PB's have some decent tools & with the right build could hold their own. The thing with a PB is it suffers from a lack of a second big hitter in a similar way to super strength (Incandescant Strike and Knockout Blow).

You get lightform up half the time, perma dullpain, at least 35% resistance to everything apart from psi and toxic and a 50% heal every 20 seconds. Which sounds pretty nice.
Edit: Basically it would be a very survivable scrapper with no criticals or mez protection but does have the advantage of energy damage.
