Barracuda's Strike Force

Tuesday, February 8 at 9pm Central
Just as with last week, i'll be running the Strike Target of the Week. This Tuesday's run will be Barracuda's version for Villains, Rogues, and Vigilantes. With that said, i'd like to have a mix of ATs but the overall aim is to have fun.
Six spots are available for sign-up on a first come, first served basis. I will begin forming 15 minutes prior and will fill any remaining spots with others beginning 10 minutes prior. If you are interested in reserving a spot, please respond here so that I may update the list. Again, spots may go quickly but there may be several others running the Strike Target of the Week in case you miss this run. I will also run a Dr. Kahn later in the week.

Tonight is all about the objectives, so it is a speed run. Just how much of a speed run will depend on our team makeup.

From my experience, Dart Burst has been the better power. It has a shorter activation time, shorter recharge time, does more damage per activation, and costs less endurance. Even if one factors in enemy resists to lethal/toxic, Dart Burst can be cycled more efficiently to suit your needs if damage output is your concern.
As far as the benefits of -Regen versus the -Recharge, I can only say that the -Regen is not as helpful overall as the -Recharge (but i'd just recommend having Mental Blast for any emergency Psionic Damage/-Recharge needs). YMMV. -

I recommend The Wave Pro Keyboard and Mouse combo from Logitech. I've had it for 5 months and have never been happier with a Mouse/Keyboard combo.

Just a couple tips to consider:
It's not the toggles from the Widows that hog endurance; it's the attacks themselves. Training: Maneuvers costs the same amount of endurance as the shields/armors in other melee secondaries (0.21 EPS). Again, that's the Maneuvers in your Secondary and not the Power Pool version. Most attacks in the Widow path, however, do high damage and thus have a higher corresponding endurance and recharge to offset the damage than early attacks in some other sets.
As far as leveling is concerned, I think it helps to build to your strengths (good damage) and remember that most defense-based melee sets are risky early on because good defense doesn't come until the mid-later levels. With that being the case though, pick up your defense powers and be sure to slot your attacks for damage to make the most of their endurance costs.
Another thing to remember is that you won't have to use up those early slots for Fitness Pool once Issue 19 goes live. If you can live without it for now and slot some Endurance Reduction, you'll find it all the more rewarding to actually get to pick other powers instead of the Fitness Pool.
I'd recommend Combat Training: Offense (Passive +Accuracy, ToHit Debuff Res) for use before level 24 (you can use the mandatory Respec to drop it at that time if you want) to offset any accuracy woes and just slotting some Endurance Reduction in your attacks wherever you would have slotted Accuracy.
Combat Training: Accuracy will also help you with ToHit debuffs, which happens a lot when you face early Circle of Thorns Spectrals. -
You may have gotten one of the worst A-Merit Rolls Ever, but my very first A-Merit Roll got me 3 LotG: 7.5% and two negligible recipes. It was enough to bias me towards rolling for all of my characters under level 35. Whatever isn't worth keeping can at least help fill the Mid-level market with goods.

I'll comment on the Earth/Fire Dom as I have greater experience with the combination. I think others have covered most of your specific questions though.
Before IOs:
You will likely face some early leveling woes if you recklessly spam the wonderful AOE soft-controls in Earth Assualt, especially if you make the classic error of opening with an AOE Immob. With that said, Earth Control promotes careful consideration and breaking line-of-sight to lay down Earthquakes and Quicksand on groups. When teaming, allies will cheer as they rarely miss their targets due to the sheer awesomeness of the -Defense of Earth Control. Earth Control is *always* bringing something to the team, even when the mez magnitude is not enough.
As for bringing enough -Defense to beat Elude and MoG, Quicksand is available so often that double-stacking for a particularly defense-heavy group isn't unreasonable even with SO-slotting. Combine that with the amounts of -Defense from Earthquake to overcome any targets that somehow managed not to be mezzed in the first place.
After IOs:
If you consider slotting for high recharge, you will witness a decent soloist and an amazing team AT Combo transform into a ridiculous instrument of molten devastation. There is much joy to be found in Fire Breath especially as it is already a moderate damage cone. I imagine some folks like Combustion. I don't know these people though as I tend to use this AT combination for a ranged wave of destruction. I can currently machinegun Fire Blast + Flares with a damage proc at a rate that sometimes leads me to forget about Blaze. And then I remember Blaze. And then I am out of targets.
When it comes to melee on my Earth/Fire, I remember my highly-resistant rock pet that is impervious to Psionic damage and likes to punch my enemies in the face. He also helps grab the aggro when necessary and sometimes even when you don't ask him to. He's a go-getter.
If you decide to add the Fire APP, Quicksand + Earthquake + Rain of Fire + Fireball + Breath of Fire = a lot of things for your character to do whilst you cackle like a pyromaniac and your enemies fail their saving throw versus The Apocalypse.
Of course, I ultimately took a Respec into the the Ice Mastery APP because Sleet promotes the spirit-crushing juxtaposition of covering someone in ice and setting them ablaze. It reminds me of Christmas. -
Thanks for posting this info. I had actually forgotten some of the details about which EATs had been hinted at earlier and which ones simply fell out of development. I'll be interested in seeing when concepts like the BotBS get another look.

I've honestly been trying to get into stalkers, but the only thing that can keep me interested in leveling a stalker over a Scrapper is to find unique circumstances that make being a stalker more rewarding than using a similar set on an AT with great HP potential and AoE damage (overall).
I like the idea of toggling Cloak of Fear combined with an Assassin's Strike to really make an entrance. Even Repulse has entertained me as a potential Panic Button power that is unique for a melee character. I'm not sure if my love of stalkers will rival its biggest fans, but I will continue to try to embrace the AT. -
I may have overlooked this answer, but does anyone know if /Dark stalkers with Oppressive Gloom toggled on can regain Hide status while the power is actively affecting a group?
If so, does placate auto-suppress the effect of the power?
I'm curious about the way these toggles work for stalkers and I don't know anyone with a /Dark stalker to comment. -
While I throw suppport behind only reserving A-Merit Direct purchases for level 50 characters, I admit to *still* rolling A-Merits on my level 50s rather than buying outright. At the present, I have always made enough money through the A-Merit random rolls to recoup the 20 million + 1 hour of playtime spent earning story arc merits. In fact, my very first A-Merit roll: 1 Trap of the Hunter, 1 Teleport Stealth, and 3 (yes, 3) Luck of the Gambler: 7.5%.
My anecdotal bliss would suggest rolling like there is no tomorrow with level-locked characters at 20, 30, and 35 though. -

Yes. Seriously. Because it is a healthy business practice that encourages the longevity of the game.
*You* have personal opinions about the leveling journey in Paragon and the Rogue Isles just as any veteran player may have experienced. However, not everyone has the same playing experience. Some enjoy the earlier story arcs and the early task forces/strike forces. New players should at least be encouraged to try these for themselves. Plus, they would have an incentive to do so.
It makes little sense for a new player just entering Paragon City or the Rogue Isles from another dimension to be immediately given access to Archetypes that are tied directly to storylines in the Primal Earth dimension. Yes, this means new players would "miss out" unless they make a new character (or level that Praetorian-born character to 50 in Primal Earth). But these new players would also not know what/who these archetypes were yet anyway. There should be a learning curve because such archetypes didn't exist in Praetoria. At least allow the game to introduce them to these archetypes before just throwing "unmerited new shiny" at them.
Of course I believe the Devs would still want new players to go through the old content at some point. The content still exists! If the player is new, they haven't played such content before. NBC got away with airing reruns under the banner "If you haven't seen it, it's new to you." This is what makes Praetoria "additional content" and not a mere revamp. It's "more content." If you don't encourage new players to go through content they have yet to experience, you are effectively decreasing their exposure to content.
Also, the first 20 levels shouldn't be a "fast and easy ride" anyway. The *only* people who should be clamoring for a means to a quick route to 20 are the veterans who have already done the 1-20 arcs repeatedly (or bypassed them and yet criticize them anyway). New players will have nothing but Praetoria to compare things to. That's great! They can then offer feedback as to how to improve the earlier story arcs in Paragon. But they can do so from their *own* experiences.
The point to lowering the level to 20 was not just to give access to the V/HEATs away. They would have otherwise just made them available from the start. The point was to get players invested in the story of City of Heroes and then reward these players with archetypes rooted in the lore of the game.
I cringe every time someone suggests throwing out prerequisites simply to ease what they as an individual want, regardless of whether the prerequisites make any sense. This game is filled with Accolades, unlockable contacts, and badges tied to having actually done something at least tangentially related to the reward. I can understand adjusting some of the more laborious requirements like the old Illusionists or Heal badges, but I stand by the idea of having badge requirements.
If all players are encouraged to try all of the story arcs in the game, then all players can have personal experiences from which to make suggestions that can further enhance the game. They can also invest more time in exploring the game so as to avoid burnout from repetition. This can both encourage new players to experience the game for themselves as well as offer newer perspectives as to what the Devs can improve upon. -

I think once the character crosses over the rift and is firmly either hero or villain, epic ATs should unlock. Hopefully, they'll change their decision on this one.
If anything, I think the restriction for new Praetorians who have never started a character in Paragon City or the Rogue Isles at least provides a logical restriction. It also encourages players to begin characters in the Rogue Isles and Paragon City at least once in order to gain an opportunity to experience the respective storylines from their genesis.
If players want access to the VEATs/HEATs *without* ever leveling a character from the start in Paragon City/Rogue Isles, I could see a compromise by granting Praetoria-only characters such access at 50. By the time they reach 50, they would have come into contact with story arcs/task forces that offer exposure to the lore behind the Kheldian War/Arachnos Heirarchy.
Yes, this is a lore-based argument for retaining such a restriction. I think lore-based arguments help reinforce the VEATs/HEATs as "Epic" in that they expand upon lore and are deeply invested in the storyline of the game. Keep in mind that this would only be a restriction for people who haven't played through the 1-20 storyline of the city prior to GR. -
