Who rez'd this dinosaur of a thread?
At this point, yes people still use AE. Most of them are STILL farmers, the last nerf, custom critter, xp etc. hurt the RP community more, and still the farmers are the prevailing community. Farmers using custom critters were pretty much doing it wrong even in the begginings of the AE buzz.
Is this feature a failure for its intended purpose?
I would say yes, there are NOT a signifigant percentage of the RP community using it, is it a complete failure? No. Plain and simple, although I beleive it is a failure for its intended purpose, it is not without hope or fixing.
Is this feature an economic failure?
Quite simply, as it stands now, yes it is. Ouro receives more use then this does, simply becuase of its ability to allow people to get places relatively fast. Cimerora is incomplete, and is said to be in the works and up for expansion, and it receives large amounts more play then AE; which took up more time, and therefore money. Simply stated, it is, by most comparisons, a failure.
Stating that something is a failure is nothing really. It is a state which is easily changes and is constantly adapting to the time. Something can go from failure to success in the drop of a hat. Getting insulted over the truth of something being a failure is pretty stupid.
PvP is most likely one of the largest failures in this game, and, shoot me, its my favorite part. The devs have, prolly put more time into pvp zones, rules and revamps etc, then any other currently existing minority, and only to see the pvp community shrink in response to their changes. -

I have 20+ Blessing KB ios, market pvp hoarding is awesome, so thats not a problem.

The build is fine.
But in most pvp scenarios, it just won't be viable enough to stick. Even with the survivability, you are going to be running you're end into the ground without the help of the plentiful therms and elec toons.
You REALLY want to avoid Total Focus if you want to try to zone pvp, Shout + TF is a big "AS ME PLZ" Sticker. With the current build, I would suggest dropping it for conserve power, seeing as how it looks like you sorely need the end help.
The build will run you for a good 3.5-4.5 bil.
Switch Shriek and scream slottings, shriek is used most, so it deserves the most procs.
The build is horrible in this aspect. Screech is insanely useful, not having power boost in this build is comparable to not having it on a earth/energy dom. However redundant you think it is, a near-6 second stun coming from a blaster, is in most cases, 3-500 bonus points before most can react. Drop assualt, get man. slot a karma in it, drop veng, get PB.
Also, a thing, Power Boost is a pvp utility of life, it boosts many things besides mez's, it boosts run speed, which in zones, is nearly invaluable. It boosts ToHit, and using only tactics, its comparable to having a kismet slotted every time you hit it. -

I would also personally drop Flash for Snow and forget about the cheap purp bonuses and add those slots onto health for more HP and recovery but that, like a lot of other things is personal preference.
Flash Freeze is occasionally useful coming out of hiber, the placate proc firing is a bonus. Either way, my use of either power is limited in the first place.

I normally prioritize enemies by those running towards me, not away so the 1st is the one I have the most range in.
My first attack has 66% acc, second and third have 113% acc, adding tactics and the oft up PB, most of my attacks are ranging at 155% Chance to Hit PvE wise, If Acc is a problem in a fight, I often enough have the ability to chain PB+BU+Aim+PB for about 45 seconds of high tohit. From my experience in zones with this build, I consistently roll high 60-mid 70s against retsu and elude.
Is more particularly needed or is it more of a waste at this point?
Counter-Intuitive to a sonic/'s style of play. 3.3 second animation kills off alot of damage when you see the -res that gets factored in. Also Melee tends to be a place I avoid, hence the extreme slotting for + range in my attacks. -

Dear Greystar guy, I don't know you what so ever.
Killing 2-3 people, every 5 min, over the course of an hour is 24-36 chances an hour. This is, over my normal PvP period, 96 - 144. I average 1 drop at this rate once per session. -
