shouldn't slot powerthrust unless he considers it a party game to see how many feet he can chuck a mob.
AND - Silverado, I agree. Ice/ice is what I'd suggest. It could also be considered a controller in training. -
Eh, I've gotta disagree. I find the dynamics of Energy^2 to be really complex due to the kb of the primary and the heavy melee of the secondary.
Archery is liked by a lot of people and I've always thought it was simple. It doesn't hold my interest past the low 20s, and I hate the redraw, but it's simple. AR is also simple, but I've played it enough I can't recommend it. -
Yeah, always take the first two attacks when you're a blaster these days. Defiance 2.0 allows us to fire them no matter what kind of mezzed we are.
I can't get my head around the build w/o it being in Mids. But I'd definitely put Stamina right at 20. You will get exemplared down, playing Positron TF or whatever, and with it at 24 you'll be bogged down.
Hasten at 49 strikes me as odd. Isn't this a leveling build? I think you'd miss Hasten all the way to 49 more than you'd miss shifting some things back early on. I don't recall, but I think my 22 electric^2 [currently stalled, being a marketer] isn't the fastest thing. I'm not sure if I do run Hasten with him. -
My first thought is that the best way to survive for a person who doubts their technique would be to go mostly single target. Ice/ has lots of control, and for melee mitigation there's /energy.
But, really, thinking about that combo seems like a very strange and complex setup.
I think you should pick anything and just learn. Faceplanting is pretty well expected on low level blasters. My most fun is fire/ice [but I only take build-up and shiver from ice]. But it's an aggro pig. I use bouncing around with CJ as mitigation, and saying "Help! Too Much Aggro!"
But, ST and target through the tank will keep you alive. That and 3+ controllers on the team. -
I haven't gotten any other AT to 50. I've got my old gal, Ink Girl from Liberty, now parked on Virtue, a MA/Inv and my new favorite, Trixi Chalk, Katana/WP on Freedom. Both just floated up to 50 without me really fretting about it.
I might have a blaster I can get to 50 fairly soon, maybe.
I make scrapper alts all the time. I'm enjoying a BS/SR and Katana/DA right now. Both are in the low 20s. Dusting off a 23 Claw/Electric. And I'm really thinking about the odd pairing of Dark/Electric. Plus, recently deleted a Tank in the 20s, a WP/Electric and remade her as a Electric/Inv scrap.
Ah, I have more. But I've ditched all my spines for now until I can think of a concept. Also, I'm so sick of the sound of Quills being spammed in WW. Almost as bad as I'm sick of the sound of Burst on AR.
I'll make everything except maybe /Fire and probably Spine/. Or, just as a challenge, I might make a Spine/Fire...uh...but why. -
I personally think the Scrapper ancillary pools suck, but I'll get PP if I need to, but I never have. The normal pools are full of good stuff, better than the epics.
It's your choice on the Numinas. If your toon is parked, why not gut it if you're not going to play it. Not sure what I'd do. -

I tend to slot Aegis in the resists. I do the Eradx3 and Cleaving Blowx3 more than I do the Slugfest/Fisticuff thing, but I have done that.
And, though I do slot PP for health, usually just two generi-heal and two generi-endmod, I consider it more important for endmod than health. Heck, its only 20% base regen. I can get that as a bonus all over the place. Slotted with two 50 generi-endmod you get 22% recovery. That rocks.
But, the build is great. If leveling, I'd always take parry asap. Maybe try to get Stamina below 25 if you do TFs often. -
Nice and quick considering the level chop off keeping us from our Tier 9s. And such good groupings and lockdown, it's just a shame I didn't have Full Auto.
I've gotta say though, I was reminded why I don't play that AR blaster. I hate to shelve a 41, but I just don't dig AR anymore and I can't stand the sound of burst. -

Get on Virtue. Around 10 at night go to Pocket-D, upstairs at the lounge blueside, there should be a whole gaggle of RPers.

Timeshadow mentioned the Friends list. I'll have to mentioned Notes.
For each player there is a note you can assign and a 1 to 5 stars. You can set it so the starrs will always show over their head or only mouseover.
And this is key, it's on all their toons. So, I might give a guy three stars and say "Tries to tank his AR blaster. Won't listen." Then a week later I see a illusion/storm controller with stars and check the note, it's him. I might want to team with him for a laugh, but not if I'm really wanting to play the game right.
I five star people I work with often. It's weird when someone does the equivalent to you. I have over 30 alts and then when I'm on as some random toon of mine someone might say, "Hey, Posty." Actually, that's only happened once, when I had a fresh toon ready to go into the sewers.
Oh, but if you want the WoW experience, you could make a short shield/axe tank dressed like a dwarf, take no travel powers and run around The Hollows for hours. [I'm assuming WoW still has travel issues, otherwise, like, nevermind.] -

I also consider SC more dangerous to be in for a low level than the run through PI. If you stay on the centerline only snipers are going to get you, and since there is no one-shot in the game, you'll take 1100 damage and still be running. -

I've never seen one, but it would be solid.
Probably only concept keeps people from doing it. I don't see any synergy-conflicts.
You'll probably have to read up on each powerset separately.
In fact, this sounds really good. I'm about to delete a toon and remake it as a different AT, this could fit pretty well. Thanks for the idea. -

Primary - I'd take everything but the taunt and Jacob. I've heard that it's hard to aim, but I wouldn't know.
Secondary - All but the 38.
I tried to make a sapper with an electric^2 blaster and it really doesn't work too well. By the time they have no end they have no health either. -

If you throw some taunt into RttC, doesn't that help? I made a WP/Elec and she held aggro well, but I did "fight backward" facing the squishies and taunting the badguys off them. Though I also faceplanted often.
I didn't want to mention stone/stone, which does rock [crap, a pun], because the slow is frustrating.
And, thought late in the game, I think it's Salt Crystals? An AoE sleep, is a good aggro pig for you. Though that won't help at all when levelling, but it's good lockdown for a AoE smacko. Salt+Burn, har har har. -

I assume you're asking how to store Inf because you've hit the 2b cap.
- Bid on things that can't exist such as Level 53 TOs.
- Make other toons to just hold money, though, getting these toons to around 20 will get enough slots that they can become marketers pretty well. And, as said, it's super easy to make money in this game once you have money.
- Make/Buy an SG and store cash in the form of Enhancements in racks you buy. Some investments are very safe. In fact, you'll accidentally make money this way.
[When posting keep it simple. It's not like we're all 14-year-olds, but sometimes the big words make me go "uh, words...words...hmm."]
If you're on Freedom, give me a shout. You need to start teaming, it is very fun. -
For "Sony's My First Tank" take a WP/Something. Damage will be lacking. You are not a scrapper. I think the ultimate training wheels Tank would be a WP/Electric, but you'll have trouble holding aggro w/o Taunt, which is not a bad thing really. But you'll never worry about endurance and Rise to the Challenge is one of the best powers in the game.
Others will know more about tanks, and there is the tank forum here. I don't play them because of the responsibility to the team that is inherent in the AT choice. Also, I suck at tanking. -
A few things I thought about when I read other people's tips.
- At level 6, anywhere the Green Line can take you will kill you dead in seconds.
- It's an easy jog through Perigrine Island, if you stay on the road centerline and no one's ambush was left lying around, to get to Fire Base Zulu and buy a Raptor Pack for 10k. I do this ASAP on any toon I make. Remeber though, PI is level 45+, so don't go peeking at the giant demons, etc, in the parking lots or you'll be toast.
- Some of the temporary powers you can buy are also really swank. If you have the means, I highly recommend Backup Radio, which is just plain cool.
- You can select the tank, or some other melee, and you will target their target. If you keep to single target attacks after they land the first blow, it's rare the enemy will aggro onto you instead. But, if you're a AoE freak, I'd make a bind that says "Help! Too much Aggro!!!" Which, actually, I do.
- Make money. The game gets much easier when you can enhance your powers well.

At one point they said it was very hard to do, so probably next year.
After all, merging the markets is impossible, and we get it next month. -
Though lower population servers might not even have the population of one zone of a high populaiton server, you can only team with 8 at a time anyway.
When you can't find people, you start playing missions, inside a cave/warehouse/etc. And then no one can find you. But if both of you are in the same SG or on a channel, they can hear you.
I don't know much about the EU servers, but there are two huge ones on the US side.
