So, no, at this point there is absolutely nothing forcing you inside the zone. Wants are not "forced" but choices. -

Yes, origins used to have far more of an impact on gameplay, back in the alpha stage (think I have that in my "guide to the original COH trailer," down in the sig.) They determined how many powers you could take and to what degree you could enhance them (some origins would limit you to - say - 5 powers, but you could develop them quite far, while others would give you 10 but not develop them as much - there were no ATs then, and even power "pools" weren't the same.)
That was scrapped.
However, Origins remain one of four things that are inviolate for a character, that cannot/will not be changed (the others being AT, primary and secondary.) This, I tend to suspect, is a holdover from when it DID have an effect, and is such an integral piece of the character's "foundation" in the database that changing it would be exceptionally difficult and/or have more far-reaching effects than would first appear.
Now, yes, you (OP) didn't ask about changing origins - which is what this answer normally leans to - but that would come into effect with the following.
We've had six years, now, where origins had little to no impact on a character. It's been - barring those who really concentrate on the RP aspect of a character from day 1 - essentially a matter of "pick whatever and move on." Giving them some sort of real impact *now* would affect literally millions of characters in a way completely out of their creators control, and in ways they had no way of predicting. If you want some idea of the reaction this would give, just look at the reaction to ED or, to a lesser extent, the original idea of replacing powers in PPPs and APPs that "few people used." A fundamental change like that would not go over well, even if it "just" affected animation (for instance, the wand mentioned above - with all the arguments against it.) And while ED affected everyone, everyone could still reslot, re-pick powers, etc. - which is not able to be done with origins.

That also isn't likely. NCSoft got burned badly by Tabula Rasa, an Inherently Imbalanced PvE game like City of Heroes. Tabula Rasa quite literally blew up, putting a smoldering crater into NCSoft's financial reports, as it chased after a very vocal PvP minority. NCSoft and Destination Games found out the hardway that the available market of gamers willing to PAY for PvP content in a PvE game was a lot lower than the vocal minority had indicated.
The fallout from Tabula Rasa will probably continue to have a large impact on the future of City of Heroes. NCSoft is likely not going to authorize funds for developing any further PvP content in City of Heroes. Basically, that means that NCSoft isn't going to pay Paragon Studios to work on PvP content, not that Paragon Studios can't work on PvP content.
Rather, NCSoft's reported desire is that they drive the players willing to pay for PvP content to AION and the Guild Wars series, driving players to games that were created and built with PvP play in mind... not added as an afterthought to appease a vocal minority.
TR started out *badly* in the hole, and didn't keep its population. It would have needed - well, Aion's numbers at US/EU launch, and to hold on to those numbers for at least its first year, before it even looked like it was going to pay back what it had consumed.
Contrasting that to the City Of... games, which have been profitable, reasonably consistent population wise (yes, we have the "slow bleed" of a 6 year old game, far better than the "Spike and crash" of TR) and enough of a following (and income) that NC *bought* the title and handed them more money to improve both the team (new offices, huge staff increase from 15 to 60+) and the game. I don't think saying "NC won't fund COH PVP improvements because of TR" is, frankly, any more valid than saying they won't do it because of Auto Assault.
Some PVPers have that attitude you mention. Not all. Well, thankfully, Castle and the rest of the development staff is smarter than that. Castle seems to have a handle on good PvP requiring that the PvP game be different from the PvE game. Issue 13 was a step in the right direction for where PvP play needs to go.
Frankly, they pushed too many changes out there all at once, instead of tweaking just one or two things at a time to see how they'd help. It'd be like someone having problems with their computer and, to fix it, being yanked out of their house, told to move to another state, put in a new house with a completely different system. It doesn't really fix the old issues, and would cause a bit of resentment at being uprooted, wouldn't you think?
The SSK system added another nail to it, quite frankly, at least for the two early PVP zones, by creating an even larger power gap between the lowest and highest tier powers. Before, you didn't have to worry about (say) a Scrapper's Tier9 attacks, or a tank's godmode, until Warburg (unless they ran off, popped it and came back in - which was generally just seen as lame.) Blasters had no nukes, Controllers/Doms had no pets, etc. Now? ugh.
Quite bluntly, they should revert quite a few of the changes, and add to the PVP zone warning - "Yes, the classes are imbalanced. Your solution is to team." The same thing that's been said by PVPers pretty much since i4. However, at this point I'd say what affects development time and resources isn't "NCSoft timidness" or unwillingness to dedicate resources, but the fact the PVP population has been decimated. So many left after I13, it seems there's been a bleed off of more since, and replacement PVPers - having run across the same situation as the OP, where "Hey, my powers don't work the way they used to, WTH?" - aren't around to replace them. -

It was rather hilarious because the only other people in the zone at that time were other farmers (who cheered us on) and one PvPer who quickly realised that 2 x MM is not someone you want to jump into (he lacked teleport foe) especially when one of them can go "meh...here...cool off a while.." and cast detention field, letting the both of us finish off the AV before turning back to the PvPer (see it has it's uses people!).
The only AV we couldn't beat in our awesometastic duo was Statesman thanks to his perma-unstoppable but overall the experience was incredibly fun.
Saying that I did enjoy PvP pre-issue 13, was a casual PvPer and would often take part in the large fights and even some fiteclubbing style things, if it got interupted nobody whinged...the spectators on the other side just nuked the people interupting.
Right, since nobody answered my question before, I'll ask again...
Could the PvP zones stand up on their own two feet if everything PvE was stripped out of them? Seriously, I'm asking this as an honest question, because, surely PvPers would prefer a zone that's entirely PvP focused and yes I do include the pillboxes/heavies of RV in the PvP catergory since they're a PvP mechanic (every FPS/RTS game has control point capture or Domination mode in it these days, makes sense for RV to have the same).
Everything else gets stripped out, non-essential (aka non-baseguard) NPCs are removed, the nukes are taken out of warburg, the shivans taken out of Bloody Bay.
PvPers must want a pure PvP experience surely, one that is unsullied by PvE, people are there for one thing and one thing alone, to PvP, no complaining, no nonsense of badge hunting just pure PvP.
Isn't that what PvPers want though?

Oh, for the OP - have you used the second build? (See any trainer.) That seems to get forgotten a lot.

As far as "all characters on an account," well - where would they price that, reasonably? Some people only have 2-3, perhaps. Then there are people like me with 160+ characters - assuming an even split, that'd be 80 characters on one account. Yeah, it'd be a *huge* bargain for me, admittedly (though I've got enough respecs on most not to need to worry about it,) but what would be fair to everyone involved? -

At one point, people could say they were forced into the PVP zones, yes. Back when the War Zone Liasons were placed inside, and you HAD to speak to them to get them out of your mission list and get your next mission. That was changed early on. Now, there is *absolutely nothing* that prevents you from completely ignoring PVP. Nothing blocks your progress from 1-50. Nothing forces you to risk PVP before you can get a new mission, complete a current mission, complete a task force, etc.

CHoice = Personal decision to put yourself at risk, agreeing to the fact that yes, you CAN be attacked, that someone may attack your character whether you want to PVP or not. You are in a PVP zone. You made that choice to go after whatever is in there, just like your choice to change how your costume looks puts you at Icon. Contrast this with Aion, for instance, where a good part of the content post-20 is in one of three zones (using the Elyos side names) - the Abyss, which is the main war zone at all times, Eltnen, where enemy players can infiltrate via rift and "spy" missions, and Heiron, where higher level enemy players can infiltrate via rift. In fact, some of the "Campaign" quests *require* you to put yourself at risk of PVP before the next quest chain will unlock. The best gear in the game also generally requires you to PVP, requiring Abyss points and medals for fortress raids or defense to purchase.
That's required pvp exposure, not choice. There is nothing even remotely similar in COH, where you can play from 1-50 36 times per server and never see an enemy player (in a situation where they can attack you, that is - obviously you can go into co-op zones.)
So, direct answer?
Yes, you can get them without ever PVPing, if you end up going in when nobody's in the zone. However, don't ***** that someone attacked you or that you have some "right" not to be attacked just because you're doing that. It's a PVP zone, you chose to go in and take that risk. Typical SG base for me:
- Three tables for common IOs, sorted by range. Possibly an "overflow" table, too.
- One for IO sets for everyone. Don't need an IO, outgrew it? Put it there.
- One for personal IO storage (honor system - your name is on it when you put it in, don't take one that isn't yours.)
- 1-2 tables for DOs/SOs.
- Salvage tables for everyone's use.
So, who's paying fees on what *everyone* uses? And why be penalized, past base rent (which everyone, by earning prestige, contributes to) for daring to actually *share* and act as a *group?*
So, no, I don't like your poorly thought out, generally *horrid* suggestion. By the way, The market is not the cornerstone of the game. I don't give a rat's *** if "the market is hurt." I'm more interested in having fun with my friends and SG mates. You don't like that? Tough. -

No, it's a way to penalize people who don't need penalizing. There's already enough "upkeep" in rent. Adding more stupid fees on top of it - when not everyone is rolling in INF - is just idiocy. And really, it's none of your business what I do with my enhancements, salvage, etc. I, personally, prefer to avoid the market as a rule. If I couldn't store a recipe, and couldn't trade it off or whatnot, it'd be vendored - the market isn't losing a *damn* thing from me. Throwing in a - to be blunt - *stupid* INF charge? That'd be irritation enough for me to walk away from the game. So, I go through and put a couple of items into storage. I then don't play that character for a month - I've got a bunch of alts, to begin with, and I go on vacation. The character has, oh, 1.3 million INF. I come back to that character a month later and, what, they have a negative amount? The item disappears? It's unable to be gotten out at all? - yet, of course, still being in storage, it would still cost INF by your "idea."
The big flaw in your idea: You're assuming that everyone has billions of INF. Those who do, wouldn't care. Hell, if it DID start to matter, they can roll more alts and store the items on them, PLing them as they farm, if they do, so they can hold more. Thus getting around your "cap" and doing nothing but hurting the people who AREN'T rolling in INF. -
No, but from prior experience, it would be common enough to be "expected," and frankly, not much fun - and after it DOES become common, expect those merit rewards to get nerfed HARD. Just like... hmmm... the same ones that were abused as speed runs before!

Besides, you have no idea what, or how much, my SGs store. I, for instance, tend to grind out lvl 15 common IOs for new alts and other lowbies. That, of course, is none of your damn business, and no, I shouldn't be penalized for making them. -

Assuming you mean a combat medic as opposed to the civilian red cross organization - you do realize they are, among other things, supposed to be able to provide covering fire and otherwise fight, yes? As well as the fact they have been *specifically targeted* (a feeling I'm sure many Emp/ defenders and controllers can sympathize with) in the past?

More challenging enemies by then? Really? I can't think of any that really remind me of the Knives, or Carnies, or Malta. Yes, you've seen quite a bit of Longbow, Arachnos and the Council, and the COT really kind of peter out (though they do start introducing the succubus,) but "More challenging?" The rogue Vanguard were a rude surprise to many "I'm invincible!" melee folks when they came out and require a change in attitude and technique, for example, where my control-based characters (who have a heck of a time with Cimerorans and the later Arachnos mez protection) went through them with not a care in the world.
I have to ask - how many characters have you gotten through this "grind" on each side? Because it doesn't sound like you've been paying attention to everything else going on there. Now, yes, the "type" of missions aren't widely varied - though you can boil down missions as far as you want. Heck, I could say there are only two types of missions in the game, "Offense" and "Defense," if I wanted to. -
