I am positive that I have seen travel powers referred to as tier 2, because that is what they are. Maybe over time the devs just started emulating the players in their ignorance of the meaning of the word tier. A tier is a level at which something becomes available, not just a counting system for telling what number a power is on a list.

Also, the in-game badge text for the City Traveler badge refers to the travel powers as "Tier 3" as well.

The travel power is the second tier. The first two powers are both first tier.
Note: You still must have two powers from the pool in order to pick the third tier power (Acrobatics, Vengeance, etc.).

The Devs call the travel power the THIRD tier of the pool. (See here and here.) -
Are you talking about the 5 reward merits? Or being able to access a travel power at level 6?
There *should* be a claim button for the merits. For the travel power, there's no button; it's just that any character you make can pick up to the third tier in one of the four travel power pools at level 6 with no prerequisite. -
I might tweak some stuff here or there. I'm definitely waiting until Issue 15 before starting any new arcs, though.

The problems of farms clogging the MA system are well documented and discussed elsewhere. The pro-farm crowd won't/can't/doesn't want to understand these problems, so repeating them here would be futile anyway.
The anouncement about Dev's Choice and HoF going away was very welcome news indeed. That right there removes most of what was stressing me out. Thank you for your concern.

I disagree. The griefers would do what they do just for the sake of seeing an arc down-voted. Sure, the idea that they're keeping someone else from getting tickets (or badges, but that's about to not be an issue it looks like) is a bonus for them, but it's probably not the main reason they're doing it. -

I thought I'd read that the accolade *is* bugged, though. If it's not, then the above is the correct way to "charge" it, but I'm sure I'd read that it wasn't working properly.
EDIT: Yep, ParagonWiki notes the bug with the Vitalize power: "Charges are not currently accumulating on this power. You can unlock the power but not use it " -
You can only have 5 IO set bonuses of the SAME NAME (i.e., Large Improved Recharge Time Bonus). It doesn't matter if they're from the same set or different sets.
You're trying to use six Large Improved Recharge Time Bonuses, but you can only use five (which is 31.25%), so the sixth one doesn't apply.
I will agree that this needs to be documented better in-game and perhaps on the website. It is documented on ParagonWiki, here. -
That rocket pack isn't from the Architect Edition. You get it from using a Game Card to pay for a month of subscription time or by buying the Mini Booster: Jetpack online.

The OP doesn't say that the character in question was deleted by a GM. The story is that a GM is demanding that the player delete the character, which is ridiculous for two reasons: 1) that doesn't happen and 2)if the GM felt the character *did* need deleted they would just do it themselves and not "demand" that the player does.

It's not "built into the game." As noted earlier in this thread, they changed maintenance for the last holiday or two so they didn't do it on the holiday itself.
Now, this time they didn't announce that they'd be moving maintenance to accommodate the holiday, so we really had no reason to expect it. -

-> Really? I didn't know this either and it shocked me. I have played a lot of arcs and quite liked some of them but would only go to the effort of rating it if it had probs or was exceptionally good.
I think giving a default of zero if the arc gets an 'ignore' is a bad mistake. I suspect many simply don't realise this. It might not be intentional bad reviews.

Some people finish an arc and don't want to rate it. Maybe they're just "playing through" or what have you. I'm one of those. I didn't realize until later that whenever I completed an arc and failed to rate it, the individual was getting a 0 star rating.
Personally, I think the interface is counter intuitive. Most ratings are 1-5 stars, with 0 stars indicating "not rated." Unfortunately, the Devs decided on a 0-5 rating scale, and failed to put it in bold print.

Actually, I don't think what you're describing is the way it works. The way I've seen it explained is that you get a zero star rating by clicking 1 star, and then that 1 star again. Simply not rating an arc doesn't "zero-star" the arc.
