To be fair, in that case, Recluse can't exactly protect Warburg and go "Nope! Sovereign nation! Leave him be!" Basically, Blitz is either acting as a rogue agent (in which case, Blitz would be crushed in Melancton's scenario), or he's a protected official (in which case, the entire Rogue Isles would be crushed).

It's true. Recluse doesn't have control over Blitz. This does not mean, however, that Recluse doesn't have a certain...appreciation of Blitz's actions, even if he claims otherwise. Marshal Blitz has legitimately gone rogue (but not Rogue, mind you), but as long as Blitz keeps the missiles pointed at Paragon and not Grandville, Recluse is not really going to make any effort to untie his hands and get around to quashing that particular rebellion.

As for what can be done, sadly, nothing, until the Devs either add Praetorian missions to Ouroboros (probably coming right on the heels of Mayhem Missions...), or hope that they come up with some future Praetorian content that doesn't go "Of course you're with the Resistance!" like First Ward did. However, I highly advise against holding one's breath on either of those. -
Overall, the system functions well, I'd say. I definitely prefer the system we have to a more standard auction system, that's for sure, and I say that as both a seller and a buyer. Granted, I'm not in the "money is no object" club like some people are, though that's in part because I have so many alts, and I've generally been able to build all of those characters to a level that pleases me for an in-game cost that never leaves me broke.
I do, and I admit I may be alone on this, vastly prefer the old interface, but that's fairly minor.
I do have one big, big, giant most extreme gripe, though, and that's not being able to bid on ranges of IOs. This wouldn't be so bad if they didn't exist at every level. But whoever thought there should be level 36 Recipes was obviously not working in a cubicle near the person who thought that every single level should be bid on separately. Seriously. -

If it were just the opposite, where you could blow game-money with the potential for a real reward, then you might have something. Of course, Paragon isn't stupid enough to adopt the sort of business model that trades nothing for something. Funny, though, that they seem to think we should be. -

I suspect Irene may not have died. Conveniently, she's off camera when it happens, and everything else is a flashback relayed by Moriarty who does not strike me as the most reliable of narrators. The whole thing seemed very conspicuous to me, though I'm known for this sort of crazy speculation. However, if there's a third movie, I suspect it may involve finding out what really happened to her. -
The truth is that, as part of his recent massive propaganda campaign, Emperor Cole signed a contract with Comcast and Dish Network to get TPN broadcast in Paragon City anyway. There was some pushback, of course, in allowing a channel that promotes the obliteration of Primal Earth as one of its core values, but Cole managed to successfully argue that Jersey Shore already gets aired, despite being a far better reason to submit to the WarWalkers than any he could provide on his own anyway.

It'd being morally wrong, and also be a PR disaster for the authorities to hold the registrations and identities of vigilantes, but not do anything to stop them. -
It's probably more like how the average citizen probably doesn't know who every police officer in his or her respective hometown is either. Being in a government database isn't "public", it's just not "hidden". It's not like there's some big public outing ceremony when you sign up. And it's probably still protected from the ones that it really needs to be protected from. It's not like Requiem is going to waltz into the local FBSA office and fill out the proper form in triplicate. If he wants an identity, as you pointed out above, there are plenty of extralegal ways to do that, that wouldn't matter if someone was registered or not.

I thought it was very good, overall. It did start a little too...in the middle of things I thought, though. There was a distinct impression that I missed a movie somewhere between this and the first one. Definitely hoping for another, though, either way.

I suppose if absolutely every power in the game caused similar levels of fear, it would make sense. Heck, personally, I think Paragon is a pretty scary place. Everything out to automatically default to "panic" whether it's engaged in combat or not... -
I'm...a little confused on this. Thugs' Arsonist can throw a Molotov Cocktail and set folks on fire. It doesn't create a Burn-style patch, but it sends enemies flying to the far corners of the map just as well as Burn used to. Heck, since there's no patch created, it keeps them running even longer! Is there any justification for this at all? It end up finishing missions faster without him, just because I don't have to worry about having runners constantly aggroing extra groups, or wait for stragglers to wander back. Especially when considering the fixes to Burn, and the fact that, say, Fireball, has never caused this, I don't see why the Arsonist should be any different.

There's no universal first step for me. Sometimes it's concept, sometimes it's powersets, sometimes, I think of one powerset I want to use, then a concept for that, and then the concept dictates the the second powerset. And then, in some cases, neither factors in, and I build a new character because I want another of a certain alignment, or to go with a costume I've designed a name I like (rarely on that last case, since I suck at names).
I have so many characters and I'm so varied in technique, that it'd be hard to say which is most frequent, but if I had to guess it's probably the 1st set -> concept -> 2nd set process that gets used the most. -
Given that superheroes in Paragon are all licensed and registered with the city, nobody, as I understand it, has a secret identity, at least according to the game lore.

Well, I liked it. It was a fun little episode to provide a nice sweet ending to a good Christmas.

The enhancement gives you an aura for your pets, so it shouldn't matter what it's slotted in, as long as it's something that can take the enhancement.

My highest character is a Titan/Energy Scrapper, at level 27. Only major problem this far has, naturally, been some Endurance woes, but given that I start filling out with IOs right around this point on most of my characters, my little bit of experience thusfar is that that's mostly been solved already as long as I don't accidentally get the attention of several groups at once.
Actually, scratch that, my biggest annoyance has been that I tend to leave enemies with just slivers of health, and end up having to wait for Crushing Blow to recharge and re-animate without Momentum. This is actually probably helped my Endurance use overall, but if I make any more TW characters (right now in addition to the /EA, I have a /Regen as well), I think I'm going to go for a secondary with a damage aura. -

I have no doubts that the same dev team that gave us Des-"What are pants?"-demona and the Cowboys n'Corsets costume pack won't find a way to tie that to cheesecake too.

However, the Superadine explanation sort of fits too, and conveniently, the other color we often see is orange, which is the color people start to turn from the Praetorian equivalent, Fixadine. Clearly during those 1-20 days, Longbow was dipping into Jack Hammer's stash. But honestly, the idea of using such things feels very natural for Longbow to me.
