Hi Nippy,
Yes, there are tens of thousands of new players. The best AT is controller and try to put all your power choices in the pool powers and secondaries. Slot brawl and sprint to the max.
The best time to play is Tuesday mornings. Try NOT to do missions (these are boring). Just street sweep purples until you kill one and you'll level every 10 minutes or so (this is an estimate).
Final bit of advice - don't listen to forum types. They'll steer you wrong and make sweeping, generalized statements with little factual value EVERY TIME.

So, who has a praetorian planned? What's your concept?
I'm going with (for now) a dual pistols/dark corruptor who wants to be a good guy. He accidentally ingested "shadow particles" at his day job as a paranormal physicist (true story) and now he can open doorways into the dark dimension and see the evil in mens' actions giving him supernatural abilities to shoot that evil. Of course, he needs to be wearing his shadow particle rebreather or else he reverts to normal old Dr. Dirk Darkle. -
