EDIT: oh nvm I figured it out. you have to press '/bind' before entering that last line. ok I think everything's working now. I'm gonna go on that character later and see if things I've read here help me out. Thanks everyone for the advice. -
Here's the easiest way. When the binds take effect, you will automatically combine insps into breakfree's as you move with WASD. Click both your left and right mousebuttons at the same time to use one of your breakfree's: copy/paste the following strings of text into your chat bar in the game, pressing Enter after each one.

Suppressed value of hide in your build is 2.891%, so you aren't quite reaching softcap.

Yup. Btw it's been generally recommended that you get a ton of kb protection for pvp, though I wouldn't gimp your build for it.

Depending on the character's needs, I go with one of the following: 5 crushing impacts; 6 ToD's; 6 Mako's; or 2 Dam IO's and a Dam/End from a set. I don't find that I need to add accuracy to it if I already have some acc from set bonuses and I use it with buildup anyway.

Are there no temp powers that carry over into the forms? I know things like toggles won't, or powers you would have to click while in the form, but what about stuff like empowerment buffs? Or recovery serum? It just all seems so bogus to me, an easy excuse that lets them not spend the resources to make it work for the least important population in the game.

Electric armor paired with katana or broadsword is absolutely fantastic. With other primaries, I would agree that it's better on a tank or brute because of hp and resistance caps. No mez holes isn't exactly true though. It has no protection against fear and confuse, but you can get some by picking up tactics.
Unlimited endurance, resistance to everything in some form or another, a damage aura, one of the safest crashing-tier 9s, full mez protection with tactics, +rech, massive end drain and slow resistance, good heal and regen... yeah, it's nice. Add in softcapped melee/lethal defense from a sword set and some IO bonuses and you get a massively survivable, high-damage juggernaut. I will probably be writing a katana and ninja blade/electric guide sometime soon. -

Here's a build a guy posted a long time ago which I saved as a good middle-of-the-road build. I modified it a little back then for him. Obviously now fitness is inherent, so you can add in caltrops and kuji-in retsu and one other power pick. The build does have one purple set, Coercive Persuasion, because it is both on the cheaper side and gives 5% ranged defense. This build is pretty good for a mostly non-purple one.

It should be possible without purples/pvps.
Either of the two builds you originally posted is probably going to be too endurance heavy for a protracted AV fight.
The regular portion of the optimal attack chain for electric is:
Chain Induction > Charged Brawl > Jacob's Ladder > Charged Brawl repeat
Sprinkle in Lightning Rod with Build Up when it is up.
The best thing to do, though, is to use the quirks of this combo to pull off free Assassin's Shocks, which will significantly raise your dps. Basically, when Buildup and Lightning Rod both recharge, you do the following:
Cast Waterspout or Caltrops, whichever is up. Activate Buildup. Launch Lightning Rod. Activate Assassin's Shock. The activation time for all of that takes more than is required to put you back in hidden mode, and since none of those things other than AS counts as an "actual" attack by the game, by the time the AS lands you will be back in hidden and will get the full Assassin's Shock. (This assumes you don't get hit during that period, which is why softcapping is important). Every part of that, other than Build Up, is also directly contributing to your dps, so it's not like you're waiting around for hidden or using the activation time of placate. Also, the knockup/down of Water Spout and Lightning Rod will help you pull it off safely. -
Elec/nin is a great choice. In fact, it's one of only two I would make (the other would be spines/nin). Pretty much everything else is better on a scrapper. But electric melee happens to actually be better on a defense based stalker than on any other AT. If you don't want to invest tons of inf, just spend enough to get yourself to the softcap and you'll be golden.

PS. I grabbed the cardiac alpha boost and it helps a lot. If you have endurance completely handled, though, I would go spiritual. -
Charged Brawl is the one that is better. It's got better damage per activation and is better in almost any attack chain.
Thing about the patron pet is, unless you have super-high recharge it won't be up all the time. It is really good for distracting a difficult boss and adding damage though. Also, if you get ambushed while fighting an enemy, it can absorb some of that incoming aggro. It is not a tank, however, so if you let it take all the aggro it will die, obviously. -

I remember that; Castle said basically that it was the intended design for khelds to take the forms, so giving them the mez protection let them not do that and was not something they were willing to do. If the problem with mez protection was that they wanted you to take dwarf, and you want them to give it to people who don't take dwarf, why lock those that took that form out of the power? I don't see the reason for the lockout still.
Anyway, something I forgot, I think it would be extremely helpful for some people if there was an option for an AoE immob that had -kb, for some obvious reasons. -
I responded in the other thread about the two, but I just want to point out here that adding IO bonuses/damage buffs does not let SotW pull ahead, as the base damage per second of activation time on Gambler's Cut is better. You can test this by calculating the dps of both and then doing it again with Build Up on.
