The damage on dual pistols is somewhat light but it has the plus of giving alternate damage types and alternate debuff types.
Elec control doesn't have high damage but it has tons of damage mitigation and it also has several +recovery powers and when used properly you can totally drain all enemies of endurance.
Oh and I19 will be around Fall-ish. It was pushed back because a lot of people were not impressed with the way it was implemented in I18. -
