It wouldn't solve anything. If you're hurt and you complain about what hurt you, not complaining wouldn't take the pain away nor would it remove the danger of getting hurt again in a similar situation.

You forgot to mention Purple Sets. Purple IO sets are very rare IOs that follow their own rules. The Set Bonuses of Purple Sets never shut off due to exemplaring more than three levels lower than the level of the IOs (which are level 50). -

Why not Dark/Dark/Dark ... the classic D3? Crowd control, a nice heal (two if you count the pet), AoE rez and other goodies.

When it comes to a monitor I'd say anything below 23" is too small. Actually 24" seems to be small when I look at it. Check out the LG Flatron W2453TQ or the Samsung SyncMaster P2450H. -

Also, his shopping list has a "heat pipe direct contact" heat sink that I think gets physically glued to the processor using the thermal bonding compound. What are your thoughts on that? Necessary? Overkill? Pain-in-the-butt to do?

Video Cards:
What you see is a Radeon HD 5850 in one build and a Radeon HD 5770 in the other.
I could give you the technical specs, if you want to. The short version is that the HD 5850 is better, roughly giving 20% more performance in terms of fps. The HD 58xx family is a little overpriced, because ATI has difficulties to fulfill the market demand. The HD 5770 is a good mid-segment card and offers good value for its price. It is roughly on par with the nVidia GTS 250. I don't think I would buy a HD 5850 myself. For a few more dollars you can get the HD 5870 and that's a really good card. Or you buy the cheaper HD 5770 and wait a few months to buy the next generation video card. Chances aren't bad that we'll see the release of the HD 6xxx family late fall this year.
CPU:
Here we have an Intel Core i5-750 @ 2.67GHz in one build and an Intel Core i7-860 @2.8 GHz in the other. Both are LGA 1156 processors. The Core i7-860 offers roughly 10% more performance and is the better processor. The Core i5-750 is still ok.
CPU-Cooler:
Try to get a Scythe Mugen 2 Rev. B. It's cheaper and better than either of the Cooler Masters listed.
Both builds are ok. I'd change some things here and there, but it's largely about personal preferences and opinion. -

Basic IOs have better numbers than SOs at L35+ and they never decay. But other than that you can treat them like SOs (max 3 of a kind in one power).
Bonuses from set IOs are global. So if you slot 4 xyz for +5% recharge that is +5% to all your powers and it is active all the time.

Some of the stuff that was already mentioned, plus
dynamic environment wherever possible,
a borderless world (no war walls, no height cap),
underwater action,
player vehicles (sports cars, jets, sub),
player housing (could be a nice money sink, too),
one currency (and not influence, infamy, prestige, brainstorms, tickets, merits and whatnot),
more of the good stuff we already have. -

Tier 1 for Fire Mastery is Fire Blast, for Psionic Mastery it is Mental Blast. Fire Blast does a little more damage and looks better imho, Mental Blast has -recharge.
Tier 2 for Fire is Fire Ball, for Psi it's Indomitable Will. Fire Ball is a nice looking AoE attack. With Containment and Fulcrum Shift this is nice to have. Indomitable Will gives mez protection and psi resistance and can be made perma with some effort. Very nice.
Tier 3 are the shields for both Fire and Psi. Numbers are the same for smash/lethel, Fire has additional fire and cold resistance, Psi has some psi resistance. Mind over Body is much less intrusive to your costume than Fire Shield, btw.
Tier 4 for Fire is Rise of the Phoenix. Looks nice but it's just a self rez. There are inspirations for that. Psi gets World of Confusion which has a very small AoE radius. But even if you don't like confusion powers it might be worth it, to take it as a mule to slot some confusion IOs in here.
Tier 5 for Fire is Consume, which is a bit redundant if you have Transference. Psi gets Psionic Tornado which is a nice AoE attack combined with some KB.
Noteworthy powers for Fire are tier 2 and 3 (for a Fire/Kin and only imho) and for Psi tier 2, 3, 4 and 5. Psionic Mastery gives you more options, more stuff to play with. Fire looks a little better imho and fits thematically better.
