A Faerie (note spelling, this means dangerous immortal powerful being rather than butterfly winged sparkler) that, on a bet, has come to Paragon to become a superhero. Part of the rules of the bet limit his powers and his abilities to just using his skills at a bow and arrow. The trick arrow powers are magical effects that he imbues his arrows with, rather than technological modifications. Alternatively, he could be doing it out of amusement or because he came out on the wrong end of a deal with a mortal.

Miss Komodo: Former assassin/martial artist villain with mutant claws. Seemed like a cool name
Cyberstar MD and Shade: Robots built by Cyberstar as prototypes, eventually they're models will be sold to police forces. MD is a healer model, Shade uses negative energy.
I have others, but most of my alts are based off power combos I want to try, and the names are pretty lame. -

Miss Komodo used to run a martial arts studio in San Diego, specializing in teaching people with non-conventional powers to use them for self defense. Perhaps she gives private lessons to similar students in Paragon (she's too busy to run a school full time here). She might still have some money left over from her villain days, too. -
I would have entered, but I would have had to crossdress to play my main. And overweight guys shouldn't really crossdress as girls in spandex (No offense to anyone who did).

So, Statesman, no responce as to why you are keeping Scrapper styled attacks from Scrappers? Sigh. That's really dissapointing. I don't think there would be a single person who complained about giving Energy or Super Strength to Scrappers. And it would mean a lot less work for you guys. Seriously consider this, the Tanker/Scrapper power distribution is messed up, no AT with melee as a secondary should have more options than an AT with melee as a primary. It just doesn't make sense, and actually subtracts from this mythical "flavor" you're trying to achieve.

Better would be to save it for tomorrow, the devs don't do to much posting and reading on the weekends, I think.

I believe bumping is reasonably acceptable as long as you don't just put in *bump*.

Martial Arts isn't what he's looking for. Boxing is one power. Neither are good solutions. Besides, if he wants a punching set, there are two already, super strength and energy melee. Why shouldn't Scrappers get access to them? It's a reasonable request. Besides, the fact that Tankers and Blasters get access to many melee abilities that the Scrappers, who have Melee as their primary, don't get access to, is absurd. I mean, sure, there's Dark Blast, Radiation Blast and Psychic Blast that Blasters don't get, but, seriously, Energy, Super Strength, Battle Axe, Fire Melee, Ice Melee, War Mace, Electric Melee and Stone Melee are all unavialable to Scrappers for no good reason, as many of them, Fire, Ice, Electricity, and Energy, at least, seem very appropriate to Scrappers.

Scrappers need Energy Melee so badly it's ridiculous. It is very, very appropriate to the Scrapper AT, yet for some reason they don't have it, because, I guess, it's more appropriate for tanks. Which is utterly ridiculous. Spines is much less of a scrapper set than focusing energy into your fists and wailing on opponents. This appplies to Fire Melee as well, in my opinion.

Are you sure the reactor is all technological? Something that provides power to an entire city might have magical components as well...

I am not that well-known of a hero. And those that know me might not consider me a hero at all. I remain both immersed and seperate from the culture of Paragon City.
I have an origin. I am not a mutant, using my strange powers for the betterment of a society that often hates them. I was not altered by a strange accident. I did not train for years to be a perfect fighting machine or harness my inner will. I am not a wielder of mystic forces. Simply put, I am an alien.
Of course, that hardly makes me unique. Non-humans abound on this place. Refugees, orphans, officers and agents like myself, they come here, drawn by the same force that affects the humans here.
I have power. To match the paranormals of this world, I was given a power suit designed to manipulate energy fields based on my thoughts. It transfers my negative emotions into negative energy and my willpower into psionic attacks. The suit's power makes me potentially the equivalent of most beta-level beings I am likely to encounter. However, I am bound by the laws of the planet, as is customary, and cannot utilize the suit's full strenght before I am authorized to by the authority. Though I am hardly capable of reaching the full potential now at any rate.
I have knowledge. This planet is not unique. 90% of developing worlds go through a stage where the normal examples of the species are supplemented by non-normals. My organization does not know why. We merely know that it happens. It is speculated to be due to the pressures of technology and an accumulating sentient population on the structure of space/time around an area, warping the lines of fate. But that does not matter. What matters is that this stage in a developing world is 10 times more dangerous than the atomic age. Few cultures survive the first emergence of para-normals. More often civilization is dealt a serious blow, catapulting the world back centuries, or in extreme cases being wiped clean completely.
I have a responsibility. In my ship, a device is kept which I use to communicate with my branch of Zaltanian Special Forces. My job is to monitor the circumstances of the paranormal emergence for this world. This is the first such interference we have attempted. It is vital that I provide the necessary data to further our knowledge of this phenomenon. I do not know why, but I accept it as so.
I have a job. I am not only to observe, but also participate. I must assist the Earth as best I can to weather the coming dangers. I have chosen to do so from the inside, becoming a hero at their greatest concentration, Paragon City. Here I will perform extensive research on the superhuman population of this planet. If the data is found to be unfavorable, Zaltanian Special Forces will attempt to capture every para-human they can for study of the para-normal emergence and analysis of their particular abilities for military use.
I have a fear. If we attempt our scheme, I believe we will fail in our mission and be weakened or destroyed, and shamed in the interstellar community. However, I honestly do not know if the data I am collecting is favorable enough towards the population of Earth to prevent such an occurrence.
To those of you listening, please. For my sake and for yours, weather the coming storms. The Rikti were only the beginning. According to our research, the universe is out to get you. Don't let it succeed.
Eh, just a little story I wrote off the top of my head. Anyone have any comments? -
King's Row? Atlas Park? Well, those may have some crime, but look at the places where fewer heroes dare to tread. The Family clearly owns Independence Port, they are omnipresent. Outcasts are so thick in Steel Canyon you can't walk along the streets without being shot at. We're making a difference where we are, trust me.

States is almost certainly a Natural. Though Jack is very cryptic (ooh, a pun) in all of his statements, he did provide several strong hints that Statesman the hero is a natural. For instance, when Herald the example Natural heroine on the site was put up, part of the Natural description was that "she derives her powers from inner will", and Jack specifically mentioned, "Hey, where have we heard that before?", or words to that effect.
