You do know that you can manually set the level of each enhancement as you slot it, right? When the little box with the various enhancements is showing, down in the bottom right corner is a number. Just type in the level you want the enhancement to be. If the number you type is lower/higher than the enhancement goes, it'll be set to the minimum/maximum level.
Here we go. Made a couple of pictures to show where to look. The first image is for IOs.
The second image is for T/D/SOs, for making them -3 to -3.

OK, let me see if I understad this correctly, so that I can (hoepfully) give you the right info...
Bascially, what you're saying is that your copy of Test Server ended up installed on the desktop? -
After you place an enhancement, you can use Middle Click to repeat the slotting. So, for example, if you wanted to slot Brawl with 1 Acc, 3 Damage, and 1 Rech, you select the Acc as normal, then select the Damage. In next slot, just middle click, and it'll place another Damage enhancement.
The same thing works for IO Sets. Place the first piece of Mako's Bite, and then middle click to get the other 5 pieces.
Shrek's planner had this nice feature (though it was Pre-IOs), and I suggested adding it to Mids' waaaaay back when. -

No, I haven't seen that specific bug with NPCs, but I have seen this one - Muggings are messed up. The villain will be doing the emote of tugging on the NPC's purse, but there is no purse, and the NPC will just stand there. -

Anyway, I just got a new compy with Win7 about 3-4 weeks ago. Here's how I did it:
First, I inserted the Architecht Edition DVD into my DVD-Drive, and let it install the game.
Once it was all done, I opened up C:\Program Files (x86)\City of Heroes on my new HDD, and C:\Program Files\City of Heroes on my old HDD, each in a seperate explorer. Tip: Click on the the Windows Explorer folder icon in your taskbar, and navigate to the new HDD's directory. Then, middle click on it in the task bar to open a second isntance of it, and navigate to the old HDD's directory.
On my old HDD, I pressed CTRL+A to select everything, then CTRL+C. Then I used ALT+Tab to switch to the new HDD, and used CTRL+V to paste, telling it to overwrite when prompted.
After that, I was all done, and ready to go.

Great news!! The problem has been fixed, and everything is working!!
One of my friends, who builds computers, came by work today. I told him about the problem, and he told me that I need to install Windows 7, and THEN add in any additional hardware, like the card.
After I got home, I opened up the case, removed the card and unplugged the second HDD. Booted the computer up with the Win7 install disc in it, went to Install, formatted the HDD, and tried to install Win7 64-Bit.
No dice. It confirmed once and for all that the CPU isn't a 64-Bit. Didn't think it was.
Reboot, reformat, and choose to install Win7 32-Bit, and after all is said and done, I installed the Vista/Win7 compatable drivers for the sound card, then shut down. Plugged the second HDD back in, and put the adapter card back in. Rebooted, and Win7 said it had no drivers for the card. Those were on my flash drive. Installed them, and ta-da!!
There were 3 networks showing, including mine!!
So, there's your secret, folks:
Always install with the bare minimum hardware. Add network cards, printers, etc. AFTER you install the OS.

Oh, right. Forgot about that. As soon as I saw it put it into a new location, I said, "Um... No.". Copied everything out of the loltn folder, and into my Mids folder, then deleted the loltn folder.
