I recently got Mercenary by logging out in the RWZ Vanguard Base (I already had Criminal). After logging in and being awarded the badge and Accolade, I left the character parked there for two or three days. When I next logged in, I had no Frag Grenade.

Hmm... maybe it's IE7 that's having the problems. I don't use IE, so there's no point for me to upgrade to IE8.

It's a bug and if I vaguely remember reading about it from patch notes or a developer sometime ago that it was at least acknowledged. Guessing it's been internally fixed for a while now waiting to get into a build.
The fixes were checked in on 11/10/2009. My best guess is that these changes haven't been added to any incremental build...so keep an eye out for the next full build and hopefully it will show up then.

The problem seems to be that IE no longer works with CityOfHeroes.com. I get nothing but Internet Explorer cannot display the webpage errors on the updater, and any part of the CoH website I go to.
Firefox and Opera work fine. I can't even load the forums with IE. -

Who has Arrow Volley? Can't find any info for it on ParagonWiki...
If there is no power named Arrow Volley, then I submit A - Aimed Shot.
If there is a power named Arrow Volley, then I submit B - Blazing Aura. -
I use Taunt to suppliment RttC. It helps keep the mobs on me, thus keeping my Regen sky-high, and and building up my SMASH!! bar.

I'm guessing I've not progressed far enough to get the TV Nems mission. That, or I went too far. The mission I have right now has Freaks and (I think) Arachnos, and I have to rescue the two "stars".
I was thinking that was the farm map, but after reading this thread, I'm thinking it's not... -

Yes, I know. But years before I played CoH or visited the forums, QR meant Quote Removed. That's what I know it as, and I never remember that in "modern" times, it means Quick Reply.

I always forget about that little "stipulation". I have some webspace I use that places a ~ into the URL, so I thought I'd try putting the image there, and seeing if I could make it work. When I checked the link to the image you gave, and saw the .PNG, I was like, "Wait... doesn't this board think all caps is not right?", and went on to check it.

Yup. 8 mins. later, the character showed up just fine.
You might have to queue up your character(s) again, Red. Usually, you have to. I was rather surprised when that one I had queued up made it through. -
The log in issue seems to be fixed. I was able to log in, both with an existing character, and with a fresh-made character.
I'm gonna queue up another character for copy, and see what happens... -
There are two things you will need to do:
1) Rename the extention of the image to be all lowercase - from .PNG to .png. vB is stupid, and doesn't recognize ALL CAPS extentions as being the same as all lowercase extentions.
2) Replace the ~ with %7E. Once you've renamed the extention, the following URL should work just fine:
