It's kind of funny that basic capes still require characters reach level 20 to get. You have to remember that when capes first appeared in this game the Devs had spent so much time and effort to get them working that I think they considered them a "great reward". Since capes were these "special" things they decided to make it so that players had to achieve some significant milestone to have them.
In the years since then that whole idea of capes as "special" things has become out-of-date. I wouldn't have any problem with them removing the level 20 requirement, but somehow I don't think it'll happen because they might consider the effort to 'undo' that concept more trouble than it's worth. At this point it would also devalue some of the other Vet award capes and whatnot. *shrugs* -
A more limited option for this is to keybind a SG mode change linked to when you use certain powers. It would at least allow you to change your costume's colors whenever your want (because you can change SG mode at will without any timers involved).
I understand that might not be as "cool" as a full costume change at will, but at least it's doable within the limits of the game. *shrugs* -
I'll always sign these long standing suggestions:
1) Tailors in tutorial zones.
2) Adding a new "plain clothes" costume slot (which would be dedicated for that the way the VEAT uniform slot is)
I'm not necessarily against the idea of having tailors right where you start in the starting city zones (i.e. Atlas Park) but since we already have one in Pocket D (which many people have access to) if they also gave us tailors in the tutorial zones then I think those two together would be enough to cover most people's needs.
I also might as well mention what I want here:
We need to be able to purchase extra costume slots like you can in Champions Online. This game is superior to Champions Online in most ways. But one thing they do better is allow characters to have as many slots as you want at any level. You can have a level 5 character in that game with a dozen costume slots if you wanted.

I think it's cool they were added. Many years ago people quibbled about there not being enough "female enemies" to fight. The Devs always said something to the effect that they just never had the time or resources to add female models to existing enemy groups. Without having to worry about female models they supposedly were able to give us more types of enemies to fight in general.
Well it took 6+ years but it's good they finally got around to "fixing" this.

You can at least do what I did just last night with my main hero badger: I got the Technophobe badge (the new defeat badge for the Praetorian Clockwork) by running one of the updated Ouro arcs with Anti-matter in it. I'm pretty sure you don't need GR to do that.
As for the "Closest to Completion" list I'll also /em raise hand for it. -

The critters in Perez Park range from levels 7-14.
The new "Girlfriends from Hell" may be nasty, but I'd think someone +10 to them could handle it.

IIRC it was a boost to its BASE speed, not its top speed.
They will never make the top speed of Fly close to that of SS or SJ because if they ever did no one would ever use SS or SJ again.
What would be the point?

For all we know they could have fixed the Resolute (75th month Vet) badge problem. In addition to the reused name problem it was also in the wrong position in the /settitle list. For some reason it was showing up between the 48th and 51st month badges.

These kinds of fixes would have likely been made without any patch notes... -
Yeah there were several ways to trick out pseudo-stances via pre-GR emotes.
While I like the "idleposes" we got with GR I was hoping we were going to get a real stance feature.
I suppose Champions Online will always have that one thing better than us. *sigh* -

Well if it were "real" it'd probably weigh several tons at least.

But since it's just a model (likely made with thin plywood and the like) it's probably like half a ton maybe.

I'll just add that since they basically implemented stances as emotes and named the ones we got pretty generically that hopefully we'll get more of them in the future (i.e. stancehero3, stancevillain3, etc.). -

Why on earth they couldn't have made it so that the /settitle indexing numbers players have access to remained fixed forever I'll never know. Internally they could have used their own index and sort them how ever they wanted for themselves. Forcing players to deal with changing badge numbers was just sloppy, lazy programming. *sigh* -

Well Jason is kind of the Xander of this show from the "dumb guy" point of view, but I would say Hoyt fills that slot a bit too. Hoyt's basically the "simple yet loyal good-hearted friend" you can always count on.
Bill is the obvious the Angel of the show.
Eric is the Spike of the show.
Lorena -was- the Drusilla of the show.
Ironically enough in the books there's a character who would be the obvious Willow of the show. Her name is Amelia Broadway and she's literally a witch that for a time lives with Sookie as a roommate in her house. The TV show has yet to introduce that character so I'm not sure if it's fair to mention her here or not.
It's hard to peg who would be the Rupert Giles of the show. I would say Sookie's Gran Adele Stackhouse might have filled that role.
Cordelia Chase is a hard one to cover as well. I'd almost have to say Arlene might fill that role. Arlene's the female friend who's generally good to everyone but is a bit self-centered and doesn't really accept all the "supernatural" stuff as easily as the other characters do.
Jessica would be closest to the Dawn of the show. She's the "child" character who's become a sort of de facto little sister to Sookie.
I'm sure there are other character connections you could make but that's a good enough start for now.

I like the idea of passport being tied to server transfers especially with the free transfer window coming up
OTOH if the Devs will from now on always provide a "free server transfer" opportunity during the launch of every Issue in the future then maybe they could rethink the server transfer badge idea. Technically speaking you wouldn't have to pay for it if you could always plan on there being times you could sneak it in for free.

Or, get rid of it entirely for US server players. There are a few people who have this due to a bug, and it's inappropriate to have on the US shores. This would be a bug fix.
