Could do that or my suggestion of a straight 50% reduction in time to regain Hide status, thus increasing damage that way while (potentially) not making it too uber by shifting the %'s on chance for crits on AoE/PbAoE attacks.
The only times I feel my Stalkers are almost pitiful is against Heros/Archvillain types and certain mobs like Council Warwolfs/Bots. It is annoying when a Brute who is also using a Smash/Lethal attack set takes things out in 1/2 hits with the benefit of Fury (plus typically Rage). -
I just see Ninja's Oni using Rain of Fire while you slap down with Gale (from above!) and Freezing Rain for some serious carnage
Also a nice elemental theme going on too!
Necro also nice for theme (Banished Pantheon!) and Hurricane certainly handy. -
Stone Armour only with granite removed, rooted changed, the looping sounds fixed (which is something they are working on again for all powers) and the auras lowered, then maybe I can see the set being given to stalkers.
But really, please its just not very likely now -

Maybe EndMod/Recharge Reductionsx2 instead of plain recharge IO's for Powersink possible? Gives you alot more endurance gain at only cost of 4 seconds recharge
Again, maybe a Thunderstrike Acc/Dmg/Endurance instead of a pure Acc IO ? Just to flesh it out a bit more?
Seems expensive but should certainly more than do the job of whatever you had in mind -
Ice Melee would require a fair bit of work - a Stalker with a hold pre Patron pool? Ice Patch? Frost? Ugh
Fire Melee wouldn't be popular due to the DoT in Spines messing up Placate, so Fire would suffer the same. It also has zero defensive ability to the player.
Broad Sword? Hmm too slow, too heavy for endurance and it still suffers from the Stalkers lower melee damage modifier.
Never played Mace/Axe so can't comment too much about them - would assume Mace would drop Taunt+Whirling Mace and Axe losing Taunt+Whirling Axe for Placate/AS.Lots of disorient, knockup/knockback at least suggests some added survival/scrapping ability.
Neither fits the Stalker image for me tho :-|
As for Ice Armour? Hypern00b as its tier9? I hope not tbh and theres hardly a demand for protection from cold in the Rogue Isles atm anyway (PvP-ing aside). Fire Armour (graphics would need to be toned down to keep the immersion) would be a better pick for me - IF they kept Fiery Embrace (even reduced its recharge). Tho again, its tier9 is awful, Burn would be needing replaced/changed and the auto power would be just as undesired from a non IO point of view. Hmm maybe it wouldn't be that good either

I'd guess it would be the 'easy' route and using stuff thats already there, so Earth Control for me if the doms get it (which would be really nice as its off the chart hard control).
Secondary (if any) would be really nice to have Electric Assault but Dark Assault is quite likely.

Well as nobodys replied yet heres my quick take on the more obvious flaws.
(fwiw I find WP on Stalkers to be poorly designed in terms of how the powers are listed in order - they make it unreasonably harder to have a typical build compared to all other sets but thats just me)
High Pain Tolerance should have the heal enhancements first and the resistance (if any since the values don't improve by much - special IO's perhaps instead?). Three SO's or 2 standard IO's at level 50 type %'s basically.
Indomitable Will at level 30? I'd always grab this ASAP on any melee toon and the defence values are fairly low when slotting this heavily too.
Mind Over Body and Heightened Senses are also rather too late in the build for my tastes
Having Stealth in here suggests your looking for some PvPing? If not then I'd leave this till much later to help move up more key powers.
Resurgance I'd have two recharges and one end mod in it.
If Mako with two power picks, then I'd drop the (very funny) blast in favour of the Water Spout that will help you more solo (and indeed in PvP and to some extent in teams).
I don't know what level your Stalker is (or indeed if its created yet) but make sure you do both the Atlas Park and Kings Row mayhem missions so you don't have to select two powers for your travel while you level up (assuming you have access to veteran reward respec/game issued free ones ect).

Well one level 40 end mod and about 3 foes+ is rather niceIt may even require fewer slots for the team play than I originally had in mind, so thats a nice surprise.

Is this using standard SO's or normal IO's?
Anyway things I notice are the damage in Divine Avalanche - not something Iv'e ever tried with mine but seems a little wasted.
Health and Stamina should be fine with two slots if using IO's.
Dodge at level 32 instead of Golden Dragonfly is not something I'd advise since this is your best attack and the defence gained from Dodge can wait for now. Take the attack and get it slotted ASAP.
While I've never had any /SR characters above level 10, I'd assume most people would select Evasion come level 35?
Level 38 should be the time to pick the 'God' mode power
At 41 that would leave Dodge or a patron power - if your going Mako then I'd highly recommend the fun Water Spout that can help against foes you fear most/semi tank/panic button. Two or three recharge tops for that - add possibly an endurance reduction as its alot to summon. I'm still unsure about defence debuffs, damage and stun durations on it, maybe someone has numbers for those?
The hold looks good but drop that range for another recharge.
Seems Dodge for me would appear at 47 if your looking to take the team friendly Recall Friend at 49.
Expect some folk to suggest taking Aid Self which will no doubt help but that on such a tight build with these sets loses the fun factor of Mako's powers imho
Whatever you do just don't skip that tier9 attack at level 32
Oh and if your on Union, then look for 'Uzzi' who I consider to be a top notch Stalker and has the same sets as you (he's running a now uber IO +def/+recharge/+max HP/+dmg build costing him 'a fair bit'). -

Well you've kinda made it all rather a moot point by discounting out the top two primaries on the grounds of character concept. If you want pure PvP strength (regardless of player skill, infamy invested and possible buffs from friends) then Energy Melee is the only way, followed by Dark Melee. The rest you can certainly make work but they drop off a fair bit in a contest with heavily IO'd out the wazzoo heroes.
Still if your determined to ignore the top two and the possible 'third best' Spines (and Dual Blades), then I'd flip a coin between Claws for its range and fast animation attacks and Martial Arts and its mix of semi exotic status effects.
At the start of inventions my Claws Stalker had mixed nights in Sirens Call - poor to good with mostly below average/average nights. It was highly dependant on a good team, who could buff me up or debuff the enemy and if there was a second Stalker with ranged abilities it helped greatly. She wasn't and still isn't set for PvP fighting (no extra stealth, not single target exclusive).
My Ninja Blade Stalker has always been pure PvE as well and the one or two times she's gone PvP-ing its been pretty brutal stuff for her as Acrobatics just kills the knockup/knockdown she lives on in PvE. The only time I've seen it getting used with results is with teleport foe and using teleport right after it for ultimate hit n run/cheese.
Willpower I have no experience in PvP with but looking at the numbers and some comments from the Yanks, it seems the 'worst' possible one to PvP in. While it offers protection to nearly anything its all rather low so its probably a case of getting hit often and for quite alot of damage. -
Another handy thing I've noticed is to have stealth or stealth IO so you can get a bit closer to the mob when unleashing the confusing seeds at them.
Once those Single Origins are slotted its almost game over for the mobs
