OK, a few things before we begin: here are some relevant notes as to my playstyle, what I find fun, and other stuff.
My playstyle is PvE only, never PvP. I play one character at a time, levelling him from 1 to 50, at which point I permanently shelve him and start a new character. (I am all about the 1-50 journey and enjoying it over and over). I have played since beta and have most of the Vet Badges including Sands of Mu, Nemmy Staff, Blackwand, 5+ Respecs, and Travel Power@ level 6. I have almost unlimited Influence and Infamy from all the years of playing - although I never buy Purples because I never play characters after hitting 50. I often buy LotG's, Numina's, Miracles, the Anti-KD IOs and a +Stealth travel IO - which slotting into SuperSpeed gives PvE invisibility basically.
So, here is the build I came up with. As you can see, I want after as much Recharge as possible. Question: If you already have pets out (Spectral Terrors, Phantom Armies, etc) and you fire it off again before they run out, can you double stack your pets?
Anyways, this has perma-Hasten and perma-Indomitable Will. I skipped Flash since the build was a little tight and the power sucks a bit. After I get Transference I could consider respeccing out of Stamina, which would enable me to pick up three other powers - possibly Flash, Assault, and Tactics. However I do worry that Transference alone may not be enough - although it will be up every seven seconds, so maybe I shouldn't worry about that. If I did get Flash, Assault, and Tactics, I would probably move some slots around, get Basilisk into Flash, drop some EndRedux into Assault and Tactics, and maybe some +ToHit in Tactics.
So, what do you guys think?

I started an Ill/FF and and Ill/Therm, neither is hitting my happy spot. I was wondering if an Ill/Kin is a doable combo - I generally like /kin a lot, I know that having SB and Fulc will get me on teams, and I like the Idea of SiphonSpeed + Haster + IOs making my Holds and other cool powers recharge ultrafast so I can spam em and lock down lots. Not to mention anything that lowers the recharge on Blind is good. Plus any baddie I have locked down becomes a nice anchor for Transfusion and Transference.
The only downside I see to this combo is that I won't be able to take advantage of Containment as much - I have very few damaging attacks, and a lot of my powers (like my Deceive) don't offer Containment.
Edit: I also think I might plan to take Tactics from Leadership and maybe Assault (although FS might make Assault unnecessary.) Might also take Stealth and Grant Invis - not for the powers, but as a place to stick LotGs and RedFortunes. For Epics, I am liking the Psi with IndomWill (Which should be perma-able), Mind over Body, and Psi Tornado - even WoC could be a fun level 49 power.

OK, well that sucks, but oh well, had to check it out.
So what I am hearing (I guess) is due to suppression and what not, if I am rotating 3 quick attacks I should probably but a different proc into each (if at all).
So basically another 5% average recharge, another 5% damage, it basically seems almost pointless to even care.
I guess I will *maybe* throw a FF proc in power if I get a throwaway slot, although I had been considering moving slots to get what I was thinking was closer to 30% - not so much now. Same for the BU.
The only proc I have found that seems to be worth a crap is the Perf Shifter I have in Stam - that thing def helps out the end.
OK, so procs (apart from PerfShift) still suck as much as I thought. KK. -

10% chance of 100% recharge improovement for 5 seconds is on average equal to (maybe) 100% chance of 10% recharge improvement for 5 seconds (although its obviously a lot more bursty.)
Therefor, assuming I use each of the three procced powers every 5 seconds, I should notice an overall boot of around 30% global recharge on average, continously.
If I only used 2 of the 3, that would be an average of 20% extra global recharge.
Applying the same (possibly incorrect logic) to the Decimation proc, a 5% chance of 100% damage boost is equal to a 100% chance of a 5% damage boost (although again, a lot mroe bursty). So I would be comparing the value of an extra 10% global recharge to an extra 5% damage, roughly speaking.
How incorrect is this? -
I have a NRG/NRG blaster that is focused on long range attacks. He currently has a global recharge of 117.5% and a global damage of 21%. He is level 35 right now, and as most of my character are, will be retired once he hits 50. I will post his build below.
My attack chain is three powers: Power Burst, Bolt, and Blast, cycled over and over again. Even though it's only three powers, with my glbal recharge it works. I have each of them filled with 5 Devastations.
I am considering adding a sixth slot to each. Damage is already up to near 100%, Acc is fine, Recharge with all the global recharge I have is not an issue. So I am looking at procs.
There are two procs I am considering. Decimation, 5% chance of BuildUp, of which I would only be able to slot one because it is Unique, and Force Feedback, 10% chance of +100% recharge for 5 Seconds.
Here are my questions.
1) What would be the average effect of slotting 3 FF procs, one each in my attacks, given that I cycle thruogh those attacks every five or seconds? On average, how would that improve my average global recharge over time?
2) What would be the above effect with only 2 FF procs?
3) Is it worth it to consider slotting 2 FF procs and one Decimation proc, or would I be better off with 3 FF procs?
4) If the Decimation proc goes off, does it include the attack it is slotted into for the purposes of boosting damage, or does it only affect the NEXT attack I do?

I'm constantly hearing that the AE was meant for rpers and anyone who cares about story, should care if their story (or any) gives xp equivalent to a regular mission.

I love how they utterly screw over the atrsy types who've been their biggest supporters all along - why should mish writers have to experiment to figure this out? Why can't the devs at least TELL those of you tryiing to be writes in AE when the rules change and in what ways.
Nope, you have to go figure it out for yourselves. Big help, devs, to those who have been supportnig you all along. (Not me, them.) -

Personally I tend to be one of those who say "let 'em play how they want to play", but from the sentiment in this thread it appears I'm in the minority (as usual). And while the Devs seem to be VERY good at listening to player sentiment, they're not so good at saying "ooops!, that didn't work".

Fine by me. Maybe finally at that time people will realize what this is all about, and that you CAN'T force people to act the way *you* want them to, when all they are intersted in is what is fun for THEM - as it should be. -

wow - crickets, eh? I mean I know peeps play mostly at night and on the weekends, but I had hoped that would be enogh people still playing CoX overall that I would find *some* folks on when I am - is this game that low on players?

Let me introduce myself:
-Been playing this game since pre-launch, with a few off periods, but mostly on.
-I have somewhere around 16 or 17 level 50 characters. I am a serial leveller
-Although I usually retire (more or less) characters when they hit 50, I still use my vast reservves of Inf to outfit them with IO sets for max effectiveness
-I don't PvP
-I do MIDS, as well as my own mathmatical analyses of effectiveness - although ultimately I play to have fun - which for me is beating baddies, making good progress to the next level with it's goodies, and not dying in the meanwhile
-I have had extensive experience with blasters, corruptors, brutes, masterminds, stalkers, controllers and defenders. Some experience with tankers and dominators. Very little experience or interest in scrappers, apart from the odd attempt. No experience or interest in Khelds or Soldiers yet.
-I don't hunt badges.
-I pretty much just play the game for two reasons: the fun and glory of successful battle, and the journey of each character from 1 to 50.
-I am farm friendly *if* I get to play and hunt, I find I no longer like to sit in the corner doing nothing - I am in this game to play it.
I am a self-employed computer consultant, so I have a lot of time available to play. Normally I am not available in the evening, since that is when I choose to spend time with my might-as-well-be-my-wife person.
I also play some during the weekend, although I have a paper and pencil RPG I play in all Sunday, and Saturday has chores and whatnot. The best time for me to play are between 10AM and 5PM, Mon-Fri.
EDIT: That's Eastern Time Zone.
And of course, for what it's worth, I have no problem playing ni SG mode - I have over the last several years accumulated all the inf on either side I should ever need.
So, is there enough people left playing in this game on Freedom? And SG's have multiple friendly players active during the day (10-5) on weekdays?

How much health does the average minion, lieutenant, and boss have at level 50? At other levels?

Interesting... by the way, the reason I spend so much on "temp" toons is that 1) I have it and 2) going from 35-50 isn't instant, and I like the feeling of growing power as I go.
Another rude awakening for me perhaps: Again, I keep forgetting that I am staying at range, given that, do Flash Freeze or Snowstorm even make sense?
I assume the 25 foot Radius they both have is vertical as well?
I just don't think I will be in range for them, however, I am loving the idea of Hibernate - I can been in it for up to 30 seconds and with my crazy recharge it will be up every 72 seconds! On the other hand, I have to land before using it or fall. But it amounts to being able to recharge my health and endurance every minute or so - not that I should need to, but still.
Plus Frozen armor is a great place for one of my 5 LotG's.
Perhaps I will take them anyways. Flash freeze is obviously useful, especially soloing or with a well controlled team, and snow storm seems fun.
Or maybe I should get Hoarfrost instead of Snow Storm.

OK, more thoughts:
Even if I drop Drain Psyche and Psychic Shockwave I still get Psychic Scream and even Scare for more mitigation. Comparatively, if I go with Energy Manip for 2ndary, I don't get an ranged damage from the set, but do get a nice Tier 1 defiance power (Power thrust), and get some nice QoL from Power Boost and Boost Range.
Either way, it appears that I have lost both the healing I had been thinking of taking in Aid Self (in order to get the 3 Stealth powers for LotGs) and the Regen I would have gotten from Drain Psyche, since upon reflection I don't plan to be in range most of the time.

I am def getting a stealth proc, I just thought the three stealth power would be useful for holding Luck of the Gamblers for when I get a full set of 5.
Explosive blast seems to have VERY low damage - less than HALF of my weenie blast Power Bolt.
As far as ST target mitigation, I will consider it. I had been hoping that Power Bolt, Blast, and Burst, with their KB would be enough. And then there's Energy Torrent for 2-3 mobs.
Crap on a stick, I just realized that I left out Flight from my quick'n'dirty build, recalculating...
To squeeze in Flight I either have to drop one of the LotGs/Stealth pool power, my snipe, although...
to be honest, again, should I consider not taking Psychic Shockwave? After all, it's use assume I will be in the imddle for a group of mobs, and I plan to be at range. Given that, maybe Drain Psyche is less useful too - it only lasts 30 sec, and even if I get the recharge down that low, that still means I need to swoop into the group every 30 seconds.
Now I am confused again over Mental secondary VS NRG secondary.

Then how about NRG/Mental with Cold for Epic?
I guess I am most worried about losing Power Thrust, really - that would have kept baddies out of melee range while I was mezzed. Still, there's a lot of plus with Mental. Not to mention perhaps freeing up two power slots by maybe not needing Stim/Aid Self.
Edit: Just realized - as a flier, theres little reason for me to take WoC I won't be close enough to them to use it mostly.
Maybe I should take Stealth/Grant Invis/Invis for the ability to LotG them and get my rech speed up?
