I might have misunderstood what you were saying, but you only get one of each per character, and they're bound like Tickets or Merits. So, you couldn't slot two Clockwork Efficiency.

I track the stuff for making the 10-50 Common IOs. For Set IOs, I use All Star's Recipe Cookbook (which I still need to update to the latest version... >.<)

Kittehs and water dont usually mix, but Nazzaning, a six-year-old Turkish Van cat (Turkish Vans are natural swimmers), is using water for her own good. She was suffering from partial paralysis in her paw and couldnt walk anymore. A neurologist at the hospital suggested hydrotherapy to help Nazzaning walk again. He explained, Her muscles needed to learn how to move the correct way again, and because shes partially buoyant in water, if she makes a mistake its much less severe than if shes walking on dry land.
Nazzaning is one of the first cats to successfully undergo hydrotherapy treatment, and after nine sessions, she is almost back to her normal self running around and ruling the house. -

Actually, no, you can't. If you press P (or go to Menu -> Powers), you can not right click on any power you have not picked. For example, a brand new Level 1 character can't right click on their Teir 9 power to get info. All you get is the little hover info, that gives a very, very, very short summary (ex: PBAoE, -ToHit, -Def). -

Every character I make has their own bind file, and a bind of SHIFT+L "bindloadfile C:\Binds\<charname>.txt $$ em thumbsup". Those work fine. But it seems trying to use popmenu to bind doesn't work well. -
For me, I don't spend enough time pre-20 to justify having them, even though the collector in me wants them.

I've owned 2 HP/Compaq pre-built PCs over the past 6 years. My first one was bought at Wal*Mart, and is still running strong. Granted, I've upgraded the RAM, HDD, CD-ROM (to DVD burner) and OS, and stuck a vidja card and wireless network card in it, but it's still doing fine. I gave it to The Wife™ back in February when I got my current HP from Best Buy.
Before I gave The Wife™ my old HP, she had a Dell Dimension 2400 that she also got in 2004. It, too, was just fine. It's currently sitting on the table here in my office, semi-gutted. I'll probably upgrade it some when school gets to the point where The Child™ needs a compy for schoolwork.
The only problem we had with either of those compys from 2004 were HDDs dying. IMO, for general use, they're both fine. For casual gaming, some upgrades will need to be made. For hardcore gaming, not so much without major upgrades. And for that, you're probably gonna be better off having a compy custom built for your needs.
