I don't use walk. One of the first things I do when I zone in on a new toon is to remove it from the power tray.
Whenever I see someone walking; especially a female toon, all I can think to myself is "G.I.R.L." -
I prefer Corruptors over defenders - Still give good buffs/debuffs, but damage is better and mmm SCOURGE!

If you did not watch the Ustream of the Player Summit you may have missed where they discussed bases.
They alluded to some base love for Issue 24. Granted it may just be a few small things, but hey...any love is love -

The topic has been covered...and refuted... at least 50 times since Freedom launched - with NO COMPELLING argument/reasoning to increase preemie/freemie rewards....for a good reason -
So for ZERO dollars a month you already get access to 95% of the game and you want more?
Preemies/Freemies are already getting COH in a very playable state. Wasn't too long ago that none of us had inventions, AE, incarnate.
Seriously if you like the game you have choices to get more options - buy points or sub.
Free is free - and for what you are getting for free - I think the powers that be have been VERY generous. -

Not that I dislike the idea, but not only is it getting annoying spending my earnings (Paragon Points, merits or incarnate stuff) on getting nice stuff like this, waiting for the chance for it to drop can get frustrating too.
As an alternate idea, I'd love it if crafting were an actual skill to build up, just like in MMOs...currently, the only carrot to build the crafting skill (through badges) is the portable crafting table. But you know what would make me want to get those badges on more characters? If we could *do* more with crafting in general.
Rather than waiting for a specialty drop to give you the ability to increase or lower the level of an invention enhancement, how about making that an ability unlocked through a crafting badge? After working to unlock the crafting table, make a badge for converting a certain amount of enhancements too and the payoff is an accolade crafting power that grants you the skill of lowering or increasing levels on enhancements. Maybe the parts required to do that are simply basic IOs of the same enhancement types and proper level...so if you want to increase the level of a lvl 23 Kinetic Combat Acc/Dmg, you need the badge + a lvl 25 basic dmg IO and acc IO. Lower a LotG rech bonus IO? Just the IO and basic def IOs of the proper level.
Basically, crafters with experience should have the freedom of altering levels of IOs rather than waiting for a rare drop. -

This doesn't change the mechanics. Ideally, this system wouldn't need the complex rules added to PvP in I13, but even if it did have them it would merely be a new option, not a change to all PvP. Standard code rant applies, but none of the individual components would be new to the game.
And for your point about Arena Chat/Global Channels: They exist, but still don't speed up the process enough. And the work in an exclusionary fashion, making it harder for new entrees to have people (they would have to know the right globals or even know that the arena chat exists). And the existence of global channels didn't mean that the TuT wasn't faster in a lot of cases (and once the improvements come in, in virtually every case).
And while CoH will never have a hardcore PvP crowd like many other games, they might have some success with a very casual friendly system like the one above. The Team Fortress style PvP is probably the best fit for a super-casual game like CoH.
Again... Paragon is a BUSINESS.. they have to make money to stay viable... and while you may think your idea easy to implement...I can guarantee it would take HUNDREDS of man hours ...and reap no financial gain.
There are already multiple hints at pvp for new players:
The zones themselves (AP has a link to RV itself)
The Arenas in most zones
Arena Chat
The forums
The enhancement screen (you know how it says "Show results in pvp")
And you know...the players.
If Newbie A comes to CoH and is even remotely thinking about pvp...I would hope they would ask someone (even in broadcast or help) "How do you pvp in this game?"
There are many things that need fixed in pvp before it could even think about attracting new "casual" pvpers; least of which are the mechanics of pvp. I have brought numerous friends into CoH from RL...and shown each of them pvp, AE, etc etc.... None of them pvp...and it has nothing to do with the mechanics or cost of the uber builds.
I think it is great that you are so interested in pvp...but I also think you need to take a step back and look at the true reality of pvp in CoH in regards to cost v. benefits. CoH is not some huge mmo that can ill afford to spend time/resources on something that will not prove financially fruitful...which unfortunately means...no major revamps for pvp (and yes your idea is a major revamp...you do not grasp the amount of time/manpower needed to implement such a drastic change). -
I am for the random insp drop...because you see when I am travelling around on my main toon; regardless of where...if i happen to stop and see someone getting mugged...i go help them.
I am not against the OP's suggestion...and find it hilarious that people think it would be exploitable at 1 inf lol. Seriously?? you somehow think someone is going to make millions off this?? LOL Sometimes I think people on here object just to object lol. There are MUCH easier ways to earn inf/rewards at zero risk in this game.... and at a MUCH MUCH MUCH faster rate.
Just a lil math for you:
Assuming you could kill 1 lvl 1 npc every second (good luck with that..not like there are hundreds of them gathered in one spot respawning every minute)... but even if you could .. it would take you 277 hours to make 1 million inf... yep a lil over 11.5 days of 24 hour a day lvl 1 hunting lol.
60(seconds)*60(minutes)=3600 (# of kills per hour)
1000000(inf)/3600(max kills per hour)=277.77777777777777777777777777778(hours)
277.77777777777777777777777777778(hours)/24=11.574074074074074074074074074074 (days of non stop 1inf farming)
Or you could just go run one AE mission set to -1x8 and make 5 times that with salvage rolls in.. 10 mins.
Yeah... the 1 inf is TOTALLY exploitable LOL! -
You do know there are global channels as well as Arena Chat... right? These are tools which are already in game to help you find fellow pvp players.
As far as your idea... meh... it would not get me to go back to pvp. And I pvpd quite a lot for around 4 years.
You are asking for a lot of investment (code wise) for something that will not bring in any return financially.
Instead of going on and on about "fixes" to the mechanics; maybe what is left of the pvp community should band together and adapt (I mean hello it has been 3.5 years since Issue 13)...and learn to make the best use of the tools which are already in place. If you think the devs (rather ncsoft) are going to greenlight something which requires hundred of hours of coding and then testing... for absolutely no financial gain...you are mistaken. Pvp has proven time and time again in this game that it is not a financially lucrative aspect of CoH.
This isn't me being "mean" or anything like that...it is simply me being a realist. There is not enough pvpers to warrant the financial cost...nor produce any financial benefit for time spent on major upheavals. -

We already know it's not a good business decision seeing as how a majority of the playerbase doesn't pvp.
With all that said they should do SOMETHING about pvp EVENTUALLY.
But pvp was not the point of this player summit. Anyone who's been paying attention since it's been announced should know that. This event was NOT about big reveals that players didn't know about. PVP if they were doing anything about it would fall under that. So not surprising that the folks who asked about it got the response they did.
Also not surprising about the lolpvp.

Overall the people interjecting their pvp comments made me giggle... Felt like we were discussing politics and then someone yelled "Yes but Peanut Butter is NUMMY!" Then of course when the conversation went off to..oh say... musical theater the comment felt like "I LIKES MY PEANUT BUTTER WITH JELLY TOO!!!!" It was more of a "lol uhmm is this person special???" feeling among the ustreamers.
I am all for interjecting ideas...especially when they are relevant to the discussion.
To the person who implied coh needs pvp to survive... yeah uhmmm ok sure.
To that I would like to say: Sometimes I cut the crust off my peanut butter and jelly sandwiches!

How is that a valid answer to a numerical complaint? If the numbers are changed without cottage ruling everything, the set will still mostly play the same way. It won't hurt your fun. To be frank, as much as it is great that a powerset is fun to a lot of people, that shouldn't stop the devs from trying to balance that set, whether it is over or underachieving.
And to me, fun is often a factor of easiness to play, and at low levels staff is absolutely basically works like a Mac. It succeeds because it is easy and simple to use, largely because the relative strength of its AoEs and the power of FoS. It is kind of like Willpower for the early levels, because it makes everything easier, but it doesn't have the raw numbers to be a top (or above average set) in the late-game. That said, even bottom dwelling melee sets can do ridiculous things, and staff still maintains a niche by offering survability in ways other sets can't. Personally, I don't the damage should suffer for that, just like DM isn't penalized by having -tohit in every attack, or Kinetic having -dam when using power siphon.The argument of "it's a paid set and should be uber" is silly...I have paid for all my sets for years...and staff did not cost me one penny extra over my $15/month. You can keep on stating it needs a buff...if it is buffed then so be it, but frankly from experience playing one..not number crunching...I am fine with the way it is

I personally bought the 1440 point bundle. Got all the costume parts and plenty of other goodies....was completely satisfied. Most of my friends did about the same. I am also looking forward to super pack #2 -

There was one problematic person I remember who wouldn't stop nagging about it. Otherwise there was some fairly innocent asking about it met with either indifference or mocking (from the ustream chat). There are also pvp zones, 4 of them in fact, which by any standard is a ton of resources sitting around and doing nothing at the moment.
Pvp was not a point of this summit whatsoever; which anyone who paid attention knew would be so...in advance. The devs had specific issues which were to be covered and a few ustreamers felt the need to attempt to hijack topics and repeat the same stuff over and over regarding pvp in various panels.
The devs chose to focus on the items which the majority of the playerbase is interested in: content, powers, and costumes. CoH is a business and it makes absolute business sense to focus on what the majority of your customers are interested in....and to learn to cut your losses on features that do not help pay the bills. -
Sorry but this suggestion is a no-go for me - the /ah command is a perk.
Who cares if there are 15 people in WW?? It's not like I am going to talk to them. When I use WW I run in - do what I need to do and get out. Frankly being around that one random moron who refuses to be polite and stop:

is why I usually do my marketing late at night when less people are around.
