Go ahead and download it now. There's no reason not to. And this way, if/when you get into Closed Beta, you're good to go.
And if you don't make it into Closed Beta, well, you'll have more patches to download, too, since they usually have an additional 2-3 patches during Closed Beta.
Even when I'm not in, I check daily for patches. That way, when I finally have access, either through being part of a wave of Closed Beta, or the Beta going Open, I'm all ready to go!!

Yes, they ARE a part of GR. However, EARLY ACCESS is given if you Pre-Purchase GR. Dual Pistols was made available on 3/3/10, and Demon Summoning will be made available with the release of I17, IF you Pre-Purchased.
If you do NOT Pre-Purchase, you will HAVE to wait until July to have access to Dual Pistols and Demon Summoning. -

For the subject, put Veteran Rewards Not Being Awarded.
For the question, put the following, editing the italicized parts as needed to match your info:
My City of Heroes Account last recieved a Veterans Reward, xx Months - Name, on Month Day, Year. The account is currently paid up through Month Day, Year.
The Account Details page does not show information for the next Veteran Reward, xx Months - Name. Based on the last date I recieved a Veterans Reward, I should have recieved my next one on Month Day, Year.
Please adjust my account to have xx Months - Name, and have it issued from Month Day, Year, and the next one, xx Months - Name, scheduled to be issued Month Day, Year.
For product, pick City of Heroes, and then select your home server under that.
For category, pick Account Support, and General under that.
For department, pick Account Support.
Fill in your PlayNC Master Account name and your log in name, where it asks for them, pick your OS, and then click the Continue button.
It'll load a page with the typical (incorrect for this problem) solutions. Say they didn't help (if it asks. I don't remember), and click the button to submit. Then, watch your e-mail.
That's what I've done the past two times. And when I did it the other day, they awarded my 30 Month badge that was due 2/19 on 3/2, but then calculated my 33 Month badge to be awarded on 5/22. -

God damn it! Got the patch download, and when it went to apply, it gave an error. Was trying to do something with C:\Program Files (x86)\CohTest/something. Stupid / instead of \.
Closed the update, started it again, and now it's gonna take 3+ hours to "fix" the files! GRRRRRRRRRRRRRR!!!!!!!!!! -
Actually, it's not semantics. It's a difference. Pre-Purchase means you pay the entire sum up front. Per-Order means you make a downpayment, and pay off the rest when the product arrives.
And yeah, it's already looking like another section I won't visit. Already being filled with stupid stuff.

Start -> Run (or hold the WinKey+R), and enter the proper command, either the one Ion posted for 32-bit systems, or the one I posted for 64-bit systems, and press enter. Don't forget the quotes!! Just copy & paste.
And I was wrong. Without the patch, you can't even select the Test server. You enter your name & pass, and it sits there, until it finally says:
The game client was unable to connect to the login server. This may be due to a local network issue such as a firewall block, or may be because the login server is down for maintenance. Please check your network settings and try again, or check http://www.cityofheroes.com/servers/index.html for current server status. -
Note: The title needs to be changed. The Pre-Order is NOT open. The Pre-PURCHASE is now open.

Edit: Close. "C:\Program Files (x86)\CohTest\CityOfHeroes.exe" -project CohTest is what I needed.
Edit Again: Did that, it was Grey on Account 1. Checked with Account 2, Grey again. Logged Account 1 back in so it'd be the saved name, and there was a green dot! DOOOOOOOOOOM!!™

For getting in, bypassing won't do you any good. There will be a patch containing the I17 stuff that you'll need to download and apply. If you bypass, you'll be told you have the wrong version number, and booted back to the log in screen.
However, bypassing will at least show when the server is up, meaning that (theoritically) the patch should be available, and no more Connecting XXLMCIV... >.>
P.S. - I don't remember how to bypass for test... -projectcoh -test? -test -projectcoh? -projecttest? -projectcohtest? -projecttestcoh? -somethingtotallydifferent? -

No thank you. It's not worth it. I don't get the extra goodies without paying for them, so I might as well bundle them. I don't plan to start any new characters outside of Praetoria, so I'd have to wait until July anyway. I don't get a free month of gameplay. I don't get a current, physical copy of the game.
To those who don't care about any of that, I hope you enjoy your early access to DP and DS!!
