  1. I was wondering what you think is the best use of power sink. I know you said it covers your endurance needs in the build but I meant do you try to use it more offensively or defensively?

    To be honest my only /ElA is a brute, not a scrapper, so it may be drastically different, but I see some people charge into a mob and pop power sink after just a few seconds. It gives them some endurance but also saps all the enemies, mainly a offensive use of the power in my eyes.

    I would usually prefer to be defensive with it because my build (since IOing it out is slow going) is very endurance heavy. But I find I usually kill half the group and most of the rest run over to our tanker before I need the endurance. And then if I pop it I gain basically nothing.

    So should I be using it quicker, even if I don't really need the endurance at the time, or is there some special trick to keeping mobs on you? I know you've played a lot more /ElA than I have so I thought you'd be the best person to ask.

    Now I like the sound of that. But I'm confused as to how you got those numbers. IH has a 90 second uptime each click, so 260 seconds shouldn't be possible. Nor 130 seconds. The recharge cap is 500% right?

    IH has a 650 second recharge originally so at cap it's 130 seconds to recharge. Burnout has a 6 minute recharge at best. So if take hasten and ageless out of the equation and just assume somehow perma-max recharge we could do something like this:

    Pop IH, pop burnout, IH last 90 seconds, pop IH, second IH lasts 90 seconds, wait 40, third IH lasts 90 seconds, wait 40 seconds, chain restarts, pop IH, wait 10 seconds, pop burnout again.

    You'd lose an extra 10 seconds from burnout every cycle until you finally hit 130 seconds at which point IH would come back before burnout. Although I think the most efficient would to be to instead wait 50 seconds to pop the final IH so burnout is used for max value.

    This method has an uptime of 3 pops, or 270 seconds, and a downtime of 90 seconds for a total time of 360 seconds. Making the ratio 270 up out of 360 I believe? which is a two to three ratio when you reduce. So you *could* have IH up 2/3rds of the time, using max recharge and burnout. In other words more realistically you're looking at something like IH beings up half the time and then you'd be better off using it reactively which would make the massive amount of recharge unnecessary.

    Well that sucks. I hope my numbers are wrong. Or someone can thing of a better way to chain those.... Or both.

  3. Okay I've seen all the threads about how it's impossible. And I'm sure true perma is impossible. But I had an idea and I wanted to know if anyone had the specific numbers and could help me with it. Pop IH (Instant Healing) lasts 90 seconds, ends, pop burnout, pop IH again, pop hasten, pop Ageless interface, IH lasts 90 seconds, ends.

    Now I assume there's wait time before I can expect to rinse and repeat that cycle. With a max recharge build something like a 40 seconds before i could pop IH again? And then would burnout be back up before IH dies that time? Because if I'm looking at 40 seconds of downtime once every 3 minutes I would happily take that.

    My calculations don't seem promising but I'd still like a second opinion. Or maybe another clever trick like burnout and Ageless to get IH up quicker. Just thought I'd share my idea at least.

    Katana

    According to this post, http://boards.cityofheroes.com/showthread.php?t=132894 which is old mind you, but still not too inaccurate, katana is one of the lower DPS scrapper primaries by itself. However it's also one of the fastest primaries and with a little abuse of inventions and the reactive interface slot, it can easily be one of the top DPS builds. Maybe not the top, but very close up there. And in return for having slightly lower DPS katana gets an amazing, stackable, defensive power that can turn any scrapper into a solid tankier with just two stacks.

    Slot for on hit effects though. Because Katana attacks so often it has a better chance of getting the damage procs and -resist/-defense procs from inventions. This is a huge advantage over BS and most any other slower attack set. If it's 75% chance for a DoT (Like reactive in the interface slot) and you attack say 5 times in the same same everyone else attacks 4 times, you've got a way better chance of proc'ing the DoT and getting more stacks down.

    Hecatomb +chance for Neg dam and achilles heel +chance for -20% resist is a huge DPS boost for katana scrappers who can put that in GC and us it a ton. I instantly noticed the DPS boost when I put those in. And I noticed a solid dps boost when I got reactive unlocked.

    You might not see as high of numbers on a katana scrapper as on other toons but you build him right and he'll have a hell of a good DPS.
  6. IMHO: Regen is a weak set. It's less survivable then almost any other set and even if you throw a ton of money at it, you're not going to be all that great. You can be pretty darned good mind you, but in the end WP is basically better in every way and all the other sets have at least one 1 or 2 significant advantages over regen.

    If you like the set though, stick with it. It'll be expensive but you can get close enough to other sets defensively to be just fine.

    As for Brute or Scrapper? Brute. Usually I'm a huge scrapper fan and I haven't much cared for any of my brutes, but as for regen, brute is the way to go. The entire point of regen is to have 0 downtime, and that works extremely well with Brute's Fury.

    I strongly suggest Katana for a primary. The defensive buffs that set gets is absolutely vital to get anywhere near a survivable regen build. I don't suggest Broadsword as heavily as Katana is quicker and makes it easier to stack the +def. It also synergies extremely well with all the +recharge a good regen will have.

    This forum post http://boards.cityofheroes.com/showthread.php?t=260718 is kinda old, before the resilience buff, but shows you a few ideal builds for a Kat/regen and the exact specific numbers on regen. It's a long read but Werner really knows his stuff and his final build and a cheap version of it are listed on page four. He never did actually make the build I don't believe, but there's nothing stopping you from doing so if you don't want to.

    TL;DR Summary: Regen bad. Only barely bad though. Play if you like regen. Page four of link = build.
  7. This is the build I'm using for my Dual Blades/Electric. With a bit of tweaking you should be able to get the same thing going for StJ/Electric. It's got less F/C but more S/L and E/N defenses, which is very important for incarnate trials. It's also got higher ranged defenses, higher regen, and a solid +ToHit bonus, another thing you'll need for incarnate trials. The down side is significantly lower resistances but 90% of the time the extra resistances aren't needed, and the rest of the time the build still manages to max res with power surge, allowing you to be a truely amazing tank for three minutes and a pretty solid tank the rest of the time.

  8. Thank you for responding so quickly sypher, and I definately like your version a lot more than my original. I tweaked it a little more to add the taunt back in. And I traded slightly lower energy/negative and ranged defenses as well as a lower recovery for a boost to all my other defenses and a higher recharge rate. The loss of recovery isn't a big deal because for the most part power sink will consistently give the build all the endurance it needs.

    Definitely like this build a ton better than my original.

  9. Hello all and thanks for at least giving this post a look. This is my first post and first time trying to get a really solid build together so I'm sure the build needs a ton of help.

    My goal is to be a capable tank, especially when power surge is up, while not sacrificing too much in the way of damage output. I've found that too much of the time something would happen to our main tank, maybe he'd die to Lord Recluse or he'd dc or he'd be busy off on the other side of the map being worthless, and the team would entirely wipe because no one else would be able to tank. With power surge I would have max of most of the resists for three minutes, enough time for the main tank to get rezed and back in the fight or to return from a dc, and I've heard that I really should soft cap S/L defense but I couldn't quite do it. I got 35% to both and did softcap melee defense though. I think that'd be acceptable for an off-tank at least but my real problem with the current build I have is that all the other defenses are so low. I know most attacks have a S/L component so they have to run through that to hit but with my S/L defense only at 35% I'm not feeling confident about having 15% (or so) defense to everything else.

    Basic goals for improvements to the build:
    Soft cap S/L Defense
    Get other defenses up to 20% or higher
    Find a way to max resist's permanently instead of temp (don't think that'll happen but I can hope)
    Keep damage and accuracy high so DPS vs 54's isn't compromised
