Both of these have a high damage, short activation, single target attack chain which is what you want for PvP. Ice is more suited to duels and Fire more suited to team fights.
Its very important to take fitness (for stamina & unsuppressed movement), leaping (for acrobatics to prevent knockback), and speed (for hasten and ss). Then PvP blasters take either medicine, concealment, or leadership (only for for team matches) as their final pool. Taking aim and build up as soon as possible is vital for both pve as well as slotting 2 accuracies in each attack. When PvPing always remember inspirations (especially break frees) & dont stand still.
There are plenty of posts regarding ice/energy builds and fire is very similar just swapping fire blast, fire ball, and blaze for ice blast, ice bolt, and bitter ice blast.
Ice/Elec is also worth mentioning as an alternative, very good in sirens & the end drain from the melee moves is very good & sounds much cooler than energy melee
